Zelenskyy: Umerov to Lead Ukrainian Delegation for Talks with Russia in Turkey

On Tuesday, July 22, President Volodymyr Zelenskyy received a briefing from NSDC Secretary Rustem Umerov regarding the upcoming meeting with the Russian side in Turkey.
The Ukrainian leader shared the update on social media, stating that he held a meeting focused on the results Ukraine seeks from the negotiation process.
During the briefing, Umerov reported on the implementation of agreements from the previous round of talks with the Russian delegation in Istanbul, and on the agreement to hold a new round of talks soon.
Zelenskyy announced that he has instructed the formation of a Ukrainian delegation, which will be led by Umerov. The delegation will include representatives from Ukrainian intelligence, the Ministry of Foreign Affairs, and the President’s Office.
“Ukraine is ready to work as productively as possible for the release of our people from captivity, the return of children abducted by Russia, the end of killings, and for the preparation of a leaders’ summit aimed at a real end to this war,” Zelenskyy stated.
- He also noted that Andriy Yermak, head of the President’s Office, briefed him on Ukraine’s diplomatic coordination efforts with European and U.S. partners.
On July 21, Zelenskyy said that Ukrainian representatives are preparing for the next round of talks with Russia, scheduled to take place in Turkey on Wednesday, July 23.
The Ukrainian side had earlier outlined the agenda for the upcoming meeting:
- the return of prisoners of war,
- the return of children abducted by Russia,
- the preparation of a summit at the level of heads of state.
The previous round of Ukrainian-Russian negotiations in Istanbul took place on June 2, during which Russia handed Ukraine a memorandum containing clearly unacceptable ultimatums.

MOSCOW, July 22. /TASS/. The Russian side is not anticipating any "magical breakthroughs" at the talks between the Russian and Ukrainian delegations in Istanbul, Kremlin Spokesman Dmitry Peskov told reporters.

- Peskov emphasized that Russia intended to continue pursuing its interests and to fulfill the tasks that had initially been set.
On Monday, Vladimir Zelensky said that the next meeting of the Russian and Ukrainian delegations was scheduled for July 23 and would be held in Turkey. A TASS source said that the third round of talks would be held on July 24.
During the two earlier rounds of talks in Istanbul on May 26 and June 2, Russia and Ukraine agreed to exchange 1,000 prisoners each. Both sides also committed to returning all severely ill and young captives under 25 years old to each other.
Kremlin reveals expectations for upcoming Ukraine talks
- The third round of talks is expected to take place this week in Istanbul, where the two sides met in May and June.
- During the previous round last month, the two delegations exchanged draft memorandums on peace terms and agreed to humanitarian measures, including the return of prisoners of war and transferring the remains of soldiers.
Speaking to journalists on Tuesday, Peskov said Russia hopes the next meeting will be held this week, adding that the date will be announced once both sides are ready.
According to the spokesman, the upcoming session will include discussions of the memorandums shared earlier, among other topics.
Peskov pushed back, however, against suggestions that the talks will be fruitless. He pointed to previous progress, such as the humanitarian exchanges, saying they represent tangible results.
- He reiterated that Russia expects to secure its interests and “fulfill the tasks that we set from the very beginning.”
