A new industry is growing from the ground up thanks to a citizen initiative -
Proposition 207, which voters approved in 2020 to legalize adult use of cannabis, included specific uses for taxes collected on the recreational side.
One-third is dedicated to community college and provisional community college districts;
31% to public safety — police, fire departments, fire districts, first responders —
25% to the Arizona Highway User Revenue Fund, and
10% to the justice reinvestment fund, dedicated to providing public health services, counseling, job training and other social services for communities that have been adversely affected and disproportionately impacted by marijuana arrests and criminalization. 

Arizona cannabis sales top $1.2 billion in first 11 months of 2021

Arizona cannabis sales continued on an upward trajectory in 2021, with the Arizona Department of Revenue reporting more than $1.23 billion in combined cannabis sales through the first 11 months of the year.

In November, adult-use recreational cannabis sales hit a new peak and crossed $60 million for the first time. Medical sales have fluctuated throughout the year, topping out at about $73 million in March and April.

Medical sales eclipsed recreational from February through October — adult-use sales began on Jan. 22 — but in November, those numbers were almost identical, with the medical program bringing in an estimated $60,365,545, while recreational sales reached $60,299,191.

In October, estimated cannabis sales for both programs were within $7 million of each other, the first time recreational sales came within $10 million of medical sales. But the adult-use market is in its infancy and is expected to match the medical program’s economic heft within a few years.

Cannabis sales also provided a solid tax contribution in 2021. 

The state collects 16% excise tax on recreational sales in addition to the standard sales tax; medical patients pay a 6% excise tax. Local jurisdictions charge an additional 2% or so for all marijuana sales. . ."

Specific cannabis compounds can prevent the virus that causes COVID-19 from entering human cells.

Researchers at Oregon State University identified a pair of cannabinoid acids that bind to the SARS-CoV-2 spike protein, blocking a critical step in the process the virus uses to infect people.

The team found the cannabis compounds, which can be taken orally and are abundantly found in hemp, blocked the alpha and beta variants from infecting the human cells - but the team notes those are the only two variants studied in this research.

This means, according to the team, the compounds could prove successfully in blocking other coronavirus strains.

Richard van Breemen, a researcher with Oregon State's Global Hemp Innovation Center and study lead, said in a statement: 'These cannabinoid acids are abundant in hemp and in many hemp extracts.

'They are not controlled substances like THC, the psychoactive ingredient in marijuana, and have a good safety profile in humans.

'And our research showed the hemp compounds were equally effective against variants of SARS-CoV-2, including variant B.1.1.7, which was first detected in the United Kingdom, and variant B.1.351, first detected in South Africa.' 

The specific compounds are cannabigerolic acid, or CBGA, and cannabidiolic acid, CBDA, and the spike protein is the same drug target used in COVID-19 vaccines and antibody therapy. 

SARS-CoV-2, which is characterized by crown-like protrusions on its outer surface, features RNA strands that encode its four main structural proteins – spike, envelope, membrane and nucleocapsid – as well as 16 nonstructural proteins and several 'accessory' proteins, van Breemen said.

'Any part of the infection and replication cycle is a potential target for antiviral intervention, and the connection of the spike protein's receptor binding domain to the human cell surface receptor ACE2 is a critical step in that cycle,' he said. 

'That means cell entry inhibitors, like the acids from hemp, could be used to prevent SARS-CoV-2 infection and also to shorten infections by preventing virus particles from infecting human cells. 

'They bind to the spike proteins so those proteins can't bind to the ACE2 enzyme, which is abundant on the outer membrane of endothelial cells in the lungs and other organs.'

And using compounds to block virus-receptor interaction is nothing new: it has been used to treat HIV-1 and hepatitis.

'One of the primary concerns in the pandemic is the spread of variants, of which there are many, and B.1.1.7 and B.1.351 are among the most widespread and concerning,' said van Breeman.

'These variants are well known for evading antibodies against early lineage SARS-CoV-2, which is obviously concerning given that current vaccination strategies rely on the early lineage spike protein as an antigen. 

'Our data show CBDA and CBGA are effective against the two variants we looked at, and we hope that trend will extend to other existing and future variants.'

"This serious piece of shit keeps turning up like a bad penny. . .The newly elected legislator who ran what amounts to an internet troll farm — paying teens to post conservative talking points and baseless conspiracy theories aimed at getting President Donald Trump re-elected — has been appointed to the state House committee that oversees elections.
No, really.
House Speaker Rusty Bowers this week not only appointed incoming Rep. Jake Hoffman to the House Government and Elections Committee, he made this minister of disinformation the panel’s vice chairman.
> A spokesman for Speaker Bowers defended the appointment of the Queen Creek Republican.
“Incoming Representative Hoffman was duly elected by the voters in LD12 and will bring experience to the Government & Elections Committee with his previous elected service on the Queen Creek Town Council and Higley School Board,” House spokesman Andrew Wilder told the Phoenix New Times’ Erasmus Baxter.

It’s the kind of thing you might expect to come out of Russia. Instead, it came out of Phoenix — or more specifically Hoffman’s secret cell of paid teenage trolls.

“In 2016, there were Macedonian teenagers interfering in the election by running a troll farm and writing salacious articles for money,” Graham Brookie, director of the Atlantic Council’s Digital Forensic Research Lab, told the Post this fall. “In this election, the troll farm is in Phoenix.” We want him influencing election law? . . .

(Hoffman) was, after all, permanently suspended by Twitter along 261 other accounts associated with Rally Forge, for violating rules on platform manipulation and spam once the story came to light. 

Facebook also banned his marketing firm for “deceptive behavior”, removing 202 accounts, 54 pages and 76 Instagram accounts tied to Rally Forge — accounts that had amassed 400,000 followers.

“In each case, the people behind this activity coordinated with one another and used fictitious accounts and personas as a central part of their operations to mislead people about who they are and what they are doing,” Facebook wrote, referring to its investigations into trolling operations based in Myanmar, Azerbaijan and Hoffman’s cell in Phoenix.

And this is the guy Speaker Bowers appoints to the panel that approves changes to Arizona’s elections laws: a guy who specializes in internet disinformation campaigns

Copies of the documents obtained by The Arizona Republic show a group that claimed to represent the “sovereign citizens of the Great State of Arizona” submitted signed papers casting votes for what they want: a second term for Trump and Vice President Mike Pence.

Mesa resident Lori Osiecki, 62, helped created a facsimile of the “certificate of ascertainment” that is submitted to formally cast each state’s electoral votes as part of an effort to prevent what she views as the fraudulent theft of the election.

Osiecki said she and others associated with a group called “AZ Protect the Vote” have attended the postelection rallies protesting the results, including the daylong meeting in Phoenix that included Trump attorney Rudy Giuliani. She left that gathering upset that Gov. Doug Ducey wasn’t supporting the president’s efforts and she wanted to take further action. She and the others chose electors as a result.

[W]hile Osiecki’s elector documents do not appear to have been taken as genuine, they are part of a weekslong effort, led by Trump, his advisers, and involving Arizona Republican Party officials and three members of Arizona’s GOP congressional delegation casting doubt on the legitimacy of Biden’s victory in Arizona and nationally.

Arizona’s ersatz electors sent their choices using documents notarized by Melanie Hunsaker, who works in real estate. Her husband, Jamie Hunsaker, is a Trump enthusiast and one of the purported electors.

Donald Paul Schween, another would-be elector, has been active in Republican Party politics.

Federico Buck, another real estate veteran, is among the signatories.

Others include Cynthia Franco, Sarai Franco, Stewart A. Hogue, Carrie Lundell, Christeen Taryn Moser, Danjee J. Moser, Jessica Panell and Peter Wang. Osiecki attested to the group’s eligibility as electors. . .

Content Moderation Case Study: Facebook Knew About Deceptive Advertising Practices By A Group That Was Later Banned For Operating A Troll Farm (2018-2020)

Summary:

In the lead-up to the 2018 midterm elections in the United States, progressive voters in seven competitive races in the Midwest were targeted with a series of Facebook ads urging them to vote for Green Party candidates. The ads, which came from a group called America Progress Now, included images of and quotes from prominent progressive Democrats including Bernie Sanders and Alexandria Ocasio-Cortez with the implication that these politicians supported voting for third parties. 

The campaign raised eyebrows for a variety of reasons: two of the featured candidates stated that they did not approve the ads, nor did they say or write the supposed quotes that were run alongside their photos, and six of the candidates stated that they had no connection with the group. The office of Senator Sanders asked Facebook to remove the campaign, calling it “clearly a malicious attempt to deceive voters.” Most notably, an investigation by ProPublica and VICE News revealed that America Progress Now was not registered with the Federal Election Commission nor was any such organization present at the address listed on its Facebook page.

In response to Senator Sanders’ office, and in a further statement to ProPublica and VICE, Facebook stated that it had investigated the group and found no violation of its advertising policies or community standards.

Two years later, during the lead-up to the 2020 presidential election, an investigation by the Washington Post revealed a “troll farm”-type operation directed by Rally Forge, a digital marketing firm with connections to Turning Point Action (an affiliate of the conservative youth group Turning Point USA), in which multiple teenagers were recruited and directed to post pro-Trump comments using false identities on both Facebook and Twitter. This revelation resulted in multiple accounts being removed by both companies, and Rally Forge was permanently banned from Facebook.

As it turned out, these two apparently separate incidents were in fact closely connected: an investigation by The Guardian in June of 2021, aided in part by Facebook whistleblower Sophie Zhang, discovered that Rally Forge had been behind the America Progress Now ads in 2018. Moreover, Facebook had been aware of the source of the ads and their deceptive nature, and of Rally Forge’s connection to Turning Point, when it determined that the ads did not violate its policies. The company did not disclose these findings at the time. Internal Facebook documents, seen by The Guardian, recorded concerns raised by a member of Facebook’s civic integrity team, noting that the ads were “very inauthentic” and “very sketchy.” In the Guardian article, Zhang asserted that “the fact that Rally Forge later went on to conduct coordinated inauthentic behavior with troll farms reminiscent of Russia should be taken as an indication that Facebook’s leniency led to more risk-taking behavior.”

Company considerations:

  • What is the best way to address political ads that are known to be intentionally deceptive but do not violate specific advertising policies?
  • What disclosure policies should be in place for internal investigations that reveal the questionable provenance of apparently deceptive political ad campaigns?
  • When a group is known to have engaged in deceptive practices that do not violate policy, what additional measures should be taken to monitor the group in case future actions involve escalations of deceptive and manipulative tactics?

Issue considerations:

  • How important should the source and intent of political ads be when determining whether or not they should be allowed to remain on a platform, as compared to the content of the ads themselves?
  • At what point should apparent connections between a group that violates platform policies and a group that did not directly engage in the prohibited activity result in enforcement actions against the latter group?

Resolution:

A Facebook spokesperson told The Guardian that the company had “strengthened our policies related to election interference and political ad transparency” in the time since the 2018 investigation, which revealed no violations by America Progress Now. The company also introduced a new policy aiming to increase transparency regarding the operators of networks of Facebook Pages.

Rally Forge and one of its page administrators remain permanently banned from Facebook following the 2020 troll farm investigation, while Turning Point USA and Turning Point Action deny any involvement in the specifics of either campaign, and Facebook has taken no direct enforcement action against those groups.

"The nation's leader in infection rate in Rhode Island, which has by far ran away from the rest of the pack in recent day. The state, where 77 percent of residents are fully vaccinated, is recording 507 positive cases every day for every 100,000 residents - a 226 percent increase over the past two weeks. No other state has more than 400 new cases every day per every 100,000 residents. 

Massachusetts is the fourth and final state with an infection rate of over 300 per every 100,000 residents, at 359.

In Virginia, a state of emergency has been declared by the Governor in an effort to combat capacity shortages during a surge in cases. New Jersey has been one of the hardest struck states by the Omicron-fueled Covid surge tearing through America. The state has the fourth highest infection rate in America, with 350 of every 100,000 residents testing positive for the virus daily.

Only four states are logging more than 300 cases per every 100,000 residents daily.

The US has recorded more than 62 million covid cases since the start of the pandemic. As a result of the highly infectious variant taking over, cases in the U.S. have rocketed in recent weeks. In two weeks, new daily cases have increased from around 235,269 per day to 750,515 per day - a 184 percent jump

[...] A promising sign is coming out of Boston, Massachusetts. The state is among those currently dealing with the worst of the surge, but wastewater data is showing a recent sharp decline in the amount of Covid in the local population.

Wastewater can be tested to find what level of an overall population is dealing with Covid. Traces of the virus are found in a person's urine and stool, and sewage centers can test massive samples to see prevalence of Covid in the population. 

Earlier this year, prevalence of Covid in Boston wastewater began to surge, up to 10,000 RNA copies of the virus per milliliter sampled - more than triple previous levels. The figure has quickly declined to 6,000 copies per milliliter, a 40 percent drop in virus prevalence. 

'But this suggests good news for the disruption caused by the sheer numbers of infections. Will likely take a few days to show up in case counts, which if they follow will show a peak around now. Just like there was a peak this time last year. Past is prologue,' Bill Hanage, an associate professor at the Harvard School of Public Health, wrote in a tweet.

The most promising sign for the U.S. is the current situation in England. Once the global hotspot for the variant, cases in the UK are down 45 percent over the past week, with around 120,000 people testing positive every day. While deaths and hospitalizations have risen in recent days, neither figure has managed to keep up with infections at all recently.

What happens in the UK often precedes the U.S. by a few weeks, and the current decline in cases across the pond matches predictions by American health officials that the virus will likely recede in the coming weeks. . ."
