China is bent on creating a world-class military that can conduct joint operations across the globe and already boasts the world’s largest navy, according to the Pentagon’s latest annual assessment of the Chinese military.

A “permanent condition of military inferiority is anathema” to China’s leadership and nowhere is that more obvious in its naval build-up, Chad Sbragia, deputy assistant secretary of defense for China, said during a Tuesday American Enterprise Institute forum.

The Chinese Communist Party “has become increasingly confident [of] achieving its goal” of having “a world-class military by 2049.” A key component has been China’s continuing maritime build-up from its surface forces to ballistic missile submarines. He said its fleet numbers 350 warships compared to the United States’ 293.

“I would also draw your attention to weapons systems and it’s important to highlight the Chinese shipbuilding advantages in terms of its size of the fleet, is both in context of the broader modernization ambitions, virtual class military. This is a long-term challenge and it’s not only demarcated by a single variable, which would be total number of vessels, tonnage capacity, capabilities, location, posture, activities, and then other aspects,” he told a small group of reporters in a Pentagon briefing.

Sbragia said the Pentagon expects the Chinese fleet will number 360 warships by the end of this decade.

He added in the AEI forum that Beijing with its new confidence has become “more assertive” in its territorial disputes with its neighbors — from India to Taiwan to the South China Sea.

While “numbers are only one element” in measuring military power, China is also testing its far seas reach in exploring potential bases from Myanmar to Africa and South America.


“The global PLA military logistics network could interfere with U.S. military operations and those of our allies and provide flexibility to support offensive operations against the United States,” he told the reporters.

At the AEI event, he added Beijing is also continuing to raise its defense spending across the board — from missiles to nuclear forces to space. He said the report expects that Beijing will double its nuclear stockpile of 200 weapons over the next 10 years. “The number of warheads is not the whole picture,” he said. The investments are also being put into submarines, air-launched cruise missiles, modified bombers, “the full suite and capacity” of its nuclear program.

The report “points out that China’s near-complete lack of transparency over its nuclear forces raised legitimate questions over China’s intent as it fields larger and more capable nuclear forces. And this includes the near completion of what we consider to be a triad capacity, which would include those land-based kinds of capabilities,” Sbragia said at the Pentagon. He mentioned more road-based missile-launchers and building ground-based silos.

Sbragia pointed out at the AEI forum that China emphasized developing an intermediate-range ballistic missile program to achieve an asymmetric advantage over the United States and demonstrate that capability to bordering nations. The Intermediate-Range Nuclear Forces [INF] treaty barred the United States and Russia from the continued development of these weapons.

Moscow’s deployment of intermediate-range cruise missiles led the United States to say it was no longer bound by the treaty’s terms.

China demonstrated this capability earlier this summer in one of its largest live-fire military exercises. The missiles landed in disputed territorial waters.

Sbragia called out the Chinese for saying they are abiding by acceptable norms of international behavior and seeking peaceful resolution of disputes, but then turning around and conducting exercises like these and dismissing international tribunal rulings against them.

“We’ve increased our military actions” in response. He was referring to U.S. U-2 overflights of the exercises and freedom of navigation operations in the South China Sea and elsewhere.

“When we say we’re committed; we’re committed. We’re all in” to demonstrate an open Indo-Pacific to China, allies and partners.

On the missile shots, “they’ve done that on purpose” to cow other claimants to those waters. “We don’t understand why the Chinese are doing that. [But] here we are again” countering a bullying China.

The “revisionist policies” Xi Jinping is pursuing include revising the international order of rules that have governed behavior for more than 70 years. “Things are changing rapidly” in China’s drive for great power status.

“The PLA [People’s Liberation Army] is not just to be a showpiece of modernity” in equipment to other powers and bordering nations. He added that the military command structure is also becoming more accustomed to joint operations of its forces, innovative in tactics and operations, and better skilled in what it means to operate military forces globally.

Sbragia said China’s leaders realize “its military is not 10-feet tall, but [their]aim is ultimately to be 10-feet tall.”

Closer to the Chinese mainland, Sbragia said “the unification of Taiwan, Macao and Hong Kong are essential” to Xi’s vision for Beijing’s future. “2020 has served as a critical marker for China” in the development of its amphibious forces, necessary if it were to try to take Taiwan by force.

Though not reaching all its goals, Sbragia said the “aspiration is to have compulsive and coercion tools” available. The Navy recently completed two transits through the Taiwan Strait to remind the Chinese that force is not an option in reunification.'

China now has the largest navy in the world, an expansion driven by Beijing’s aspirations to “return” the country to a position of strength and leadership on the world stage, the US Department of Defense (DoD) said in its 2020 report on military and security developments involving China.

Published on 1 September the report, often referred to as the ‘China Military Power Report’, states that the People’s Liberation Army Navy (PLAN) now has “a battle force of approximately 350 platforms, including major surface combatants, submarines, ocean-going amphibious ships, mine warfare ships, aircraft carriers, and fleet auxiliaries”, compared with the US Navy’s (USN’s) 293 ships using the same measure.

Although the cut-off date for the Pentagon assessment was the end of 2019 and developments have continued apace through 2020, the 200 page-long report provides an authoritative source of timescales and numbers for a number of significant capabilities.

The report notes progress in the construction of the PLAN’s third carrier, which in comparison with the two already in service “will be larger and fitted with a catapult launch system”. It assesses that the third carrier will enter service in 2023 and be operational by 2024 and also reports that development continues on the fifth-generation FC-31/J-31 multi-role fighter aircraft “for export or as a future naval fighter for the PLAN's next class of aircraft carriers”, largely confirming persistent rumours

Both countries have recently exchanged criticism over respective space activities.  NASA Administrator Bill Nelson is reported to have told German publication Bild that China would occupy the moon, . . “Space observers also pointed out that as NASA is trying hard to relive its Apollo glories, China is working on innovative plans to carry out its own crewed moon landing missions,” an Aug.21 article from Beijing tabloid Global Times read, with quotes stating the belief that “NASA might grow more hostile against China in the space domain given the huge pressure it is facing to maintain its global leadership in moon exploration.”

The same outlet again criticized Nelson for his comments in the wake of the Artemis 1 launch scrub on Monday.

HELSINKI — China and the United States have identified overlapping potential landing sites at the south pole of the moon as both countries ramp up their lunar exploration ambitions.

The partially intersecting plans for lunar landings highlight the new interest in particular lunar resources and pose questions as to how competing countries implement and coordinate their respective moon exploration plans.

NASA earlier this month announced the selection of 13 potential locations for the Artemis 3 crewed mission which is currently scheduled to launch in late 2025.

NASA candidate landing sites, each about 15 by 15 kilometers, are located within six degrees of latitude of the south pole. 

Meanwhile, a Chinese journal article on potential lunar south pole landing sites, authored by Chang’e-4 lunar mission commander Zhang He and others, identifies 10 suitable spots near the lunar south pole. The sites are thought to be related to the country’s Chang’e-7 mission, currently scheduled for 2024.


Chang’e-7 will be uncrewed and consist of an orbiter, relay satellite, lander, rover and “mini flying detector,” with the latter to look for the presence of water.

Artemis 3 and Chang’e-7 both identify sites near Shackleton, Haworth and Nobile craters as potential landing zones.

The overlap is in part due to both looking to find sites with high elevation and good lighting conditions for conducting mission activities while also being close enough to permanently shadowed craters which are thought to trap volatiles such as water-ice.

It is not clear how the two countries will coordinate their respective lunar plans, with NASA preparing to launch Artemis 1 and China having its own plans for an International Lunar Research Station. . .'

Speaking at the Aspen Security Forum on Friday, US Rep Jason Crow of Colorado warned Americans to not be so cavalier about sharing their DNA with private companies due to the coming of the new type of weapon. . 'You can actually take someone's DNA, take, you know, their medical profile and you can target a biological weapon that will kill that person or take them off the battlefield or make them inoperable,' Crow said. . .


'You can't have a discussion about this without talking about privacy and the protection of commercial data because expectations of privacy have degraded over the last 20 years,' the Democratic lawmaker said. 

'Young folks actually have very little expectation of privacy, that's what the polling and the data show."

Crow, a former Army Ranger who served three tours of duty in Iraq and Afghanistan, continued: 'People will very rapidly spit into a cup and send it to 23andMe and get really interesting data about their background.'

'We have to have an open and public discussion about... what the protection of healthcare information, DNA information, and your data look like because that data is actually going to be procured and collected by our adversaries for the development of these systems.'

23andMe has repeatedly stated that it does not sell off customers' private information, but other DNA companies have provided information to police upon request.

US Senator Joni Ernst of Iowa, a member of the Senate Armed Services Committee, said the US rivals could use such DNA bio-weapons to target food supplies on a vast scale. 

Ernst warned that biological weapons could be used to target specific animals that citizens, troops or cities depend on, bringing about scarcity and food insecurity to weaken people. 

 'Food insecurity drives a lot of other insecurities around the globe,' Ernst said. 

'There's a number of ways we can look at biological weapons and the need to make sure not only are we securing human beings, but then also the food that will sustain us.'

Earlier this week, the Washington Examiner reported on just how easy it could be for privately-owned databases to be used to develop bioweapons such as the ones touted by Crow.


✓ The publication explained how DNA belonging to a target - or the close relative of a target - could be stolen and used to form a biological weapon effective against that person only. 

✓ That technology could lead to highly-targeted assassination programs, and also make it much harder for killers to be tracked down.


Similar technology could be deployed against US agriculture by designing weapons which target only a certain breed of farm animal, or crop. 

That could plunge the country into famine, and leave the US on its knees in the face of hostilities from a rival like Russia or China. 

Army General Richard Clark, commander of the US Special Operations Command, highlighted how Russia had already shot to infamy with a less-sophisticated version of the same scheme.

. . . In 2018, Ancestry, 23andMe, Habit, Helix, and MyHeritage all signed on to the policy drafted with the help of The Future of Privacy Forum, a non-profit, in support of 'advancing responsible data practices in support of emerging technologies,' according to Gizmodo.

The guidelines, titled Privacy Best Practices for Consumer Genetic Testing Services and released on Tuesday, deal with scenarios where users' personally identifiable and anonymous genetic information might be shared with law enforcement (without a warrant) and other third parties.

✓✓✓ The new voluntary policies call for requiring separate consent from users before sharing 'individual-level information' with other businesses and more transparency about the number of requests for data received by, and fulfilled for, law enforcement.

While all the companies have said they agree to these standards of practice, there is no law enforcing the rules. '
