Intel Documents Leaker Told Friends On Discord He Worked At A Military Base, Report Says

"The unidentified individual who leaked a trove of classified U.S. government documents on the instant messaging platform Discord claimed they had a job at a military base, according to a Washington Post report examining the source of the leaks, which have become a diplomatic headache for the White House.

KEY FACTS

The alleged leaker was part of a Discord group named “Thug Shaker Central” made up of around “two dozen” men and boys who loved “guns, military gear and God,” the Washington Post reported, citing a teenage member of the invite-only chat server.

> The leaker, who identified themselves as “OG,” began sharing transcripts of classified intelligence documents that they claimed to have gained access to through their job at a military base, the location of which they refused to disclose.

> While OG’s initial posts on the server included text from the classified documents transcribed by hand, they later switched over to sharing photos of the documents.

> According to the Post, both the teenager and another member of the chat group, who corroborated the details, claim they know OG’s real name and the state he resides in but refused to divulge that information.

All the documents were shared in a special channel on the chat server called “bear-vs-pig” and could be accessed by users who were foreign nationals, including Russian and Ukrainian citizens.

> The members of the chat server had agreed to keep the leaked documents to themselves, and did so for several months before one of them shared it on another Discord server in February.

CRUCIAL QUOTE

Members of the server told Washington Post that OG did not plan on the documents being leaked so widely and only intended to share it with his friends in the chat server. “I would not call OG a whistleblower in the slightest…There was no heavy Snowden-like conspiracy here like some people may believe…Any claims that he is a Russian operative or pro-Russian is categorically false,” the teenage chat room user said.

KEY BACKGROUND

The federal government and intelligence officials have confirmed the authenticity of the leaked documents, but have warned some information may have been altered or even be outdated. These documents, some of which have “top secret” markings, began circulating on various social media platforms including Discord, Telegram, 4chan and Twitter. 

> After only being shared on the “Thug Shaker Central” server for several months, the documents were shared by one of the forum’s users on another server belonging to U.K.-based YouTuber “wow_mao” in February.

This would eventually spread to other Discord servers and finally other platforms like Telegram, which is frequented by both Russian and Ukrainian users. 

> The leaked documents included detailed assessments of the war in Ukraine, including concerns about the current state of the Ukrainian military and the massive casualties suffered by Russia. The leaks also include sensitive briefings about various foreign powers, including Canada, China, Israel, South Korea and others.

Discord is an instant messaging and voice chat platform that is popular with gamers. While initially used for voice chats during online multiplayer games, the platform saw a surge in use during the pandemic, as it allowed users from around the world to create and join chat servers based on specific interests. Amidst its growing popularity among younger users, the platform has seen its fair share of controversies, including its popularity among white supremacists and its use in sharing exploitative content. Unlike other popular online forums like Reddit, access to a Discord server requires an invite link and sometimes even approval from a server’s moderator. The platform, however, has recently cracked down on content deemed spam, hateful or illegal. In a statement to the press Wednesday, the company said it was “cooperating with law enforcement,” in the document leaks case.

UPDATE: Supplemental Environmental Impact Statement for Near-term Colorado River Operations

Purpose and Need

The purpose of the SEIS is to supplement the 2007 Interim Guidelines to modify guidelines for operation of Glen Canyon Dam and Hoover Dam to address historic drought, historically low reservoirs, and low runoff conditions in the Colorado River Basin. aww

The need for the modified operating guidelines is based on the potential that continued low runoff conditions in the Colorado River Basin could lead Lake Powell and Lake Mead to decline to critically low elevations, impacting operations through the remainder of the interim period (prior to January 1, 2027).


Alternatives

The draft SEIS considers three alternatives:

  • The No Action Alternative, required by the National Environmental Policy Act, describes the continued implementation of existing agreements that control operations of Glen Canyon and Hoover Dams.
  • Action Alternative 1 models operational changes to both Glen Canyon Dam and Hoover Dam. Action Alternative 1 includes assumptions for reduced releases from Glen Canyon Dam as well as assumptions for additional Lower Colorado River Basin shortages based on the concept of priority. Action Alternative 1 models progressively larger additional shortages as Lake Mead's elevation declines and models larger additional shortages in 2025-2026 as compared with 2024. The total shortages and Drought Contingency Plan contributions in 2024, as modeled, are limited to 2.083 million-acre-feet because this is the maximum volume analyzed in the 2007 Interim Guidelines final environmental impact statement.
  • Action Alternative 2 is similar to Action Alternative 1, in how it models operational changes to both Glen Canyon Dam and Hoover Dam. Action Alternative 2 includes assumptions for reduced releases from Glen Canyon Dam as well as assumptions for additional Lower Colorado River Basin reductions that are distributed in the same percentage across all Lower Basin water users. 
  • While both the 2007 Interim Guidelines and the 2019 Drought Contingency Plan encompass shortages and contributions that reflect the priority system, the additional shortages identified in Action Alternative 2 for the remainder of the interim period would be distributed in the same percentage across all Lower Basin water users. 
  • Action Alternative 2 models progressively larger additional shortages as Lake Mead's elevation declines and models larger Lower Basin shortages in 2025-2026 as compared with 2024. The total shortages and Drought Contingency Plan contributions in 2024, as modeled, are limited to 2.083 million-acre-feet because this is the maximum volume analyzed in the 2007 Interim Guidelines FEIS.

Public Involvement

The draft SEIS will be published in the Federal Register on April 14, 2023, starting the 45-day public comment period.

Paper copies are available for public review at the Lower Colorado Basin Regional Office, 500 Fir Street, Boulder City, Nevada 89005, and at the Upper Colorado Basin Regional Office, 125 South State Street, Room 8100, Salt Lake City, Utah 84138, as well as area offices within the Colorado River Basin. Those offices and their locations can be found on Reclamation's website.

Written comments on the SEIS should be submitted by May 30, 2023. Reclamation is particularly interested in receiving specific recommendations related to the analyses or alternatives that can be considered and potentially integrated into the SEIS.

The Biden administration on Tuesday moved closer to imposing unprecedented cuts in how much water Arizona, California and Nevada could pull from the Colorado River, while raising the possibility that these reductions could be distributed in ways that contradict long-standing water rights that favor powerful farming regions.

In releasing a new environmental review of how to operate the Colorado River’s major reservoirs, the Interior Department detailed the painful dilemma facing the American West after a two-decade drought and chronic overuse.

Interior officials also defended Secretary Deb Haaland’s right to make cuts in a proportional way in times of emergency even if that goes against water rights held by farming communities from more than a century ago.

Over the past year, the seven states of the Colorado River basin have been unable to reach an agreement among themselves to make major cuts to protect the reservoirs. The federal government expects to make a decision on how reductions could be distributed by August.

Cable News Ratings Monday April 10: Maddow Tops Hannity in the Demo and Overall

Rachel Maddow led cable news in overall ratings and in the 25 to 54 age demographic at 9 p.m. for the second Monday in a row.

Maddow notched 2.43 million viewers on her weekly show, beating out Hannity on Fox News, which clocked in with 2.34 million. The longtime MSNBC fixture also eked out her Fox News counterpart in the demo, 277,000 viewers to 272,000. Hannity has long dominated the 9 p.m. hour.

Her program focused primarily on Monday’s deadly mass shooting in Louisville, a conservative judge’s decision to restrict access to an abortion drug, and the ongoing drama in the Tennessee House of Representatives.
