Washington has provided Kiev with just over $75 billion in military and other types of assistance, Ukrainian leader Vladimir Zelensky has claimed, adding that he has no idea where US President Donald Trump’s estimate of $200 billion originated or where it could have vanished.
Trump, who has been highly critical of his predecessor Joe Biden’s generosity toward Ukraine, has argued that NATO states and the EU should “equalize” their contributions with Washington’s support.
“We are in there for $200 billion more than the EU. I mean, what are we, stupid?” Trump said last month. US Vice President J.D. Vance referenced the figure as early as last July, saying, “We have now spent $200 billion. What is the goal? What are we trying to accomplish?”

In an interview with AP published on Sunday, Zelensky insisted that Ukraine never received even half of that sum.

“When it is said that Ukraine received $200 billion to support the army during the war – that’s not true. I don’t know where all that money went. Perhaps it’s true on paper with hundreds of different programs – I won’t argue, and we’re immensely grateful for everything. But in reality, we received about $76 billion. It’s significant aid, but it’s not $200 billion,” Zelensky said.

Since 2022, the US Congress has authorized roughly $175 billion for Ukraine, but a significant portion of that funding has reportedly gone to American industries and various US government activities related to the conflict. According to Germany’s Kiel Institute, as of October 2024, the US had allocated approximately $92 billion in financial and military aid to Ukraine, while EU countries and the UK had allocated $131 billion. 

Zelensky also insisted that he has seen little actual cash, as more than $70 billion of the aid came in the form of direct military assistance.
“There are also many other humanitarian programs I’m uninformed about, except for knowing of their existence. Perhaps the US president’s administration will audit these programs and find additional billions, but I don’t know where those funds went,” he said.
Among his first actions upon returning to office, Trump suspended US foreign aid for 90 days to review its alignment with his administration’s objectives, vowing to put “America first.”  
The cut affected many Kiev-related initiatives, particularly those funded by grants from the United States Agency for International Development (USAID).
  • Over the weekend, USAID’s official website went offline, and its X account disappeared, amid reports that the White House was considering merging the agency into the State Department. The newly created US Department of Government Efficiency (DOGE), led by Tesla and SpaceX CEO Elon Musk, has reportedly sent inspectors to audit USAID’s activities.

“USAID is a criminal organization. Time for it to die,” Musk wrote on Sunday. In a brief comment the same day, Trump also criticized the agency as being “run by a bunch of radical lunatics and we are getting them out.”

MOSCOW (Reuters) - A pro-Russian paramilitary leader from eastern Ukraine, Armen Sarkisyan, was killed on Monday when a bomb tore through parts of a luxury apartment block in Moscow, state news agency TASS and other Russian media reported.
TASS called the bombing a well-planned assassination.
  • "The assassination attempt on Sarkisyan was carefully planned and was ordered. Investigators are currently identifying those who ordered the crime," TASS quoted a law enforcement official as saying.

 In December, Ukraine's SBU security service described Sarkisyan as a crime boss in the Donetsk region, much of which has been controlled by Moscow since 2014, and said that he was officially suspected of participating in and aiding "illegal armed groups".

Armen Sarkisian, a known mafia boss from east Ukraine who had formed a battalion to fight against Kyiv, is the latest target in a string of explosions on Russian soil.
Russia has been hit by a series of killings and mysterious blasts since launching its offensive in Ukraine in 2022.
  • Sarkisian has been wanted by Kyiv since 2014 and Ukraine's SBU security service had in December declared him a suspect in "recruiting prisoners to fight in Ukraine".

"Sarkisian died in hospital after an assassination in Moscow," the TASS news agency reported, after Russian media intially said he was seriously wounded in the blast. . .
The Kremlin said special services were working at the scene and declined to comment while "information was being clarified".
Kyiv had not yet commented.
  • In December, it said it was behind the killing of Russian army general Igor Kirillov in Moscow, its most audacious attack to date.

Wanted by Kyiv since 2014

Russian media said Sarkisian had in 2022 formed a unit named "ArBAT" to fight against Ukraine.
  • According to the SBU, Sarkisian was "close" to Ukraine's ousted ex-leader Viktor Yanukovych and has been on a wanted list since 2014, accused of "organizing murders" during Kyiv's pro-EU revolution.
The SBU said Sarkisian oversaw prisons in the occupied Donetsk region, from which he recruited convicts.
"Efforts are underway to bring the offender to justice for his crimes against Ukraine," it said in December.

Kommersant reported that the unit Sarkisian had formed was made up of "around 500 people", most of whom are ethnic Armenians.

  • According to Russian media, Sarkisian was born in Armenia but moved to east Ukraine's city of Gorlivka at a young age and also used the pseudonym of Armen Gorlovsky, a reference to the industrial city.

Gorlivka has been under pro-Russian separatist control since 2014.

EU leaders have signalled that the bloc would be prepared to retaliate against the US if Donald Trump followed through on his threats to impose tariffs on European goods.
Speaking ahead of their informal meeting in Brussels, they repeatedly called for calm and stressed the value of EU-US cooperation, but indicated that they would not hide away from responding with tariffs if targeted first.
  • EU foreign policy chief Kaja Kallas said the bloc was “listening carefully” to Trump’s comments and “preparing on our side” to respond if needed.
However, she stressed that “there are no winners in trade wars” and pointed out that China would be the only beneficiary of that scenario.
  • French president Emmanuel Macron said that if Europe is “attacked in terms of trade ... [it] will have to stand up for itself and therefore react.”
  • Polish prime minister Donald Tusk said the EU should do all it can to avoid “totally unnecessary and stupid tariff wars,” adding it would be a “cruel paradox” if the bloc was forced into a trade war with a long-standing ally.
  • Danish prime minister Mette Frederiksen, who is already embroiled in a separate crisis with Trump over the future of Greenland, said that while she would typically “never support fighting allies, if the US puts tough tariffs on Europe, we need a collective and robust response.”
  • Luxembourg’s prime minister Luc Frieden also said that “the answer to tariffs is to reply with [the] same action,” but insisted it should not overshadow today’s discussions on defence.
But some leaders struck a more conciliatory tone.
  • German chancellor Olaf Scholz said any tariffs would be “bad for the US and bad for Europe,” and stressed the need for cooperation to resolve this situation.
  • Finnish prime minister Petteri Orpo said: “We have to negotiate with Trump,” before adding: “I am not going to start a war, I want to start negotiations.”

Time to get closer with Britain, Poland's Tusk says

Poland’s Tusk also spoke about the British part of the summit, with UK prime minister Keir Starmer joining EU leaders for dinner, saying it was his initiative (Poland holds the EU’s rotating presidency until July) to invite him over to Brussels:

I am really keen that, regardless of Brexit and its consequences, to have the UK as close as possible to the EU when it comes to security issues, defence industry, and to find ways to eliminate or reduce barriers in trade between the UK and Europe.

Today is the moment to get as close as possible again.

President Trump conceded Sunday that there may be “some pain” from his sweeping tariffs on Mexico and Canada, but they will eventually lead to a new “GOLDEN AGE.” 
Nice of him to promise a glorious future because the pain is already unfolding, and the tariffs won’t even take effect until Tuesday.

“WILL THERE BE SOME PAIN? 
YES, MAYBE (AND MAYBE NOT!). 
BUT WE WILL MAKE AMERICA GREAT AGAIN, AND IT WILL ALL BE WORTH THE PRICE THAT MUST BE PAID,” 
---- Mr. Trump posted on Truth Social on Sunday morning. 
  • He also included a blast at these columns for leading the “Tariff Lobby” after our Saturday editorial called his 25% across-the-board tariffs on our friends and neighbors “the dumbest trade war in history.”
