19:39 MESA CITY COUNCIL STUDY SESSION Thu 12 March 2020

3 Councilmembers absent + 1 on-the-phone. It was almost a no-go Study Session yesterday, but Hizzoner John Giles got to call say "We have a quorum."
District 1 Councilmember Freeman did show up in-person, but Duff, Luna and Thompson did not. All four were at the same conference, leaving only two other councilmembers (including D3 Heredia) present in-person other than the mayor - it's your guess why/how this unusual circumstance happened. . .
There are so many important items on Monday's City Council meetings that certainly do deserve both more attention and more robust discussion and informed input from the public than was taken up at yesterday's study session.
It's doubtful based on past performances that Duff, Luna and Thompson would have brought up the issues or comments that District 2 Councilmember Jeremy Whittaker did on the phone with a bad audio connection to the Lower Chambers -
even if they could have taken the time to call-in.

BLOGGER NOTE:
This study session is one more example of what seems to be the current operating practice of city officials in management and budget called
 "circling-the-wagons"

: : : : What does that mean!?
: : : : In the settlement of the western part of the US, wagons of settlers and freight would form wagon trains to provide for mutual defense and navigation. When threatened by bandits or hostile indians, part of the defense strategy was to 'circle the wagons' so that there would be a protected perimiter that the travelers could get behind and use to fire their rifles at the attackers.
: : : In our now 'civilized' society, it is called circling the wagons to bring your people or team together, and agree on the story or the approach to fend off an impending or possible attack from the outside."

Anyone who's been paying attention to Mesa City Council meetings this year and the prior three years or more, know that serious uncomfortable and well-documented questions from an analysis by Jeremy Whittaker have provoked defensive reactions on what can be generally termed "Truth in Accounting", specifically about Utilities, sales-and-use feels/charges and the methods, procedures and standards city officials use in  finance documents used for budget hearings and propositions on the ballots in elections.

A clear example of this is the first item brought up by City Manager Chris Brady Item 7-a (see below), followed by another item, Item 6-a
< Item 6-a is the subject of a FrontPage feature story in this Sunday Edition of the East Valley Tribune
"High-end NE Mesa plan wows zoning panel" is only one piece of the story that city officials wanted to get told.
< The TOP HEADLINE - coincidence or not - is Item 4-h on Monday's agenda - it's for the third request for an increase of millions more that need to get  approved for the Contract Manager At-Risk that had to get hired as a third-party buffer.

20-02884-aContractEighteen-Month Term Contract for Office Furniture Products and Millwork Services for Citywide Use as requested by the Parks, Recreation and Community Facilities Department (Citywide) This contract will provide millwork services for Citywide departments as-needed. The City currently utilizes general contractors when soliciting millwork (cabinetry and countertops). By contracting with Arizona Correctional Industries, the City can reduce costs by avoiding markup fees on smaller projects that can be managed by City staff. The Parks, Recreation and Community Facilities Department and Purchasing recommend authorizing the purchase using the State of Arizona cooperative contract with Arizona Correctional Industries, at $75,000 annually, based on estimated usage. Not available
20-02924-bContractDollar-Limit Increase to the Term Contract for Landscape Maintenance Services for Parks, Retention Basins and Sports Fields (Zone 1) for the Parks, Recreation and Community Facilities Department (Citywide) The increase is needed to add landscaping maintenance services for Eastmark Phase III and Signal Butte Park, plus a 20% contingency. The Parks, Recreation and Community Facilities Department and Purchasing recommend increasing the dollar-limit with Mariposa Landscape Arizona, Inc., by $229,947.86 for Zone 1, from $1,463,687.04 to $1,693,634.90 for Year 3, based on estimated usage. Not available

This approval included the purchase of handguns and related accessories. The Training Division has requested the purchase of pistols and related accessories from the current contract with Proforce. The Police Department and Purchasing recommend increasing the dollar-limit with Proforce Marketing, Inc., dba, Proforce Law Enforcement, by $60,000 for Year 4, from $105,000 to $165,000, and by $150,700 for Year 5, from $80,000 to $230,700, based on estimated requirements. Not available

This contract will provide Self Contained Breathing Apparatus (SCBA) parts, supplies and equipment based on need and for expansion over the next three years. Replacement equipment will be used to replace damaged and approaching end-of-life SCBA bottles and masks. The Mesa Fire and Medical Department and Purchasing recommend awarding the contract to the single, responsive, and responsible bidder, Municipal Emergency Services, at $355,000 annually, with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index. Not available
20-02914-eContractDollar-Limit Increase to the Term Contract for Original Equipment Manufacturer Heavy-Duty Truck Parts and Repairs for the Fleet Services Department (Citywide) This increase is needed because the manufacturer, DaDee Manufacturing, is no longer in business and the distributors/repair companies are no longer honoring DaDee warranties, thereby requiring Fleet Services to pay full repair costs when cylinders, control valves, etc., are sent out for repairs. Fleet Services estimates that an increase of $300,000 will be adequate for the repairs and parts needed through the end of the contract on 7/31/2020. The Fleet Services Department and Purchasing recommend increasing the dollar-limit using the Maricopa County cooperative contract with Empire Southwest, LLC (a Mesa business); Drake Equipment; Kenz & Leslie of Arizona; Lubrication Equipment and Supply Company; Norwood Equipment, Inc.; PTO Sales; and RDO Equipment; Freightliner of Arizona, Titan Machinery Inc., and Balar Holding Company; by $300,000, from $200,000 to $500,000 annually, based on estimated usage. Not available

The City’s overall fleet size of larger classes of vehicles is approximately 1,750 units. The contractor will perform inspections, scheduled maintenance, and repairs at the Fleet Services Sixth Street and East Mesa facilities and will also provide 24/7 emergency call-out service for all vehicles covered under this contract. The new meters are Automated Meter Reading and Advanced Metering Infrastructure compatible.
