An easy hunch: The more items on one meeting's agenda that city officials throw all together in a single public meeting, the less attention any one item is likely to get
Furthermore, at last Thursday's 19-minute "Study Session", 3 district members were absent and didn't bother to take the time to participate on-the-phone. That circumstance is unusual in itself when half of the seats for elected district reps were left empty. Item 5-d got no attention whatsoever.

Purpose and Recommendation: 
To consider the proposed Development Agreement (DA) between the City of Mesa and Signal Butte Grid, LLC. The DA allows Signal Butte Grid, LLC to opt-in to the LI PAD (Elliot Road Tech Corridor zoning overlay) which includes a variety of stipulations for future development of the site (outlined below).

By allowing the property owner to “Opt-In” to the LI PAD Overlay, the zoning of this property will be changed from Agriculture (AG) use to Light Industrial with a Planned Area Development (LI PAD) zoning

Background (excerpts from the Council Report
The area included in the Elliot Road Technology Corridor has been planned for employment related uses for over 20 years.
The installation of high-capacity utilities along Elliot Road, and the presence of Apple’s Global Command Center in the Corridor make this an attractive area for employers and developers in need of “shovel ready” development.
The city’s initiation of this rezoning case was a direct effort to rezone the corridor to Light Industrial so that prospective high-tech employers, like Signal Butte Grid, LLC, can move directly into the more abbreviated site planning process and construct their needed facilities.
