AGENDA TODAY MESA CITY COUNCIL STUDY SESSION: Proposed Budget FY2022/2023, Capital Improvement Program

FIRST OF ALL - Please Note the time of release for information provided and made available to the public .
One day ahead of time early in the morning at 07:30 is simply not enough time for anyone - even a financial wizard - to analyze all the data presented.

These complex agenda items involve the spending of millions of dollars in two different presentations.
The second one, curiously enough is only for "non-utilities" - there are good reasons to exclude those!

Are you ready to see what the agenda is ahead of time?
It was released only just the day before!
To take action on and to Hear a presentation, discuss, and provide direction on the following.
Don't know about you, dear readers, but your MesaZona is very curious to find out exactly how much time each of the six City Councilmembers and the mayor took to read and to understand what's in the lengthy presentations . . . .

This 07:30 early morning session has 3 items. The Final Agenda was printed how many days beforehand on The Council, Board and Committee Research Center where you - and the seven Councilmembers - have had time to access and to read the information to be presented. . .
Ready and prepared for  A DOUBLE WHAMMY or not?

Intro: “Mesa is a hotbed for development,” says Bill Jabjiniak, OED director.
BOOMING EMPLOYMENT MECCA
He says that ample power, water, natural gas, fiber-optic and market access, along with a talented and well-educated workforce, all have played a role in bringing new companies to the city.

Mesa’s proximity to two airports—Phoenix Sky Harbor and Phoenix-Mesa Gateway—also make it easily accessible.
Jabjiniak credits Mesa’s development-friendly environment to the city’s founders, “whose foresight for infrastructure development has made the area extremely attractive today,” he says.

Mesa Named Regional Owner-Developer of the Year

"The bustling Phoenix suburb of Mesa has attracted a wide variety of new construction projects in the past couple of years, turning this former bedroom community into a booming employment mecca with dozens of big name firms moving to town. Much of the growth is due to the often behind-the-scenes planning and coordination of the Mesa Office of Economic Development (OED), which has worked strategically to align key elements that create an attractive environment for development.

Although not a traditional developer, the Mesa OED does what most municipal economic development organizations do: It works to stimulate business in the area; brings in new projects, companies and jobs; and targets diverse industries.

Last year the OED far surpassed even its own ambitious goals for new initiatives. The organization aimed to bring 32 new companies into the area and attracted 46; its capital investment goal was $400 million, it achieved $1.25 billion; and while the organization’s new business square footage goal was 400,000 sq ft, the actual amount produced was 3.7 million sq ft, according to the OED’s annual report.

A few of the Mesa projects that made news in 2020-21 include the Facebook (Meta) data center ($800 million); CMC Steel Micro Mill, a “green steel” production facility ($300 million); Legacy Sports Complex ($250 million); Google data center ($250 million); Banner Health Medical Center Women’s Health Tower ($75 million); NTT data center ($70 million); Mesa Gateway Spec Warehouse ($70 million); and the Comarch data center ($20 million). While these projects have different owners, contractors and design teams, all of them were brought to the area by the team at Mesa OED. . .

And then some kind of incredible disclaimer:
"Despite the big names on their victim list, Lapsus$ is believed to be formed mainly by teenagers exercising their hacking skills driven mainly by making a name on the hacking scene, not by financial motivation." ?????????????????????????????????????????
The group has been on the radar of law enforcement for a while and some individuals, all teens believed to be connected to Lapsus$, have been arrested in the U.K.
The FBI is also investigating the activities of the group and has asked the public for any information leading to identifying Lapsus$ members involved in the compromise of computer networks from U.S.-based companies.
However, it is unclear how many active members are in the group and what roles they play.
It is believed that Lapsus$ has affiliates all over the world, as their Telegram chats seem to suggest that some of them speak English, Russian, Turkish, German, and Portuguese.

Globant confirms hack after Lapsus$ leaks 70GB of stolen data

"IT and software consultancy firm Globant has confirmed that they were breached by the Lapsus$ data extortion group, where data consisting of administrator credentials and source code was leaked by the threat actors.

As part of the leak, the hacking group released a 70GB archive of data stolen from Globant, describing it as “some customers source code.”

Source code and private keys

Globant is an IT and software development firm with over 16,000 employees worldwide and $1.2 billion in revenue for 2021.

Founded in Buenos Aires, Argentina, Globant is currently headquartered in Luxembourg and boasts a well-known list of customers, including Metropolitan Police, SmileDirectClub, Autodesk, Electronic Arts, Santander, Interbank, Royal Carribbean, and many more.

Following the leak from Lapsus$, Globant issued a press release confirming that some of the company source code has been exposed to an unauthorized party.

“We have recently detected that a limited section of our company's code repository has been subject to unauthorized access” - Globant

Among the data published by Lapsus$, there is a screenshot the group claims to be of an archived directory from Globant, containing folder names that appear to be company customers.

Some of the source code folders listed in the screenshot include, Abbott, apple-health-app, C-span, Fortune, Facebook, DHL, and Arcserve. . .

The metadata for the entries shows that the folders have been modified on March 29, which could indicate when the data was stolen.

In a follow-up post, Lapsus$ published a set of credentials for what they say give administrator access to various platforms used by Globant for developing, reviewing, and collaborating on customer code (Jira, Confluence, GitHub, Crucible). . .

According to threat intelligence company SOS Intelligence, the leaked data contains customer information as well as a  code repositories with a large number of private keys (full chain, web server SSL certificates, Globant server, API keys).

One of the repositories is for the Bluecap app for consultancy in the financial sector, that Globant acquired in late 2020. . .

The cache that Lapsus$ leaked also includes a little over 150 SQL database files for various customer applications, SOS Intelligence says.

"In terms of legitimacy, going just by volume alone it's hard to fabricate that amount of data - however samples of the data have been cross referenced with live systems and other methods that show the leak is legitimate and very significant as far as Globant and Globant's impacted customers are concerned" - SOS Intelligence

Globant said today that its investigation into the incident did not reveal any evidence that the hackers compromised other parts of its infrastructure system.

Lapsus$ on LE radar

The Lapsus$ data extortion group has been constantly making the news due to their attacks on big technological companies, like MicrosoftNvidiaSamsungOktaUbisoft, many of them resulting in big data leaks.

Despite the big names on their victim list, Lapsus$ is believed to be formed mainly by teenagers exercising their hacking skills driven mainly by making a name on the hacking scene, not by financial motivation.

FBI seeking info on Lapsus$ members

The group has been on the radar of law enforcement for a while and some individuals, all teens believed to be connected to Lapsus$, have been arrested in the U.K.

The FBI is also investigating the activities of the group and has asked the public for any information leading to identifying Lapsus$ members involved in the compromise of computer networks from U.S.-based companies."

Lapsus$ cyberattacks: the latest news on the hacking group

A prolific hacking group run by teens

"The Lapsus$ hacking group first made headlines when it waged a ransomware attack against the Brazilian Ministry of Health in December 2021, compromising the COVID-19 vaccination data of millions within the country.

Since then, it has targeted a number of high-profile technology companies, stealing data from Nvidia, Samsung, Microsoft, and Vodafone. Lapsus$ also managed to disrupt some of Ubisoft’s services and also gained access to an Okta contractor’s laptop, putting the data of thousands of companies that use the service at risk. It’s also suspected to be behind last year’s attack on EA Games.

Shortly after the attack on Okta, a report pinned an England-based teenager as the mastermind behind the hacking group and said another teen member may reside in Brazil. One member of the group is reportedly so skilled at hacking that researchers thought their work was automated. On March 24th, the London police made seven arrests in connection with the Lapsus$ group, all of whom are teenagers.

Here are all the latest updates on the Lapsus$ group.

EQUAL TIME FOR THE VAGINA: Will it Ever Stop Being "A Thing"? Full Frontal Nudity New Members in The Cast

Intro: Really let's be fair and balanced and see if female reporter Nell Frizzle can do a companion piece. What’s behind the sudden rise in penises on screen? Hollywood’s No 1 penis-maker: ‘Chris Hemsworth keeps his next to Thor’s hammer!’

"If you’ve been watching any of the major American TV series recently, you may have noticed some new members in the cast. Some notable members. Some lower members. From the animatronic talking todger of Pam & Tommy to the bathroom bugle bared by Harry Goldenblatt in And Just Like That …, plus a whole panoply in the latest season of Euphoria, we seem to have entered a dust storm of dick.

Despite having instances of full-frontal female nudity on screen since the experimental Dutch TV show Hoepla in 1967, the male equivalent seems to have lagged behind for several decades. This may have been partly caused by so-called obscenity laws, which prohibited the broadcast of an erect penis on national TV. Indeed, it wasn’t until August 2020 that British viewers got their first glimpse of an erection on telly, as part of Channel 4’s documentary Me and My Penis. British viewers have also been treated to glimpses of male nudity, even the odd nubbin, in a range of shows for many years – from War and Peace to Top Boy, from Misfits to Cucumber. Flaccid, yes. Fleeting, yes. But they were there. . .

Perhaps what sets the recent American dongs apart is their idiosyncrasy. Even flaccid, the penis in And Just Like That … looked like a demi-baguette, while Pam & Tommy’s soliloquising sausage (inspired by Tommy Lee’s autobiography, in which the Mötley Crüe drummer chats to his penis) is more like something from the Muppet stable than a realistic appendage. Dear reader, it talks.

But who are the people who make this magic happen? . .

The first erection on British TV … Me And My Penis.

Photograph: www.aronklein.co.uk/C4

In real life, most penises come with their own set of inbuilt special effects: urination, erection, ejaculation. Yet these aren’t exactly a regular feature of television. Is that prudishness – or because of the technical difficulty? “I’ve never been called on to do a soft penis to an erect penis on screen,” says Mungle. “I’m sure that day will come. However, I worked with Matt Lucas and David Walliams on Little Britain USA and they had a sketch about two workout buddies. We had to sculpt whole body suits for them in latex: they come into the locker room, drop their towels and, well, they have extremely small penises.”

This, I presume, is where most actors will be keen to point out that a prosthetic is needed. . .

why does there seem to have been such a ramping up of rampant male nudity in the last year? Are we genuinely experiencing a change in attitude? Perhaps the increase in visible male genitals is an attempt to counterbalance the sheer number of breasts that have been on TV for years, most notably in such shows as Game of Thrones. Or perhaps TV is finally just catching up with the much less prudish world of theatre. “As an actor,” says Pritchard, “going to do that scene that day, I was far more concerned with the performance than the fact everyone could see my willy. I’ve been naked on stage a couple of times. In fact, I did a play where all five of us were naked all the way through. After the first two minutes, the story takes over and it stops being a thing.”
