MDHI Awarded $1.4 Billion IDIQ for Armed Scout Attack Helicopters
Initial Deliveries are 30 MD 530F Cayuse Warriors for the Afghan Air Force
5-year, $1.4 Billion, 150-unit IDIQ establishes MDHI’s armed scout attack helicopter platform as preferred choice for U.S. and Partner Nation Army Aviation Force. The Contract has an estimated completion date of Sep. 30, 2022 and a potential value of $1,385,497,987.
Mesa, Ariz., September 06, 2017. MD Helicopters, Inc. (MDHI) announced today that it has been awarded a 5-year, firm-fixed price Contract to provide an estimated quantity of 150 armed MD 530 aircraft and the required production support services, including program management, delivery support, pilot training, and maintenance, to U.S. and Partner Nation Army Aviation Forces in support of U.S. Army foreign military sales (FMS) opportunities.

The Contract has an estimated completion date of Sep. 30, 2022 and a potential value of $1,385,497,987. U.S. Army Contracting Command, Redstone Arsenal, Alabama is the contracting agency (W58RGZ-17-D-0089). 
 
 
“This Contract is recognition of our ability to rapidly respond to the needs of our military customers,” said Lynn Tilton, Chief Executive Officer for MDHI, “and a testament to the effective, efficient role the MD 530 Armed Scout Attack Helicopters play in the global fight against terror. It is MDHI’s great honor to continue to serve and support the Warfighter."
Initial Delivery
> The first Deliveries under the Contract will be thirty (30) new MD 530F Cayuse Warrior helicopters for the Afghan Air Force. Valued at $176.6 million, these first aircraft will be configured with MDHI’s newly certified Block 1 glass cockpit, featuring the Howell Instruments Engine Instrumentation System, Garmin GDU 620 Electronic Flight Instruments, Garmin GTN 650H Communication/Navigation/Global Positioning System (COM/NAV/GPS), and Northern Airborne Technology Cabin Audio System.
> Mission Equipment for these aircraft will include a ballistic crash worthy fuel system, consisting of a main fuel tank and a 38-gallon Auxiliary Fuel Tank, high capacity landing gear, FN Herstal Weapons Management System, DillonAero Mission Configurable Armament System (MCAS) weapons plank and Fixed-Forward Sighting System, Rohde & Schwarz M3AR Tactical Mission Radio, and FN Herstal .50 caliber HMP 400 Machine Gun Pods and M260 7-shot rocket pods.
“The MD 530F Cayuse Warrior has been a proven performer in support of ground operations and in the execution of close air support interactions since it first arrived in Kabul,” Tilton continues.
“It is extremely gratifying to see that our focus on quality, technology, and rapid delivery has resulted in such a significant contract; one that solidifies MDHI’s position as a preferred provider of armed scout attack helicopter solutions.”

BEA Announces July 2017 Goods & Services Deficit @ - $43.7 BILLION

The U.S. Bureau of Economic Analysis (BEA) has issued the following news release today:
The U.S. Census Bureau and the U.S. Bureau of Economic Analysis, through the Department of Commerce, announced today that the goods and services deficit was $43.7 billion in July, up $0.1 billion from $43.5 billion in June, revised.
July exports were $194.4 billion, $0.6 billion less than June exports.
July imports were $238.1 billion, $0.4 billion less than June imports.

The July increase in the goods and services deficit reflected a decrease in the goods deficit of less than $0.1 billion to $65.3 billion and a decrease in the services surplus of $0.2 billion
to $21.6 billion.
Year-to-date, the goods and services deficit increased $27.9 billion, or 9.6 percent, from the
same period in 2016.


Exports increased $76.8 billion or 6.0 percent. Imports increased $104.8 billion
or 6.7 percent.

The July figures show surpluses, in billions of dollars, with South and Central America ($3.5),
Hong Kong ($2.8), Brazil ($0.8), Saudi Arabia ($0.8), and Singapore ($0.7). Deficits were recorded,
in billions of dollars, with China ($31.8), European Union ($12.1), Japan ($5.5), Mexico ($5.4),
Germany ($5.3), Italy ($2.4), India ($1.9), Taiwan ($1.9), South Korea ($1.8), France ($1.3), Canada
($0.9), United Kingdom ($0.2), and OPEC ($0.1).

     * The surplus with South and Central America increased $0.9 billion to $3.5 billion in July.
       Exports increased $1.0 billion to $12.9 billion and imports increased $0.1 billion to $9.4
       billion.
     * The balance with Saudi Arabia shifted from a deficit of less than $0.1 billion to a surplus
       of $0.8 billion in July. Exports increased $0.4 billion to $1.9 billion and imports decreased
       $0.4 billion to $1.2 billion.

Goods and Services by Selected Countries and Areas: Quarterly – Balance of Payments Basis (Exhibit
20)

The second quarter figures show surpluses, in billions of dollars, with

South and Central America
($18.4), Hong Kong ($7.5), Brazil ($6.4), Singapore ($5.1), United Kingdom ($4.3), OPEC ($3.1),
and Saudi Arabia ($1.8). Deficits were recorded, in billions of dollars, with China ($83.6), European
Union ($23.7), Mexico ($18.5), Germany ($16.9), Japan ($13.6), Italy ($8.8), India ($7.4), Taiwan
($3.9), France ($3.6), South Korea ($1.5), and Canada ($1.0).

     * The balance with Saudi Arabia shifted from a deficit of $0.6 billion to a surplus of $1.8
       billion in the second quarter. Exports increased $0.5 billion to $7.1 billion and imports
       decreased $1.8 billion to $5.3 billion.
     * The deficit with South Korea decreased $2.2 billion to $1.5 billion in the second quarter.
       Exports increased $1.6 billion to $18.7 billion and imports decreased $0.6 billion to $20.2 billion.

ANNUAL ACTION PLAN
Mesa City Council approved the 2017/2018 Annual Action Plan that has now been submitted to the U.S. Department of Housing and Urban Development (HUD). HUD announced the following allocations on June 15:
• CDBG $3,210,202
• HOME $1,018,678
 • ESG $290,296
There is an additional $1,877,034 (CDBG and HOME) from a prior year and program income that has not yet been allocated to programs and projects.
Staff will return to City Council this fall with additional recommendations for this funding.
The Annual Action Plan contains the City’s short-term goals and strategies, including specific activities recommended for funding under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) programs.
The funds are used for housing and community development activities that benefit low and moderate-income residents and assist in the prevention or elimination of slum and blighting influences.
