COMMUNITY CHARACTER: A "Special Board Meeting" of the City of Mesa's Planning & Zoning Board Mon 11.09.2020

What gives a community something called character? That's A BIG QUESTION any way we we look at it. It takes more than less half-an-hour to agree on that complex item. For example, in the case of downtown Mesa some people might say it's historic, vibrant and exciting. At the same time others can say it's abandoned, neglected and distressed. Quite obviously "character" changes over time - downtown Mesa today is NOT the grid plan nor what Mormon prophet Joseph Smith had in mind for the original Original One-Square Mile.

Monday's meeting, with two board members absent, took place to approve and approve changes to the City of Mesa 2040 GENERAL PLAN in a remote Power Point Slide Presentation by Staff Planner Rachel Prolog. Minor General Plan amendment repealing and replacing the existing Chapter 7: Community Character and the existing Chapter 16: Plan Implementation and Amendment in their entirety and replacing them with the exhibits attached to case no: ZON20-00735.

These amendments include but are not limited to, clarifying permitted zoning districts and land uses for each character type, adding minimum primary land use and zoning districts within the community character areas, revising the definition for major and minor character area map amendments, and adding approval criteria for character area map amendments.
