"SPECIAL BOARD MEETING" > Planning & Zoning Wed 11.18.2020


Preceded before with a Study Session that is not broadcasted or streamed for public viewing. . . So, what is so special about one more "Special Board Meeting"? Apparently these meetings are so special that few or no public comments or public input is every provided -- these are all about LAND USE and what they call Community Character.

ITEM 4-a MINOR GENERAL PLAN AMENDMENT AND REPLACING IN THEIR ENTIRETY

BACKGROUND AND DISCUSSION: The City adopted the 2040 General Plan in 2014. Development of the Plan included extensive public participation and reviews.  Overall, the Plan has the following three interrelated functions:  
 

 An expression of community goals and priorities;  A decision-making guide; and  A fulfillment of a legal requirement of state law.
As discussed earlier, the 2040 Mesa General Plan requires a comprehensive review of the Plan’s policies and strategies every three years at which time recommendations for amendments and updates to the Plan and implementation tools can be presented to the City Council. The periodic evaluation of the Plan is also consistent with requirements of Arizona State law. Specifically, Arizona State Law (ARS 9-461.07) requires administrative bodies to provide an annual report to its governing body, describing efforts implemented to administer the General Plan over the last year.    
Through the recent comprehensive review of the City’s General Plan, staff is recommending the following text amendments to the plan:  . . .

Title:

Minor General Plan amendment repealing and replacing the existing Chapter 7: Community Character and the existing Chapter 16: Plan Implementation and Amendment in their entirety and replacing them with the exhibits attached to case no: ZON20-00735.

These amendments include but are not limited to, clarifying permitted zoning districts and land uses for each character type, adding minimum primary land use and zoning districts within the community character areas, revising the definition for major and minor character area map amendments, and adding approval criteria for character area map amendments. (Citywide) Planner:  Rachel Prelog Staff Recommendation:  Adoption
