Ukrainian President Volodymyr Zelenskyy dismissed a longtime aide and several advisors on Saturday.
  • Zelenskyy dismissed Serhiy Shefir, who had served as his first assistant since 2019.
The Ukrainian president also let go of:
  • three advisers, and
  • two presidential representatives overseeing volunteer activities and soldiers' rights.

A press spokesperson said the dismissals were part of an "optimization of personnel" in the presidential office, Ukrainian media reported.



The dismissals are the latest in a wide-ranging reshuffle over several weeks.
  • On Tuesday, Zelenskyy sacked the Secretary of the National Security and Defense Council, Oleksii Danilov, and replaced him with the head of Ukraine's Foreign Intelligence Service, Oleksandr Lytvynenko.
Zelenskyy also caused a stir in February when the armed forces commander-in-chief, Valerii Zaluzhnyi, had to vacate his post and hand it over to Oleksandr Syrskyi
Zaluzhnyi was appointed Ukraine’s ambassador to the United Kingdom earlier this month.

Russian strikes continue

The reshuffle comes as Ukraine finds itself in a difficult situation more than two years after the full-scale Russian invasion began, with little progress on the battlefield and a faltering supply of aid from the West.
  • Ukraine's air force said on Saturday that Russia launched 12 Iranian-made Shahed drones overnight, nine of which were shot down.
  • In the space of 24 hours, Russia unleashed a barrage of 38 missiles, 75 airstrikes, and 98 attacks from multiple rocket launchers, the Ukrainian air force added.
  • Two people were killed and one wounded in the Donetsk region, Ukrainian authorities said on Saturday.

Blackouts remained in place in some regions after Russia ramped up attacks on Ukrainian power plants and other energy infrastructure last week.

The President of Ukraine published a declaration of income and expenses for the year 2023

President of Ukraine Volodymyr Zelenskyy has disclosed the declaration of assets, income, expenses, and financial obligations for the year 2023 for persons performing the duties of office in the state or local government authorities.

According to the declaration, the income of the Head of State and his family members amounted to UAH 12,423,008, including income from the sale of government bondsUAH 7,455,972.
  • The income of Volodymyr Zelenskyy's family in 2023 mainly consisted of salaries, bank interest, and income from real estate rental. 
  • In total, this amount was UAH 4,967,036.
  • The increase in income compared to the previous year occurred due to the resumption of rental payments.
The remaining cash balance of the Head of State's family at the end of last year decreased by almost UAH 2,800,000.
There were no other significant changes in 2023 regarding assets, real estate, vehicles, etc.

President Volodymyr Zelenskyy introduced the newly appointed Secretary of the National Security and Defense Council of Ukraine, Oleksandr Lytvynenko.
  • First of all, the Head of State thanked the previous Secretary of the National Security and Defense Council Oleksiy Danilov for the years of powerful, professional work and noted that he would continue his activities in the diplomatic sphere.

Congratulating Oleksandr Lytvynenko on his appointment, the President announced the renewal of the work of the National Security and Defense Council of Ukraine

  • "Oleksandr Valeriyovych worked in the National Security and Defense Council, and now he can combine this experience with that of the Head of the Foreign Intelligence Service of Ukraine. 
  • In fact, it is in this conjunction – the NSDC and the FIS – that we should consider the future work of the National Security and Defense Council and its Secretariat," Volodymyr Zelenskyy emphasized.

The President has set a number of tasks for the new Secretary and the NSDC Secretariat, the first of which is greater ability to predict

1 "The NSDC has every opportunity to combine the analytical potential of Ukrainian intelligence and other bodies operating in the field of national security. 

We need to increase Ukraine's ability to predict and influence the processes on which the national security of our state depends," Volodymyr Zelenskyy said.

2 Also, as the President noted, the NSDC should continue to fulfill all current tasks, especially in the area of Ukraine's sanctions policy. 
3 The third task is doctrinal work.

"We have started developing the Ukrainian Doctrine, which will become a new basis for Ukraine's policy and strategic decisions. The clarity of national guidelines and systematic implementation of them is what is needed both now and after the war. I hope that the NSDC in coordination with the authorities and other public structures will realize this goal," the Head of State emphasized.

4 The President named cyber and information security as the fourth task, 
  • including strengthening protection against enemy disruptive operations and 
  • enhancing coordination of all state institutions in this area, as well as 
  • developing the country's cyber strike capabilities.

"And the fifth is the work of the Staff, the drafting of decisions, and the monitoring of their implementation. All this, of course, must be continued. The obvious priority is the defense of our state and the protection of our society. So, the work is clear, we are waiting for proposals," Volodymyr Zelenskyy said.

Newly appointed NSDC Secretary Oleksandr Lytvynenko assured that he would do everything to enhance Ukraine's security.
"I promise that we will do everything to be useful to you. The National Security and Defense Council is an instrument that is becoming extremely important in the current conditions of our fight for existence against the Russian aggressor," he emphasized.

Among other officials, he dismissed Sergey Shefir from the post of his first aide, while Alyona Verbitskaya was removed from the position of the country’s ombudswoman for the rights of prisoners of war and a presidential adviser, according to decrees published on the Ukrainian president’s website.










Shefir is believed to be an old friend of Zelensky. 
  • According to media reports, he was responsible for Zelensky’s daily schedule. 
  • Shefir is the head and founder of Kvartal-95 Studio.

On Friday, Zelensky fired two other presidential office officials and dismissed the Ukrainian ambassador to Moldova, Mark Shevchenko.

KYIV, Ukraine (AP) – Ukrainian President Volodymyr Zelenskyy dismissed a longtime aide and several advisers on Saturday in a continuing reshuffle while Russia unleashed fresh attacks overnight.

Zelenskyy dismissed top aide Serhiy Shefir from his post of first assistant, where he had served since 2019. The Ukrainian president also let go three advisers, and two presidential representatives overseeing volunteer activities and soldier’s rights.

No explanation was given immediately for the latest changes in a wide-reaching personnel shakeup over recent months. It included the dismissal on Tuesday of Oleksii Danilov, who served as secretary of the National Security and Defense Council, and Valerii Zaluzhnyi as head of the armed forces on Feb. 8. He was appointed Ukraine’s ambassador to the United Kingdom earlier this month.

Ukraine’s air force said Saturday that Russia launched 12 Shahed drones overnight, nine of which were shot down, and fired four missiles into eastern Ukraine.

Russia unleashed a barrage of 38 missiles, 75 airstrikes and 98 attacks from multiple rocket launchers over the last 24 hours, Ukraine’s armed forces said in social media posts.

Ukrainian energy company Centrenergo announced Saturday that the Zmiiv Thermal Power Plant, one of the largest thermal power plants in the eastern Kharkiv region, was completely destroyed following Russian shelling last week. Power outage schedules were still in place for around 120,000 people in the region, where 700,000 people had lost electricity after the plant was hit on March 22.

Russia has escalated its attacks on Ukrainian energy infrastructure in recent days, causing significant damage in several regions.

Officials in the Poltava region said Saturday there had been “several hits” to an infrastructure facility, without specifying whether it was an energy facility.

Meanwhile, the toll of Friday’s mass barrage of 99 drones and missiles hitting regions across Ukraine came to light on Saturday, with local officials in the Kherson region on Saturday morning announcing the death of one civilian. A resident of the Dnipropetrovsk region died in a hospital from shell wounds, according to regional Gov. Serhiy Lisak.
