The Mesa City Council believes that its people, not leaders, are what makes a City great and actively works to encourage
citizen participation in the decision-making process.
Whether it is through neighborhood meetings,
advisory boards and committees, telephone calls and letters, or email, the Mesa City Council sets policies based on the input and needs of its citizens.
City Council meetings operate on a hybrid system. See details under Public Participation at Council Meetings.
We will also continue to broadcast Council and study session meetings live on local cable Mesa 11, YouTube and Facebook.

the Fleet Services Department (Citywide)
Fleet Services has requested an increase for Years 4 and 5 to help offset an
increase in parts pricing due to inflation. The contract is a percentage
discount off the manufacturer's list price and as the list prices increase so
does the total contract spend.
The Fleet Services Department and Purchasing recommend authorizing the
renewal with Courtesy Chevrolet, Year 4 at $700,000 annually and Year 5 at
$750,000 annually, based on estimated requirements.

23-1034 Dollar Limit Increase and One-Year Renewal to the Term Contract for
Heavy-Duty Original Equipment Manufacturer (OEM) Cab/Chassis Parts for
the Fleet Services Department (Citywide)
Fleet Services has requested an increase for Year 4 and an increase and
renewal for Year 5 to help offset an increase in parts pricing due to inflation
and increased use due to longer vehicle retention. This contract is set up
with a percentage discount off manufacturer pricing; as manufacturer pricing
continues to increase, so does the annual spend.
The Fleet Services Department and Purchasing recommend authorizing the
renewal with Rush Truck Centers of Arizona dba Rush Truck Center
Phoenix; Freightliner of Arizona, LLC dba Velocity Truck Centers; Inland
Kenworth Inc.; RWC International dba RWC Group; and Cummins Inc. dba
Cummins Sales and Service (a Mesa business); and increasing Year 4 by
$225,000 from $825,000 to $1,050,000 and renewing Year 5 at $1,050,000,
based on estimated requirements.

23-1025 Five-Year Term Contract with Two Years of Renewal Options for Grounds
Maintenance Equipment, Parts, Accessories, Supplies, and Related Services
and Equipment for the Parks, Recreation and Community Facilities
Department (PRCF) (Citywide)
Mesa, as the lead agency, solicited Request for Proposals in conjunction
with Omnia Partners cooperative purchasing program. This contract will
enable the City to maintain the current fleet of grounds maintenance
equipment, purchase new equipment, and help keep the proper equipment
inventory as more parks and sports fields come online. The resultant contract
will benefit 40,000 plus member public agencies nationally, including state
and local governmental entities, public and private primary, secondary and
higher education entities, non-profit entities, and agencies for the public
benefit. The cooperative contract is a revenue source for the City as other
agencies utilize this contract for their equipment purchases.
A committee representing PRCF and Purchasing evaluated responses and
recommend awarding the contract to the highest scored proposal from The
Toro Company, dba Toro, at $352,000 annually, with an annual increase
allowance of up to 5%, or the adjusted Consumer Price Index.

Environmental and Sustainability, Trees for Heat Mitigation ($48,000);
Downtown Transformation, MacDonald Plaza Pilot Project ($72,000); Mesa
K-Ready, Kindergarten Readiness Program ($40,000); and Arts and Cultural
Department, Mesa Arts Center, MCA - Disadvantaged Artist Support
($40,000).
The balance of the funds will be distributed to other local community
agencies as pass-through grants.
