This Lead Inspector General (Lead IG) report to the United States Congress is the 8th report on Operation Enduring Sentinel (OES). The report summarizes significant events involving OES and describes completed, ongoing, and planned Lead IG and partner agency oversight work. This report covers the period from July 1, 2023, through September 30, 2023.
During the quarter, the Lead IG and partner agencies published six reports related to OES, including reports on State’s evacuation of the U.S. Embassy in Kabul in August 2021 and State’s termination of contracts after the fall of the Afghan government. Additionally, the Department of Homeland Security OIG determined that a surge of applications from Afghan evacuees for long-term legal status might strain DHS’ ability to effectively process them.

On February 24, 2022, Russia began a full-scale invasion of Ukraine. Since that time, the United States and its allies and partners have rapidly transferred defense articles to the Government of Ukraine to support the defense of Ukraine. The United States provides defense items through multiple programs and authorities, including Presidential Drawdown Authority and the Ukraine Security Assistance Initiative. The United States has provided more billions of dollars in aid to support these efforts. As a result the DoD OIG, along with other government organizations, have provided oversight of this support by conducting independent and objective audits, evaluations, and investigations to promote efficiency, ensure accountability and prevent fraud, waste, and abuse.
In September 2023, the Chair of the Council of the Inspectors General on Integrity and Efficiency announced the selection of the Honorable Robert P. Storch, the DoD Inspector General, as the Lead Inspector General (Lead IG) for Operation Atlantic Resolve. The Department of State IG was selected as the Associate Lead IG. The DoD IG will work closely with the other Lead IG partner oversight offices—the Department of State and U.S. Agency for International Development OIGs—to prioritize comprehensive oversight of all aspects of U.S. Government’s activities related to OAR and assistance to Ukraine. The Lead IG designation took effect on October 18, 2023.

The JSOP-OAR describes the Lead IG and partner agencies’ oversight of U.S. Government activities in support of the ongoing OAR mission, including activities related to Ukraine.
