A new AI-generated employee named Victoria Shi reported for duty as a spokesperson for Ukraine’s Ministry of Foreign Affairs this week. Standing in front of a Ukrainian flag dressed in a dark turtleneck and blazer, a yellow and blue ministry logo pinned to her lapel and her hair neatly pulled back, Shi looks the picture of a government representative.

In the introductory video below, Shi moves her head and gestures with her hands as she explains that she’ll be sharing operational and verified consular information with the public on the ministry’s official website and social media channels. She’ll also inform journalists on consuls’ efforts to protect the rights and interests of Ukrainian citizens abroad and will broadcast information on emergency situations and other news.

Shi said her first name symbolizes the country’s main goal, “the victory of Ukraine.” Her last name is an abbreviation of the words shtuchniy intelekt, Ukrainian for artificial intelligence.

The ministry says it’s employed a digital human primarily as a time-saving measure to free up human diplomats during wartime. It’s now been more than two years since Russia invaded Ukraine, with Russia continuing to pummel Ukraine’s weakened combat brigades and the U.S. accusing Russia of using chemical weapons against troops.“Real diplomats will be able to be more effective and focus on other tasks of providing assistance to citizens," Dmytro Kuleba, Ukraine’s minister of foreign affairs, said of the ministry’s new spokesperson in a statement.
