Helping Cities Use Data and Evidence to Improve People's Lives
Our What Works Cities program is helping mayors enhance their use of data and evidence to engage residents; improve services and government efficiency; and strengthen communities. At the same time, the program is creating a standard for what data-driven decision-making in the public sector looks like and, importantly, what it can achieve for residents. Twenty seven cities were admitted to the What Works Cities program in 2015. The program will reach 100 cities by the end of 2018. Through technical support and peer-to-peer learning, Bloomberg Philanthropies is helping city managers better address issues like homelessness, job growth, and public safety.

Mayor John Giles announced today that Mesa is one of the first cities selected to participate in Bloomberg Philanthropies’ What Works Cities, a $42 million initiative to help 100 mid-sized American cities enhance their use of data and evidence to improve the lives of residents.
Mesa is one of eight cities that will receive expert on-the-ground support and peer-to-peer learning opportunities to make local government more effective. Since the launch of the What Works Cities initiative in April 2015, mayors from every region of the country have expressed their desire for assistance to address local challenges using data and evidence and within the first six weeks alone, 112 U.S. cities across 41 states applied.

"Making better use of data is one of the best opportunities cities have to solve problems and deliver better results for their citizens. The first group of cities in the What Works Cities program represent the range of local leaders across the country who are committed to using data and evidence to improve people's everyday lives," said Michael R. Bloomberg.
What Works Cities collaborates with participating municipalities to review their current use of data and evidence, understand where they are utilizing best practices and identify areas for growth. Through its expert partners, What Works Cities then designs a customized approach to help mayors apply tools to address a variety of local issues including economic development, public health, job creation, and blight.
“In today’s technologically driven world, data and evidence are the fuel that powers the innovation and efficiency of our city services,” Mesa Mayor John Giles said. “Mesa is excited to be one of the first cities in the country to partner with What Works Cities to create data driven outcomes that make Mesa an even better place to live.”

Working with the What Works Cities world-class partners, Mesa will implement open data practices for the first time.
The City will also define desired results and share progress towards key city functions with residents.

In addition to Mesa, the other inaugural cities selected to participate are Chattanooga, Tennessee; Jackson, Mississippi; Kansas City, Missouri; Louisville, Kentucky; New Orleans, Louisiana; Seattle, Washington; and Tulsa, Oklahoma.
One hundred cities will be admitted to the program on a rolling basis through 2017, adding momentum to the national movement among cities to use data and evidence to improve the delivery of government services and advance cities’ strategic goals. The What Works Cities initiative capitalizes on Bloomberg Philanthropies’ belief in the importance of data and evidence to improve people’s lives and make government more effective.
The consortium of leading organizations that has been assembled by Bloomberg Philanthropies to provide a program of support, includes Results for America, the Center for Government Excellence at Johns Hopkins University, the Government Performance Lab at the Harvard Kennedy School, Sunlight Foundation and The Behavioral Insights Team.
Partners will inspire, challenge, and support cities to:
  • Create sustainable open data programs and policies that deliver results, increase resident engagement, and promote transparency;
  • Better incorporate data into budget, operational and policy decision making;
  • Conduct low-cost rapid evaluations that allow cities to continually improve programs; and/ or
  • Focus funding on effective approaches that deliver results for citizens.

How It Works > Deals With The Devils & Commercial Real Estate Developers

Mesa Mayor John Giles, seen broadcasting a big grin cheek-to-cheek from his SOTC16 speech back in January, isn't the only character getting it on with ASU to make deals for commercial real estate development - they're goin' down both here in Mesa and Tempe.
The one proposed "deal with the Devils" here is sketchy on details, and there is one difference between the two cities for the financing - the one here involves TAXPAYER MONEY [million$] while the other bigger development in Tempe does not.* [skip down a couple of paragraphs for details]

Here in Mesa the slick-and-quick bait is a sketchy proposal [shown in black-and-white to the right] for a so-called High Education Initiative plopping down a 200,000 sq ft thing called "a campus" smack dab in the heart of The New Urban DTMesa that would radically transform the city core by inserting three new boxy buildings lacking any architectural merit whatsoever close by and in front of the international design award-winning Mesa Arts Center [cleverly omitted from the bird's-eye view used in the presentation]
Mesa already has a 52,000 sq ft building [mostly vacant or used on a space-needed arrangement with Wilkes University] on 2nd Street called the Mesa Center for Higher Education, but let's forget about that . . . and overlook that fact that there are other vacant or under-utilized city-owned properties that would fit the bill for site selection and site control that weren't even considered.  
The tentative proposal approved by the entire Mesa City Council doesn't appear to be "dead-in-the-water" for the time being, but it could "dead-on-arrival" when it gets put up on a November election ballot asking taxpayers to pay over $100 Million out-of-their pockets for hiking the city's debt service obligations by a whopping 50+%] while the driving motivation appears to benefit commercial real estate interests and developers.

In Tempe it's all about a site on the edge of Tempe Town Lake with the bait being athletics.

Arizona State University and its athletic facilities district developer Catellus are finalizing plans to develop the first phase of the district on the Northwest corner of University Drive and Rural Road.
The 19-acre-plus site will be a mixed-use development with 60,000 square feet of ground-floor retail, three Class A office buildings with 450,000 square feet and a 500-unit multifamily . . .

Phoenix Made 'Best Business Case' For CyberSecurity HQ

First of all came the following press release from the cybersecurity conglomerate Kudeski Group dated 02 June and then the claim to have "an exclusive" by Eric Jay Toll for what was published the day before .... Go figure.

The Kudelski Group takes strategic decision to establish a second headquarters in Phoenix, Arizona
CHESEAUX-SUR-LAUSANNE, SWITZERLAND – June 1, 2016 - The Kudelski Group (SIX:KUD.S) announced today its decision to establish a second headquarters in Phoenix, Arizona. By taking this step, the Group will become closer to the North American market and be able to better leverage growth opportunities that are developing there. At the same time, the Group will be able to mitigate the effects of the strong Swiss franc by progressively shifting its center of gravity and by reporting its financial results in US dollars as of its 2017 fiscal year.
Historically, the Group was able to generate a substantial proportion of its business from Switzerland and Europe due to its margin structure and the strong dynamics of the European markets. Since 2011, the situation has changed dramatically, and a number of challenges have emerged.
Today, the Group’s key growth opportunities are primarily outside of Europe, particularly in the US. The outlook in Switzerland and Europe in respect of the Group’s core business and for new technology is less promising, as demonstrated for instance by the weaker dynamics of the European cybersecurity market compared to the US. Moreover, the strength of the Swiss franc continues to affect the profitability of the Kudelski Group and more specifically its capacity to invest over the long term, as the Group has less visibility of its future results due to the fact that the majority of the Group’s revenues is generated in currencies other than the Swiss franc.
Although the Group’s worldwide HQ will remain in Cheseaux, Switzerland, several high-level Group management and support functions will be relocated to Phoenix. Cheseaux will develop further as an excellence center in the field of security technologies.
Additionally, the Group’s financial results will be reported in US dollars as of its 2017 fiscal year, which is expected to better reflect its results from operations. While no impact on profitability is expected in 2016, these actions are expected to improve the Group’s cost structure over the longer term. The Kudelski Group will continue to be listed on the SIX Swiss Exchange.
By taking these measures, the Kudelski Board of Directors wishes to establish a strong foothold in the US, providing the Group with better access to the world’s largest market while showcasing the high-quality innovation and engineering of its Swiss teams. A stronger presence in the US will also enable the Group to recruit the appropriate profiles for the development of new business activities.
André Kudelski, Chairman and CEO of the Group, explained: “The Group continues to grow mainly outside of Europe. The timing is therefore appropriate to adapt our organization to the new market paradigm in order to ensure sustainability in a changing geographic and commercial environment.”
Establishing a second headquarters in the US will also help expedite the commercial deployment of the Group’s innovation activities, such as its cybersecurity and intellectual property initiatives. At the same time, Cheseaux’s center of excellence for security technologies is expected to grow over the long term, helped by the Group’s expected overall reduction in exposure to the Swiss franc exchange rate. Positions linked directly or indirectly to security expertise will remain in Cheseaux. Phoenix was chosen as a complement to Cheseaux; the aim is not to clone the current HQ.
As a consequence of the transformation, a number of employees will be invited to move to Phoenix. Internal transfers between the two sites will be favored, in order to preserve the company’s unique DNA. Several Group support functions will be transferred to Phoenix as of this summer, in particular management positions within the Group finance and legal teams.

Mesa, AZ - How well do you know your H2O?
Learn about the quality of your Mesa drinking water by reading the new City of Mesa Water Quality Consumer Confidence report at www.mesaaz.gov/ccr.
The new report reflects testing performed in 2015 and highlights water quality, sources, treatment, testing and monitoring for the Environmental Protection Agency's (EPA) Lead and Copper Rule.
Mesa's water meets over 100 state and federal drinking water standards."We are especially pleased to report our results for lead testing," Water Quality Supervisor Ken Marshall said. "The City of Mesa does not have any lead pipes in the distribution system and the EPA's action levels for lead were not exceeded in any of the samples collected as part of the Lead and Copper Rule study."
New in this year's report are updates on Mesa's pipe inspection and replacement program as well as information about new infrastructure including the $125 million Signal Butte Water Treatment Plant slated for completion in May of 2018.
'Residents should know the value of the water they use every day," Water Resources Department Director Dan Cleavenger said. "The City invests millions of dollars in water infrastructure each year and has inspectors, analysts, technicians, engineers and water treatment specialists who work diligently to keep our system performing at optimum levels."

Huge Meteor Fireball Over Mesa Lights Up Night Sky > No Warning


Amazing that none of those "eyes in the sky" saw this coming... footage captured on a dashboard cam on the ground instead . . . makes ya wonder, hUH?

A meteor flared across the sky over Phoenix, Arizona Thursday morning, reportedly waking many residents from their slumber with the sound of a loud bang as it passed.
Locals took to social media to question what the noise was, as others confirmed it was a meteor streaking through the sky.
Arizona, famously, is already home to a massive meteor crater.
An iron asteroid, some 98-164ft (30-50 meters) in diameter, impacted the Colorado Plateau in northern Arizona an estimated 50,000 years ago, resulting in an enormous crater nearly a mile (1.6km) wide and 570ft (174 meters) deep.
The US Geological Survey says the impact "exploded with the force of over 2 million tons of TNT" - about 150 times the power of the atomic bomb which was dropped on Hiroshima in World War II.
