On-The-Agenda: Mesa City Council Study Session @ 07:30 AM Thu 20 Feb 2020


This is the 3rd or 4th Study Session in the Lower Chambers in advance of a very important and consequential City Council Meeting on the calendar for February 24th.
It starts off first with Mayor Giles as the president officer who might make a few opening remarks and might ask if any blue comment cards have been turned in to the City Clerk, then the Roll Call. Then A
Review of Items on that meeting's agenda.

Items from Citizen Present?
Yes you can do that - but is that in any way "Speaking Up" if the City Council can't discuss it at the meeting?
Someone - you or a councilmember - must make a formal request and  must ask for whatever item you showed up to speak-up about to be considered for a future agenda item!
On the other hand, robust discussions with the public during City Council meetings are said to be encouraged, but rarely happen - most other city or town council meetings provide forums for citizens to air their issues and comments without
prescribing a limit of 3 minutes to talk and only 3 speakers.
If this sounds like 19th Century governance, it clearly is.

City government needs to do nothing more than do the very minimum - only what is REQUIERED.
At one time your MesaZona blogger inquired from the City Clerk about a delay in publishing Approved Minutes.
Now really? Why do hand-recorded minutes of meetings need to get approved before they're available to the public?
Sometimes it takes 30 days or more! Or months!
Actual transcripts - of every word anyone says on audio - can be generated faster, without any manipulation by a clerk.
