20-0690 Dollar-Limit Increase to the Term Contract for AC Delco and Motorcraft Vehicle Parts for the Fleet Services Department (Citywide)
This contract provides AC Delco (GM) and Motorcraft (Ford) parts for the maintenance and repair of the City’s fleet of sedans, light-duty trucks, and vans.  In response to COVID-19 and GM and Ford plant shutdowns, Fleet Services has increased their parts purchases and stock inventory levels to ensure enough products are on hand to get the City through the pandemic; to reduce the impact of auto parts market shortages, and subsequent fleet downtime due to lack of critical parts.

The Fleet Services Department and Purchasing recommend increasing the dollar limit with Parts Mart Inc., by $50,000 for Year 2, from $225,000 to $275,000 annually, with an annual increase allowance of up to 5% or the adjusted Consumer Price Index.

20-0692 One-Year Renewal for Walk-In Groceries and Miscellaneous Items for Various City Departments and Strategic Alliance for Volume Expenditures (S.A.V.E.) Cooperative Members as requested by the Business Services Department (Citywide)
Glendale Elementary was the lead agency for this solicitation.  The City is able to utilize this contract as a S.A.V.E. member.  Citywide departments are able to purchase groceries and miscellaneous items from multiple local retail vendors within convenient proximity to our facilities.
The Business Services Department and Purchasing recommend authorizing the renewal using the Glendale Elementary School District No. 40 cooperative contract with Bashas'; Food City; AJ's Market; Costco; Fry's Food and Drug; Safeway; Sam's Club; and Smart and Final; at $160,000 based on estimated usage.

20-0685 Purchase of a Backup/Data Protection and Storage Solution (Replacement) for the Department of Innovation and Technology (Citywide)
The current backup storage device has reached the end of its serviceable life and needs to be replaced to ensure reliable backups are maintained.  The device will expand the current platform the City has been using for two years and address the immediate capacity needs required to retire the older device.
The Department of Innovation and Technology (DoIT)  and Purchasing recommend authorizing the purchase using the Maricopa County cooperative contract and the lowest quoted vendor iT1 Source, at $102,987.27, based on estimated requirements. This purchase is funded by DoIT Life Cycle Funds.

20-0687 Purchase of a Hand-Held Chemical Identifier (Addition) for the Mesa Fire and Medical Department (Single Response) (Citywide)
This purchase is for a chemical identifier that uses Fourier Transform-Infrared Spectroscopy (FT-IR) technology to identify unknown chemicals.  Hazmat technicians will use this meter to identity any substance deemed immediate danger to life and health on a scene.
The Mesa Fire and Medical Department and Purchasing recommend awarding the contract to the single, responsive, and responsible bidder, FarrWest Environmental Supply, Inc., at $68,027.20, based on estimated requirements.  This purchase is grant-funded by the Arizona Department of Homeland Security.

20-0684 Purchase of Two Nitrogen Generators (Replacements) (Citywide)
Forensic Services and the Toxicology Unit use nitrogen generators to run instruments for analyzing evidence.  The current generators are in disrepair and replacing them will ensure all analyses are completed in a timely manner.
City staff recommends authorizing the purchase using the Sourcewell cooperative contract with Atlas Copco, at $49,157.37, based on estimated requirements. 

The purchase of one generator is grant-funded ($26,000) by the Arizona Criminal Justice Commission.

20-0688 Three-Year Term Contract with Two Years of Renewal Options for Jet Aviation Fuel (Citywide)
This contract provides Jet Aviation Fuel for the Aviation Support Unit that operates three helicopters based at the Falcon Field Airport.
City staff recommends awarding the contract to the lowest, responsive, and responsible bidder, Associated Energy Group dba, AEG Fuels, at $275,000 annually, with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index.

20-0689 Five-Year Term Contract with Two Years of Renewal Options for Motor, Pump, and Well Maintenance, Repair and Replacement Services for the Water Resources Department and the Parks, Recreation and Community Facilities Department (Citywide)
This contract will provide for the purchase of pumps, motors, related equipment and parts, deep well pumps and related well equipment, repair services, rentals, and equipment for emergency pump around situations for use by the Water Resources and Parks Departments. 

This new contract is intended to consolidate and replace several stand-alone contracts.
An evaluation committee recommends awarding the contract to the qualified and highest-scored proposals from Capital Pump and Equipment, LLC; Hennesy Mechanical Sales, LLC; Hydro-Solutions Pump and Well Services (a Mesa business); Keller Electrical Industries, Inc.; KP Venture Well Drilling & Pump Co. LLC; Laron, Inc.; Phoenix Pumps, Inc.; Pioneer Equipment, Inc.; Precision Electric Company; Pumpman Phoenix; Southwest Waterworks Contractors PM, LLC; and Weber Water Resources (a Mesa business); at $2,825,000 annually, with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index.

20-0686 Purchase of Disconnect Switches for Lewis East Substation (Life Cycle Replacement) as requested by the Energy Resources Department (Citywide)
The disconnect switches are required for the life cycle replacement of the existing switches at the Lewis East Substation and rebuilding critical portions of the 45-year old substation.  The scope involves replacing seven disconnect switches and manufacturer field service commissioning.
An evaluation committee recommends awarding the contract to the highest-scored proposal from Southern States, LLC, at $56,774.78, based on estimated requirements.  This purchase is funded by authorized 2014 Electric Bond Funds.
