However, while NATO Secretary General Jens Stoltenberg said that NATO's door remains open for Ukraine, no official invitation should be expected yet.
In June, U.S. political news outlet Politico reported that Ukraine's partner nations are still divided over nearly every element of how to respond to the request for the security guarantees Ukraine requires following the end of Russia’s full-scale invasion.
Zelenskyy: Week left until NATO Summit, we are working as hard as we can

Background:
- President Volodymyr Zelenskyy has called on US President Joe Biden to invite Ukraine to join NATO right now – even if the country joins the Alliance after the war.
- Lithuanian President Gitanas Nausėda said that at the NATO summit in Vilnius, it would be possible to agree on commitments to Ukraine that would not disappoint it.
We are working with our partners as hard as we can to ensure that our common security in Vilnius prevails; it all depends on our partners - address by the President of Ukraine

Fellow Ukrainians!
A report on this day.
By the way, we maintain maximum contact with our partners to ensure that no one in the world has even the slightest shortage of information about the situation at the Zaporizhzhia NPP and the threats posed by Russia.
✓ As always, we discussed in detail the key areas of the East and South. Thank you, warriors, for your bravery!
✓ We are also paying attention to the Northern direction - we see all potential threats, and the Commander-in-Chief has been instructed to continue strengthening the North.
✓ Very importantly, at every meeting of the Staff, we return to the issue of ammunition, in particular for our artillery. And this applies not only to supplies from partners, but also to production in Ukraine. I am grateful to each and every person who works to fulfill this strategic, vital task. We are constantly making progress in the production of weapons in Ukraine.
2 The second important thing that happened today.
We are preparing new sanctions, sanction steps by our government, and today I held a meeting with First Deputy Prime Minister Svyrydenko and National Security and Defense Council Secretary Danilov. The decisions will be made soon.
✓ Unfortunately, in different cities of Ukraine, there is still a
significant lack of availability of shelters... after all this time. The
state will not tolerate such inaction. And this is the responsibility
of local leaders. Local authorities in the country have the resources to
build shelters.
One more thing.
There is exactly one week left until the key day of the NATO Summit in Vilnius. That means a week until the key moment for our common security in Europe. We are working with our partners as hard as we can to ensure that our common security in Vilnius prevails. It all depends on our partners.
Glory to all Ukrainian heroes! Glory to each of our combat brigades, all units of our defense and security forces!
Glory to Ukraine!

Zelenskyy won't attend NATO summit if its leaders have "lack of courage"
President Volodymyr Zelenskyy will personally come to Vilnius for the North Atlantic Alliance summit only if Ukraine gets a satisfactory result.
Source: Ihor Zhovkva, the deputy head of the Office of the President and Zelenskyy's diplomatic adviser, in an interview with Reuters, as European Pravda reports
Details: When asked what the minimum conditions are for Zelenskyy's presence at the NATO summit, Zhovkva referred to his speech in the parliament, where the Ukrainian leader spoke about the importance of courage in the modern world.
Quote: "The president will not travel ... to the summit if the leaders will tend to or will show a deficit of courage, while Ukraine with all its courage, will and strength and high morale is fighting against Russian aggression," he said.

Details: He added that the president of Ukraine "doesn't have the reason and time to go" to the summit in Vilnius if "there is no result".
According to Zelenskyy's advisor, Ukraine is now closer to receiving an invitation than "half a year ago."
Background:
- President Volodymyr Zelenskyy understands the impossibility of Ukraine joining NATO during the war, but he does not see the point of participating in the NATO summit in Vilnius if, as a result, Ukraine does not receive specific signals about when it can join the Alliance.
- Lithuanian President Gitanas Nauseda, in turn, expects Zelenskyy and the first lady of Ukraine to attend the NATO summit and will be very surprised if this does not happen.
Ukraine may be offered fast-track NATO membership in Vilnius, Lithuanian president says
Lithuanian President Gitanas Nauseda has said that it’s possible that Ukraine will receive an offer of fast track NATO membership at the upcoming summit in Vilnius on July 11-12, according to a report by Reuters on July 4.
"We have some countries which are cautious about the stronger wording on Ukraine's perspective," Nauseda as said.
"But I already see some shift in the minds of their leaders. Obviously, Ukraine can't become a NATO member in the midst of the war, but the relevant procedures should be created in order to avoid wasting time after the war comes to an end and Ukraine wins.”
Nauseda called on other countries to not hesitate and be brave in the wake of upcoming changes. This will help to make Kyiv even more effective at the battlefield, while Moscow will consider any caution as weakness.

"We should not hesitate to take bolder decisions because otherwise the Putin regime will decide that the Western allies are too weak, that they should be pushed to the corner and they will surrender,” Nauseda said.
A more determined position regarding Ukraine's NATO prospects will help to increase the fighting spirit of Ukrainian soldiers, he added.
Ukraine's NATO accession
Ukraine applied for NATO membership last September. Several NATO members immediately supported this move, while others were hesitant about it.

US President Joe Biden backs the plan of NATO Secretary General Jens Stoltenberg that Ukraine could skip the step of a complete a membership action plan to join the treaty, U.S. news website Axios reported in June.

At the same time, Biden said that he wouldn't ease barriers for Ukraine's membership into NATO because every country has to meet the same standards, CNN reported.
"I think they've done everything related to demonstrating the ability to coordinate militarily," he said, but that other systemic issues remain.
Ukraine’s President Volodymyr Zelenskyy has stated that he sees no reason to attend the Vilnius summit if Ukraine’s NATO membership is not on the table.
