In 2023, the top three countries for military spending were the United States, China, and Russia. However, these countries also have large populations and GDPs, so smaller countries may not be able to compete alone. Instead, smaller countries often form alliances, such as NATO, to pool resources and help each other in case of war. In 2023, 11 of NATO's 31 member states met NATO's goal of spending 2% of their GDP on their militaries, which was four more than in 2022.
