At the 2024 Washington Summit, NATO Allies agreed to establish NATO Security Assistance and Training for Ukraine (NSATU) to coordinate the provision of military equipment and training for Ukraine by NATO member and partner countries, and will provide logistical support. 
  • Its aim is to place security assistance to Ukraine on an enduring footing, ensuring enhanced, predictable and coherent support for the long term. 
NSATU, which will operate in Allied states, will support Ukraine’s self-defense in line with the UN Charter. 
NSATU will not, under international law, make NATO a party to the conflict. 

It will support the transformation of Ukraine’s defense and security forces, enabling its further integration with NATO and ensuring that Ukraine is more capable of defending itself now and deterring any further Russian aggression in the future.

NSATU will be based in Wiesbaden, Germany, with logistical hubs in other NATO Allies in the eastern part of the Alliance. 
It will be led by a three-star general reporting to NATO’s Supreme Allied Commander Europe (SACEUR) and involve around 700 personnel from NATO member and partner countries.

A new NATO command specifically tasked with coordinating Western military aid to Ukraine will help Kiev tip the scales on the battlefield against Russia, the bloc’s new chief, Mark Rutte, has claimed.

Rutte, who took over as NATO secretary-general earlier this month after serving as prime minister of the Netherlands for more than a decade, made the remarks during his first visit to the NATO Security Assistance and Training Ukraine (NSATU) command based in Wiesbaden, Germany.

  • He was accompanied by American General Christopher Cavoli, who is NATO’s supreme allied commander Europe, as well as other senior officials.
The NATO chief also met with German Defense Minister Boris Pistorius and talked with troops, praising their work. 
The new command, Rutte claimed, would “make a real difference for Ukraine on the battlefield and ‘for our own security,’” according to a NATO press release.
Rutte also dismissed concerns that the center could become a target for Russia, adding he was sure that NATO would be able to “defend itself if someone just raises a finger,” as quoted by German media.

NSATU, which was announced by ex-NATO chief Jens Stoltenberg in July, consists of approximately 700 personnel and is meant to provide military training and equipment to Kiev earmarked by the bloc and its partners.
The command, which essentially has the same mandate as the US-dominated Security Assistance Group-Ukraine, was established amid Western concerns about the possible return of Republican presidential candidate Donald Trump to the White House.

The former US president has repeatedly criticized the Western approach to the Ukraine conflict, promising to cut support for Kiev and end hostilities within 24 hours if elected. 

Russia has consistently denounced Western arms shipments to Kiev, arguing that they only prolong the conflict while making NATO a direct participant in the hostilities. In early September, Russian President Vladimir Putin said Moscow’s frontline advances in recent weeks could be measured in square kilometers in Donbass. He added that Kiev’s large-scale incursion into Russia’s Kursk Region had failed to divert the focus of Moscow’s forces.

BRUSSELS, October 15. /TASS/. The new NATO command center in Germany’s Wiesbaden, which will take over for the US in coordinating arms shipments to Ukraine will "make a real difference" on the battlefield, NATO Secretary General Mark Rutte said.
"In talking with the troops, Mr. Rutte noted how important their work was, paving the way for 700 personnel to be stationed in Wiesbaden and at logistical nodes on the Eastern flank of the Alliance. He said that the new command will make a real difference for Ukraine on the battlefield and 'for [NATO’s] own security,'" the NATO press office said in its statement on Rutte’s trip to Wiesbaden.

  • This body will take all duties for Washington, which coordinated shipments of arms and ammunition to Ukraine within the Ramstein format, in the run-up to the presidential election in the United States.
In addition, after the new command center becomes operational, all arms shipments to Kiev will stop being voluntary and will become obligatory for all NATO member states except for the United States.
