MALICIOUS ACTORS: Concerns of intentional sabotage and raising fears of a hybrid warfare campaign

In recent years, the Baltic Sea has experienced an increase in incidents involving damage to subsea infrastructure, including the Nordstream pipelines in 2022 and multiple internet cables and a gas pipeline in 2023-2024. 

While the 2022 Nordstream incident was confirmed as sabotage, later incidents have involved suspicious anchor drags by Chinese-registered vessels and vessels linked to Russia's "shadow fleet," leading to concerns of intentional sabotage and raising fears of a hybrid warfare campaign by Russia or other malicious actors
