ACTION ACTION FOR THE CONTRACT AWARD:

4B 16-1197 November 21, 2016
Three-Year Term Contract for Portable and Mobile Two-Way Radios for the Police Department (Citywide)
This contract will provide portable and mobile two-way radios and related accessories and equipment to replace the radios currently being used by the Police Department. The radios currently in use are up to 14 years old and have reached the end of their useful life. The radios are no longer guaranteed support from the vendor and users have been experiencing increasing radio failures.
The Police Department will lease-to-purchase an initial quantity of 1,793 radios and related equipment.  The cost of this purchase, $8,492,324, will be paid over three years ($2,830,774.67 per year).  These payments will be funded by General Fund Capital.
Additionally, the Police Department requests additional capacity of $713,130 annually through the three-year term to purchase equipment as needed for new hires and expanded programs requiring the need for radio communication.  As these purchases are needed, funding sources will be identified.  *4-e 16-1202
The evaluation committee recommends awarding the contract to the highest-scored proposal from Motorola Solutions, Inc., up to $3,550,000 annually, based on estimated requirements

Some questions about whether residential or mixed-use is the top result e.g...see what the presentation has to show

D. Montague -who lives a mile west of Site 17 - who urges the council for single-family homes and residential development to follow resident input instead of developers
[see what councilmember Thompson corrects later in that statement].
Mayor John Giles waits for another blue card from Nancy who lives in the Escobedo neighborhood, moving here when demolition took place in 1992. City Council discussion:
Giles has 2 words: people and quality [same as Country Club/Main] and notes that when he and Kavanaugh were on the council 20 years ago they approved projects they are embarrassed about now that are not sustainable.
Kavanaugh chimes in about previous RFPs that didn't work out, now in favor of residential use Luna also thankful for residents
Finter has one word: Agritopia [like in Gilbert]
Thompson notes higher vote for NON-RESIDENTIAL and mixed-use and wonders if the city officials are putting words into residents' mouths

Lot of side-talk about restaurants as the second most voted on resident suggestion [even those anyone with food business ownership experience would hesitate]  with Giles making comments that might not fit into the discussion with  City Manager Chris Brady taking charge to note caution in what the mayor just said .....

Glover, whom residents have complained they don't see him after getting elected, talks briefly

Richins says along with many other vacant sites they are risks that need to get "de-risked" at the same time Chris Brady still tries to clarify his remarks mentioning "a master developer" Instead of 5 or 6 for the 25 acres

Looking Back + Ahead > All Too Soon or Too Much Too Late ? // Party Time @ Fiesta Again? [Gary Nelson Takes Another Look]

Pre-Note: Your MesaZona blogger is always surprised when Conservative Republicans in the most conservative city in America want to use government intervention to grant tax advantages to developers. . . there's gotta be a reason for that [even though the City of Mesa OED is very careful to state no properties or owners are identified]
Now a "Contributing Writer" for The East Valley Tribune, Gary Nelson who has been covering Mesa and the east Valley far longer than your MesaZona blogger, hits the pulp pages again in the paper print version of Sunday's Tribune with three articles about Fiesta Mall, Fiesta Village and the Fiesta District in its current reincarcarnation called the Southwest RDA by the City of Mesa Office of Economic Development [OED] shown in opening image for this post.
