GDP Increases in First Quarter Real gross domestic product (GDP) increased 0.7 percent in the first quarter of 2017, according to the “advance” estimate released by the Bureau of Economic Analysis. In the fourth quarter of 2016, real GDP increased 2.1 percent.
 
GDP highlights
The increase in real GDP reflected increases in business investment, exports, housing investment, and consumer spending.
The increase in business investment reflected increases in both structures and equipment, notably a significant increase in mining exploration, shafts, and wells.
The increase in exports reflected an increase in nondurable industrial supplies and materials, notably petroleum.
The increase in consumer spending reflected an increase in services that was offset by a decrease in motor vehicles and parts.
These positive contributions were partly offset by decreases in private inventory investment, state and local government spending, and federal government spending.
Imports, which are a subtraction in the calculation of GDP, increased in the first quarter of 2017.
First-quarter prices
Prices of goods and services purchased by U.S. residents increased 2.6 percent in the first quarter of 2017, after increasing 2.0 percent in the fourth quarter of 2016.

Food prices increased in the first quarter following a decrease in the fourth quarter of 2016.
Energy prices increased in the first quarter of 2017 following a larger increase in the fourth quarter of 2016.
Excluding food and energy, prices increased 2.3 percent in the first quarter of 2017, compared with an increase of 1.6 percent in the fourth quarter of 2016.

RESOLUTION OF THE BOARD OF DIRECTORS OF THE EASTMARK COMMUNITY FACILITIES DISTRICT NO. 1 (CITY OF MESA, ARIZONA) APPROVING A WAIVER AND DEVELOPMENT AGREEMENT PERTAINING TO A TO BE FORMED ASSESSMENT DISTRICT. 
 WHEREAS, pursuant to the Development, Financing Participation, Waiver and Intergovernmental Agreement for Eastmark Community Facilities District No. 1 (City of Mesa, Arizona), dated as of April 26, 2012, by and among the City of Mesa, Arizona (the "City"), Eastmark Community Facilities District No. 1 (City of Mesa, Arizona) (the "District"), and DMB Mesa Proving Grounds, LLC, a Delaware limited liability company (the "Developer"), and recorded May 11, 2012 at Instrument No. 2012-0401237 in the Official Records of Maricopa County Records, as thereafter amended by that certain First Amendment to Development, Financing Participation and Intergovernmental Agreement for Eastmark Community Facilities District No. 1 (City of Mesa, Arizona), dated October 19, 2015, by and among the City, the District and the Developer, and recorded October 28, 2015 at Instrument No. 2015-0774986 in the in the Official Records of Maricopa County Records (collectively, the "Development Agreement"), the Developer now intends to request the District to form an assessment district (the "Future Assessment District") that includes the property described and shown on Exhibit A attached hereto (the "Property") for the purpose of providing certain public infrastructure purposes (as defined in Title 48, Chapter 4, Article 6, Arizona Revised Statutes, as amended (the "Act")) such public infrastructure purposes to be located on or off the Property; and  
 WHEREAS, the owners and lienholders of the Property have heretofore executed and delivered to the District the Waiver and Development Agreement Pertaining to a To Be Formed Assessment District, dated as of April 27, 2017 (the "Waiver"), wherein the parties thereto have: (i) waived any and all requirements for notice and time for protests and objections relating to, among other things, the Project and the extent of the Future Assessment District; (ii) acknowledged that the District shall levy an Assessment pursuant to the Act; and (iii) waived certain procedural requirements; 
 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE EASTMARK COMMUNITY FACILITIES DISTRICT NO. 1 (CITY OF MESA, ARIZONA) that: 
 Section 1.  Execution of Waiver and Development Agreement.  The Board of Directors of the District (the "District Board") hereby approves the form of the Waiver now on file with the District Clerk and hereby authorizes and directs the Chairman to execute the with the understanding that, as set forth in the Development Agreement, the District is under no obligation to form the Future Assessment District and such formation is within the sole and exclusive discretion of the District Board.

On The Move > Domestic Migration: Sun and Sand and Jobs

Almost 600,000 Americans moved from the Midwest and Northeast to the Sun Belt states last year, the most since 2005, according to Brookings Institution demographer William Frey. Migration is boosting growth along Southeast and Western coasts as well as Nevada and Arizona, reflecting a healthier national economy that has made it easier to re-locate.
Sun Belt migration fell by almost half between 2005 and 2010 as aging baby boomers delayed retirement in the wake of both plunging home prices and stocks, and the “sand states” suffered from record foreclosures. Moreover, fewer job opportunities in the wake of the most severe recession since the 1930s prompted fewer job-related moves.
“Think of the recession as freezing people in place -- now that is thawing,” said Kenneth Johnson, senior demographer and public policy professor at the University of New Hampshire. “States with histories of slow growth due to large domestic migration losses -- which did better during the recession -- are starting to see less growth again.”
Mobility Still Restrained
Mobility of Americans represents part of the nation’s dynamism, and low migration has concerned economists because it tends to hurt the labor market’s ability to function. Even with the Sun Belt pickup, overall interstate moves are half the level of 1990, according to the Population Reference Bureau in Washington.
Demographers say the pickup in the Southeast and West likely represents the start of a broader mobility.
“The uptick has to do with a return of the job and housing markets,” Frey said. “Now young adult millennials are starting to make their way to rapidly growing regions where employment is plentiful.
