ICE Using Stingrays To Track Down Immigrants

Stingrays can be used across broad geographic areas - say for example the TRWC network used here in Mesa that was discussed at last week's job contract awards to ask for an increase in funding http://www.rwcaz.org/6documents.htm 
The Trump administration is apparently using every weapon in its arsenal to detain unauthorized migrants in the U.S., including a high-tech cell phone surveillance tool known as the Stingray, according to recently uncovered federal court records.
The Stingray – also known as a cell-site simulator – is a device that's small enough to fit in a car. Federal and local law enforcement have used the information to track subjects in real time. The device masquerades as an extremely powerful cell-phone tower and can draw information from up to 10,000 phones simultaneously, including within private residences, and can even intercept communications.
The phone-tracker was unveiled by defense contractor Harris Corporation in 2003. . .
Civil liberties advocates have long called the broad use of the device unconstitutional on Fourth Amendment grounds, arguing that it poses a major threat to U.S. residents' privacy. U.S. Marshals have used the device from small planes during dragnet operations to track down fugitives among tens of thousands of mobile phone users.
“(Extending) this extraordinary enforcement authority to ICE poses a severe risk to immigrant communities, regardless of criminal record,” Hamid Khan, coordinator of the Stop LAPD Spying Coalition, told teleSUR.
Khan's grassroots coalition has long fought against the stealthy incorporation of warrantless surveillance and data-mining technology such as Stingrays, automated license plate readers, and drones into the toolkits of law enforcement agencies such as the Los Angeles Police Department, and police departments here in Arizona.
"Once you start giving agencies fancy toys, and somebody is making money off of it, they are going to use them for more things, and ultimately oppress your rights," Electronic Frontier Foundation grassroots advocacy director Shahid Buttar told Detroit News.
"As information about police use of cell tower spoofers began leaking out, those who had kept the public (including defendants, judges, and even some prosecutors) out of the loop began defending their use of domesticated military technology. They said pay no attention to the possible civil liberties violations. Just think of all the good they're doing. They promised Stingrays would only be used on the worst of the worst, and only when time was of the essence: terrorists, murderers, kidnappers, etc.

But then even more Stingray documents made their way into the public domain. These showed the devices were deployed in bog-standard drug investigations or, worse, used just because agencies had them. . . "
Of course, anyone paying attention knew Stingrays would be used for nothing of importance, despite public officials' statements otherwise.

1. A House Oversight Committee study released in December showed that between 2011 and 2014, ICE spent $10.5 million buying 59 stingrays. A previous Vocativ survey of known police purchase orders for stingray devices shows that at least some sort of state, county, or local police in 32 states have possessed one.

2. The U.S. Department of Homeland Security and Department of Justice spent $US95 million on more than 430 Stingray devices from 2010 to 2014, according to a congressional report released late last year. 194 belong to the FBI, while the DHS has 124 devices. While law enforcement is obligated to obtain a search warrant to use the device, the FBI has argued that warrants are not required.
“The use of Stingray devices or cell phone site simulators to trace, track and monitor immigrants has been a regular feature of ICE's Electronic Surveillance system – ELSUR – for several years,” Khan explained.

But major questions remain unanswered, including whether ICE also uses Stingrays for civil immigration enforcement operations (which are not covered by the DHS guidelines), how often ICE and CBP use their dozens of cell site simulators, whether they have taken steps to protect the privacy of bystanders by deleting bystander data after sweeping it up, and whether they inform people in immigration court proceedings when a Stingray has been used against them. Our FOIA request seeks answers to these questions and more.
As the Trump Administration’s hyper-aggressive approach to immigration enforcement unfolds, the public needs accurate information about how immigration agents are tracking down the members of American communities who they are trying to deport.
Use of invasive, surreptitious surveillance equipment on our city streets is concerning in any context, and all the more so when done by ICE and CBP. It is incumbent on the government to respond to our FOIA request and open its practices up to public scrutiny and debate.

Subprime 2.0: Lending a $1 Trillion to People

If you’ve not been following this story, our view is that the auto-loan industry - and it's VERY BIG HERE IN MESA - is
Subprime 2.0: the riskiest, worst area in a massive debt bubble, much as subprime mortgage lending was the riskiest worst part of the housing bubble.


In both instances, these lending industries were rife with fraud, terrible due diligence, and the like. So when the debt bomb blew up, they were the first to implode.
However, it would appear now that the Subprime 2.0 was even worse than Subprime 1.0 in terms of verifying income.
Santander Consumer USA Holdings Inc., one of the biggest subprime auto finance companies, verified income on just 8 percent of borrowers whose loans it recently bundled into $1 billion of bonds, according to Moody’s Investors Service.
The low level of due diligence on applicants compares with 64 percent for loans in a recent securitization sold by General Motors Financial Co.’s AmeriCredit unit.
The lack of checks may be one factor in explaining higher loan losses experienced by Santander Consumer in bond deals that it has sold in recent years…

Santander only verified income on just 8% of autoloans.
Put another way, on more than 9 out of every 10 autoloans, Santander didn't even check if the person had a job.
Pretty horrific.
However, the story also notes that even the more diligent lender AmeriCredit verified income on only 64% of loans.
So… two of the largest autoloan lenders basically were signing off on loans without proving the person even had a JOB either roughly half the time or roughly ALL the time.
And this is on a $1.0 TRILLION debt bubble.

Today, May 19th 2017, WikiLeaks publishes documents from the "Athena" project of the CIA.
 
 
"Athena" - like the related "Hera" system - provides remote beacon and loader capabilities on target computers running the Microsoft Windows operating system (from Windows XP to Windows 10). Once installed, the malware provides a beaconing capability (including configuration and task handling), the memory loading/unloading of malicious payloads for specific tasks and the delivery and retrieval of files to/from a specified directory on the target system. It allows the operator to configure settings during runtime (while the implant is on target) to customize it to an operation.
According to the documentation (see Athena Technology Overview), the malware was developed by the CIA in cooperation with Siege Technologies, a self-proclaimed cyber security company based in New Hampshire, US. On their website, Siege Technologies states that the company "... focuses on leveraging offensive cyberwar technologies and methodologies to develop predictive cyber security solutions for insurance, government and other targeted markets.".
On November 15th, 2016 Nehemiah Security announced the acquisition of Siege Technologies.
 
 
In an email from HackingTeam (published by WikiLeaks here), Jason Syversen, founder of Siege Technologies with a background in cryptography and hacking, "... said he set out to create the equivalent of the military’s so-called probability of kill metric, a statistical analysis of whether an attack is likely to succeed. 'I feel more comfortable working on electronic warfare,' he said. 'It’s a little different than bombs and nuclear weapons -- that’s a morally complex field to be in. Now instead of bombing things and having collateral damage, you can really reduce civilian casualties, which is a win for everybody.'"

Revision to Arizona PM10 Infrastructure State Implementation Plan (SIP)

The Air Quality Division of the Arizona Department of Environmental Quality (ADEQ) welcomes comments on the proposed Arizona PM10 Infrastructure State Implementation Plan (SIP) revision. 
Arizona proposes to submit a revision to the Arizona SIP to satisfy infrastructure requirements under Clean Air Act § 110(a)(1) for the PM10 National Ambient Air Quality Standards. The SIP revision demonstrates that the State of Arizona has the necessary resources to implement, maintain, and enforce the PM10 air quality standards.  ADEQ will submit the revision to the U.S. Environmental Protection Agency for incorporation in Arizona’s SIP as required under the Clean Air Act. 
Comments will be accepted between May 22, 2017 and June 21, 2017.

Possible $253M Contract for MD Helicopters

The State Department has made a determination approving a possible Foreign Military Sale to Kenya for MD 530 aircraft. The estimated cost is $253 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on May 1, 2017.


The Government of Kenya has requested a possible sale of twelve (12) MD 530F weaponized aircraft to include twenty-four (24) Heavy Machine Gun Pod (HMP) 400 systems; wenty-four (24) M260 rocket launchers; four thousand and thirty-two (4,032) M151 rockets; one thousand five hundred and thirty-six (1,536) 2.75-inch M274 smoke signature warhead rockets; and four hundred thousand (400,000) rounds of .50 caliber ammunition. Also included are communications and navigation equipment, contractor logistics support, training, U.S. Government technical assistance, airframe and weapon system spare parts support, Contractor Field Service Representative (CFSR) support, and Special Assigned Airlift Mission (SAAM) flight delivery support. The total estimated cost is $253 million.
This proposed sale contributes to the foreign policy and national security of the United States by improving the security of a strong regional partner who is a regional security leader, undertaking critical operations against al-Shabaab, and a troop contributor to the African Union Mission in Somalia (AMISOM).

The proposed sale of the MD 530F helicopters, weapons, ammunition, support items and technical support will advance Kenya’s efforts to conduct scout and attack rotary wing aircraft operations in support of their AMISOM mission. The MD 530F will also replace Kenya’s aging MD500 fleet, which is the current reconnaissance platform supporting Kenyan ground forces. This sale will significantly enhance the Kenyan Army’s modernization efforts and increase interoperability with the U.S. Armed Forces and other partners in the region. Additionally, a strong national defense and dedicated military force will assist Kenya in its efforts to maintain stability in East Africa.
Kenya will have no difficulty absorbing this equipment into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The principal contractor will be MD Helicopters, Mesa, AZ. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will require the assignment of approximately twelve (12) additional contractor representatives in country for a period of 12 months.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.
