TEMPE, AZ In a letter sent from the US Department of Education, it outlines why the department's Office for Civil Rights is investigating Arizona State University. A student says the school failed to address ongoing retaliation by two fellow students after she filed a sexual harassment complaint against their shared Ph.D. adviser and lab supervisor at the Polytechnic Campus in Mesa. . . .
"Just because it's an investigation doesn't mean ASU is guilty right now," said Phoenix attorney BenjaminTaylor. . .
It just means that they're going to look into it to see if they violated the accuser's rights . . .
If ASU is found at fault, it's possible the school could lose federal funding if a resolution isn't negotiated. The instructor in question is no longer with ASU.
He's believed to be working out of the country which Taylor says could complicate the investigation.
"If he's across the country and they have no way of getting a hold of him by phone, by email or he just refuses to cooperate - this investigation could be stalled. . . "

Governing Board
The Mesa Public Schools Governing Board is the elected body that governs the district. The five Board members welcome comments and participation from the community for the support of children.
The Board sets policies for the administration of the district and oversees the superintendent who is responsible for the day-to-day operations.
The five Board members are elected by the voters of the district and serve a four-year term without pay. Each January, the Board selects a president and clerk to serve for the calendar year.
District business is conducted at regular meetings which are generally held on the second and fourth Tuesdays of each month. The Board welcomes your attendance.
Board Responsibilities:

  • Select the superintendent
  • Establish policies for the district
  • Upon the superintendent’s recommendation, approve personnel issues
  • Make decisions on district resources
  • Adopt the annual district budget
  • Request and interpret opinions from the community about education
  • Communicate with the community about the needs and progress of the district

Elaine Miner began her current term on the board January 2017.
She previously served eight years, including two as president. She also served on the State Superintendent of Public Instruction's AIMS Advisory group and the Arizona Reading Leadership Advisory Board.
Elaine holds a Bachelor of Science degree in Home Economics Education from Brigham Young University.
 >Prior to returning to the board, she and her husband, Don, owned and operated the Arizona School of Real Estate & Business. 
 She has been a Mesa resident since 1986. 
Elaine and Don have three sons who graduated from Mountain View High School and nine grandchildren who continue to live in Mesa. Her term expires Dec. 31, 2020.

Kiana Maria Sears joined the Governing Board January 2017.
A resident of Mesa for more than 22 years, she is a proud wife and mother of two daughters who graduated from Red Mountain High School and attend Arizona State University. Kiana Maria served as an Art Masterpiece volunteer, a Girl Scout leader and a foreign exchange parent. She holds a master's degree in public administration.
Kiana Maria is an avid ASU Sun Devil, community advocate and experienced public policy creator and implementer.
She has contributed to critical laws, committees and organizations such as Children's Action Alliance, Arizona State Senate, Arizona Corporation Commission, East Valley NAACP, East Valley Martin Luther King Parade and various charities of the United Way. Kiana Maria believes "every single child deserves an opportunity to learn and to access a quality education." Her term expires Dec. 31, 2020.
Marcie Hutchinson, memberMember
Marcie Hutchinson joined the Governing Board January 2019.
Marcie and her husband, Mike*, have lived in Mesa for 39 years. They have two daughters who graduated from Red Mountain High School. 
Marcie holds a bachelor’s degree in secondary education and a master’s degree in history.
She has 31 years of public high school teaching experience in New York and Arizona. During her 28-year career with Mesa Public Schools, she taught American and European history and advised extracurricular activities at Dobson, Mesa and Red Mountain high schools. Her term expires Dec. 31, 2022.
* "her husband Mike" is Mike Hutchinson, former the Mesa City Manager - he's now the Executive Vice-President of the East Valley Partnership

Member
Steven Peterson became a member of the Governing Board in January 2009.
Steven and his wife, Julie, have eight children. Their children include college graduates, Westwood High graduates and currently enrolled district students. An accountant, Steven earned his master’s degree in accounting from Brigham Young University.
Steven has lived in Mesa for 17 years, during which he has been an active volunteer at Westwood High as an assistant cross country coach and a member of the school’s parent group.
Steven has served as a member of a Grand Canyon Council Committee for the Boy Scouts of America and as a youth leader in Venture Scouts. His term expires Dec. 31, 2020.
 
Jenny Richardson, clerkMember
Jenny Richardson began her Governing Board service January 2015. She and her husband, Randy, grew up in Mesa Public Schools, both graduating from Westwood High School. They are the parents of six children, all of whom are graduates from or current students in the district.
Jenny received her degree in elementary education from Brigham Young University, and taught for several years in grades 1 through 3, before "retiring" to stay home with her children.
Jenny has served in her children's school communities, working on numerous committees and organizations. She has also been involved in educating families and voters about educational issues that appear on their ballots through the Mesa Chamber of Commerce. She believes great schools make great neighborhoods and great cities, and is happy to serve the schools she loves. Her term expires Dec. 31, 2022.

U.S. State Department Certifies Possible Contract For 36 AH-64E Apache Guardian Attack Helos For $4.25B

"Morocco has been cleared to buy 36 Boeing AH-64E Apache Guardian attack helicopters for an estimated value of USD4.25 billion.
Announced by the US Defense Security Cooperation Agency (DSCA) on 20 November, the US State Department approval covers the latest-variant Apache helicopters, as well as related equipment, weapons, training, and support.
The equipment listed in the DSCA notification is standard to the AH-64E, while the weapons comprise Lockheed Martin AGM-114L/R Hellfire air-to-surface missiles; BAE Systems Advanced Precision Kill Weapon System (APKWS) laser-guided rocket kits and over 5,000 70 mm rockets; and Raytheon AIM-92H Stinger air-to-air missiles.
Defensive countermeasures will also be provided for the helicopters, as will Manned-Unmanned Teaming-2 (MUMT-2) equipment for the on-board control of unmanned aerial vehicles (UAVs).
"This proposed sale will support the foreign policy and national security of the United States by helping to improve the security of a major Non-NATO ally that is an important force for political stability and economic progress in North Africa," the DSCA said.
The Royal Moroccan Air Force (RMAF), which operates all the military's aviation assets, does not currently field a dedicated attack helicopter. The 24 Aerospatiale SA342L Gazelle helicopters it currently operates in the light attack role were procured from 1978 and need replacing.

"The US State Department has approved a possible Foreign Military Sale to Morocco of 36 AH-64E Apache armed attack helicopters and related equipment for an estimated cost of $4.25 billion.
The helicopters will come armed with Hellfire and AIM-92H Stinger missiles besides Advanced Precision Kill Weapon System (APKWS).
The prime contractors involved in this program will be Boeing Company, Mesa, AZ and Lockheed Martin, Orlando, FL.
The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on November 19, 2019.

Manufacturing Tracer and Armor-Piercing Bullets Here @ His Home in Mesa Douglas Haig is "Devastated"

That's just one loaded remark made in a prepared statement outside a courthouse in Las Vegas today when the 57 year-old made a plea-bargain of guilty to charges from two years ago. He recently changed his plea from not guilty. 
That must have some deal of a plea-bargain!
Haig said in the headline statement 'he was devastated' when he learned of the tragedy and killings of 58 people - the bullets he manufactured also injured more than 850 more - at an open-air music festival two years ago: 
The deadliest mass shooting in modern U.S. history.

Documents reveal big spending by Mesa Public Schools

MESA, AZ Even as teachers were canvassing neighborhoods, fighting to pass a budget override in the state’s largest school district, new documents reveal Mesa Public Schools Governing Board members were handing out hefty bonuses and spending record amounts on administration in the district’s front office.
Budget documents and memoranda obtained by ABC15 show the district’s administrative spending soared more than 42 percent from 2018 to 2019, exceeding its own budget by more than three-quarters of a million dollars.
The new revelations about administrative spending come just a day after the governing board voted to put Superintendent Ember Conley on administrative leave, signaling it is parting ways with the district’s leader, who has only been on the job since March of 2018. The board is expected to buy out the remainder of her contract – a cost which is expected to exceed $500,000.
> According to audited budget documents, the district spent $2,469,076 on general administration in 2018, a budget item which includes the superintendent’s salary and salaries of her top deputies.
> In 2019, the district spent $3,526,507 on general administration, an increase of 42.8 percent, and $758,299 more than it budgeted for the year.
At least some of that money likely came from a series of bonuses handed out to top district officials. According to a memorandum dated June 6, the board approved “supplemental compensation” for at least 12 members of the executive staff of $22,500 each. The Superintendent also received an $8,000 tax sheltered annuity. At least ten staff members received a $6,000 tax sheltered annuity. At least four other staff members received a $5,000 “adjustment to base salary.” The bonuses total more than $400,000.
Exactly five months later, Mesa voters approved a 15 percent budget increase, raising property taxes in the district by an average of $5 per month for every $100,000 of home valuation. A similar measure was rejected by voters in 2016.

The sudden departure of the superintendent came as a shock to teachers, including members of the Mesa Education Association, who have spent months knocking on doors and campaigning for passage of the budget override.

ABC15 was not able to reach Joshua Buckley, the MEA president, for this story, but Monday he told member teachers he was seeking greater input in the search for a new leader in the district.

Your MesaZona blogger inadvertently missed the regular early morning meeting of the Mesa's Economic Development Advisory Board Meeting on the first Tuesday in October, but at least the so-called "Approved Minutes" have been published one month later, now available to the public.
Unlike approved minutes from Mesa City Council meetings (that are streamed live and uploaded for video-on-demand), the EDAB's minutes are very detailed on the discussions and comments that take place. Unfortunately, however, when the board's agendas are posted there are no pdfs provided at that time to see the presentations made at the meeting, usually in Power Point format and a series of slides with infographics.
Jaye O'Donnell, the Assistant Director, was in the audience at November's EconDev Advisory Board meeting, busy on her smartphone probably posting something on her social media accounts. Last month she presented a series of statistics that you can read by opening the attachment provided below
