Beijing, China - In an exchange of congratulations to mark the 75th anniversary of diplomatic relations, president Xi Jinping of China told Russia's Vladimir Putin that Beijing is ready to "expand" cooperation.

Speaking to Russian President Vladimir Putin amid the 75th anniversary of communist China's founding in 1949, Xi Jinping expressed a desire to "expand" relations between the two nations.

The date marked the 75th anniversary of China's diplomatic relationship with Russia, then the USSR, and saw the two leaders congratulate each other.

According to state-run news agency Xinhua, President Xi said that China was "ready to work with Russian President Vladimir Putin to take the opportunity of the 75th anniversary of diplomatic ties to continue expanding all-round practical cooperation."

In 1949, the Chinese revolution came to an end as communist leader Mao Zedong declared the creation of the People's Republic of China (PRC) and Kuomintang-led government forces fled to what is now Taiwan.

Earlier this week, Xi Jinping addressed an audience of more than 3000 people, calling for Taiwan "Reunification" and declaring that China should continue to "Hold high the banner of peace."

Then the USSR, Russia was the first country to recognize the establishment of the PRC, cementing itself immediately as one of China's closest allies.

According to Xinhua, it was upon this basis that Russian president Vladimir Putin congratulated his Chinese counterpart in Beijing.

"The close and mutually beneficial relations between Russia and China have stood the test of time," Putin reportedly told Xi Jinping. "At present, Russia-China relations have reached their highest level in history."

"The two sides have actively carried out cooperation in politics, economy and trade, science and technology, as well as in other fields... and worked together to build a just multipolar world order," Putin was cited as saying.

BEIJING, Oct. 2 (Xinhua) -- Chinese President Xi Jinping on Wednesday said that he stands ready to work with Russian President Vladimir Putin to take the opportunity of the 75th anniversary of diplomatic ties to continue expanding all-round practical cooperation.

China and Russia, both major countries of the world and key emerging markets, are each other's largest neighbor, Xi said.

Since the establishment of diplomatic ties 75 years ago, the two sides have continuously upgraded the quality of bilateral ties based on the fundamental interests of the two countries and two peoples while drawing from historical experience, he added.

Lasting good-neighborliness, comprehensive strategic coordination, and mutually beneficial cooperation have become the most essential features of bilateral ties between China and Russia, Xi said.

He pointed out that since the beginning of the new era in particular, the two sides, under the strategic guidance of both presidents and in the face of profound changes unseen in a century, have continued to deepen political mutual trust, achieved remarkable results in practical cooperation, and won deep support for generations of friendship, making important contributions to improving the well-being of the two peoples and to promoting an equal and orderly multi-polar world and inclusive economic globalization that benefits all.

Xi said that he highly regards the development of China-Russia relations, and stands ready to work with Putin to take the opportunity of the 75th anniversary of diplomatic ties, firmly steer bilateral relations in the right direction, continue to expand all-round practical cooperation, jointly promote high-quality development and modernization of the two countries, so as to make new contributions to safeguarding world peace and stability and promoting the building of a community with a shared future for mankind.

In his message to Xi, Putin extended his most sincere congratulations on the anniversary of ties.

Three-quarters of a century ago, his country was the first in the world to recognize the People's Republic of China (PRC) and quickly established close collaborative relations with the PRC, he said.

The close and mutually beneficial relations between Russia and China have stood the test of time, he added.

At present, Russia-China relations have reached their highest level in history, Putin said. The two sides have actively carried out cooperation in politics, economy and trade, science and technology, as well as in other fields, coordinated efficiently in international and regional affairs, and worked together to build a just multipolar world order, he added.

Putin also said that he is confident that the two sides will fully implement the consensus reached during his meetings with Xi, and further consolidate the Russia-China comprehensive strategic partnership of coordination for the new era, so as to promote security and stability on the Eurasian continent and beyond.

ST. PETERSBURG, Oct. 1 (Xinhua) -- An exhibition entitled "Russia-China Friendship through the Ages" kicked off in the State Museum of Political History of Russia in St. Petersburg on Tuesday. The exhibition, dedicated to the 75th anniversary of the establishment of diplomatic relations between the two countries, is open until February of next year.
It offers a unique opportunity to trace the history of relations between the two countries. Many of the exhibits are being shown publicly for the first time.
Representatives from both countries participated in the opening ceremony, including the Consul General of China in St. Petersburg Luo Zhanhui, officials of the government of St. Petersburg, historians and public figures.
Speaking at the opening ceremony, the museum's director general Sergey Rybakov noted that the exhibits show how the two countries' friendship grew and strengthened, becoming an example of mutually beneficial cooperation for the rest of the world.
"The exhibition that opened shows what role friendship plays in the relationship between our countries both in the past and in the present," said Luo.
The event also featured a symphonic concert performed by Russian and Chinese artists, along with workshops on Chinese calligraphy and dance.

The relationship between China and Russia is at an all-time high, 75 years after diplomatic ties were established, President Vladimir Putin said on Wednesday in a letter to Chinese leader Xi Jinping marking the anniversary.
Moscow and Beijing now enjoy active political, trade and economic cooperation, the message published on the Kremlin’s website said, noting that other international players also benefit from the strong partnership.

“Today, ties between Russia and China are at an unprecedentedly high level,” Putin wrote, adding that the two governments are “effectively coordinating their efforts in regional and international affairs” to achieve “a just multipolar world order.”
The Russian president expressed confidence that agreements reached during his recent meetings with Xi will help ensure “stability and security” in Europe and Asia, and “throughout the world.”

Putin and Xi Jinping met in May and July this year. 

  • Beijing has emerged as a key supporter of a diplomatic solution to the Ukraine conflict, presenting, along with Brazil, a roadmap to ending the standoff between Moscow and Kiev. 
  • China has consistently called for a peaceful settlement to the crisis and argued that US actions and NATO expansion provoked the fighting. 
  • Trade between the two nations has also boomed since 2022.

Beijing sent its own message to Moscow on Wednesday.

“In the face of profound changes unseen in a century,” Russia and China “have continued to deepen political mutual trust, achieved remarkable results in practical cooperation,” and made “important contributions” to promoting an “orderly multi-polar world” and “inclusive economic globalization that benefits all,” the Chinese government statement said.

  • Putin’s message to Xi went on to note that the Soviet Union was the first country to recognize the People's Republic of China (PRC), in a reference to the creation of PRC on October 1, 1949 by Communist leader Mao Zedong. 
  • In another telegram on Tuesday, Putin congratulated Xi on the 75th anniversary of the founding of the PRC.

“It is safe to say that the close, mutually beneficial relations between Moscow and Beijing have stood the test of time,” the Russian president stated.

Russia backs China’s efforts to reconcile with the self-governing island of Taiwan. Moscow strictly follows the One-China policy, which supports Beijing’s claim of sovereignty over the island.
In addition, the countries work together at various forums, including the UN, BRICS, and the Shanghai Cooperation Organization, on pressing international matters.

Tim Walz signed a bill in 2023 that required Minnesota schools to stock free menstrual products in restrooms regularly used by students in grades four through 12. The language of the statute was gender neutral and therefore compelled schools to make menstrual products available to transmasculine (trans boys and male-presenting) students, although that would not necessarily entail stocking them in boys' bathrooms.

After Democratic presidential candidate Kamala Harris nominated Minnesota Gov. Tim Walz as her running mate in the 2024 election, rumors began circulating online that Walz had signed a law requiring Minnesotan schools to stock tampons in boys' bathrooms (archived):

The claim appeared several times on X, Reddit, and Facebook. The posts had accumulated tens of thousands of views as of this writing and earned Walz the sarcastic moniker "Tampon Tim" (archived):

Menstrual Products for 'Menstruating Students'

In 2023, Walz signed a school funding bill into law containing a provision that guaranteed access to free menstrual protection to Minnesota students from the fourth through the 12th grade. This legislation required all school districts and charter schools to stock menstrual products, and the language of the law was gender neutral. It read (emphasis ours):

A school district or charter school must provide students with access to menstrual products at no charge. The products must be available to all menstruating students in restrooms regularly used by students in grades 4 to 12 according to a plan developed by the school district. For purposes of this section, "menstrual products" means pads, tampons, or other similar products used in connection with the menstrual cycle.

While the law did not specifically mention boys' bathrooms, it also did not restrict the rule to female or girls' bathrooms. Paired with the laws protecting children's access to gender-affirming care, this would require schools that do not provide gender-neutral restrooms to ensure such products to are available transmasculine students — that is, students who are either trans boys or students born female whose gender expression is masculine — to access them. In theory, this could require the stocking of menstrual products in boys' bathrooms in some cases, though the editorial board of the Minneapolis Star-Tribune argued that is not the case: 

Critics contend, wrongly, that it mandates menstrual products in boys' bathrooms. This has unfortunately been used to stoke ongoing culture wars over transgender individuals.

But the law's actual language provides considerable flexibility for school districts to implement it, according to Deb Henton, the executive director of the Minnesota Association of School Administrators.

That might mean making these products available for free in various locations for all who need them, such as unisex bathrooms, girls' bathrooms, the school nurse or the front office, but not necessarily in boys' bathrooms. Henton, in an interview, lauded the "local control" the law provides for implementation, and said she's fielded no concerns about its rollout.

At Anoka-Hennepin, the state's largest school district, the free products are not found in traditional male-only bathrooms, a spokesman said. But they are provided for free to all in "nongendered bathrooms," girls' bathrooms or from health staffers.

'Tampon Tim' Goes Viral

Megyn Kelly, the conservative television show and podcast host whom former U.S. President Donald Trump once attacked for having "blood coming out of her wherever," embraced the monicker "Tampon Tim" as criticism of this and other of Walz's policies (archived):

But in 2024, talk of menstruation was no longer taboo in the public and political sphere. Far from putting people off, the fact that Walz supported such a law was, to many, a demonstration of empathy and good judgment, including from former Democratic presidential candidate Hillary Clinton (archived):
