Russia's branded as unsubstantiated, claims Syria forces have killed civilians: the accusations were made at the UN Secuity Council by the UK and U.S. The pair say the deaths occured during an offensive on the northwestern province of Idlib. It comes as the Syrian army recaptured one of Idlib Province's largest and most strategic towns, Maarat al-Numan.
