US has been preparing Ukrainian counteroffensive ‘for months’ – Nuland
"U.S. Under Secretary of State for Political Affairs Victoria Nuland told an audience in Kiev on Thursday that Washington has been helping plan the Ukrainian ‘counteroffensive’ against Russia for almost half a year.
“Even as you plan for the counteroffensive, which we have been working on with you for some 4-5 months, we are already beginning our discussions with [the] Ukrainian government and with friends in Kiev – both on the civilian side and on the military side – about Ukraine’s long-term future,” Nuland told the Kiev Security Forum via video-link from the State Department.
She added that the attack will be “likely starting and moving concurrently” with events such as the NATO summit in Lithuania, scheduled for July 11.
- According to Nuland, the US is also planning for Ukraine’s future military to deter Russia, so “wherever and however this ends – one year, six years, 16 years – we are not doing this again.”
- She also painted a rosy picture of a future in which Ukraine would be the “engine of Europe’s revitalization” and “setting the democratic example… for the whole world.”
- The forum was organized by the Open Ukraine Foundation, established by former Ukrainian PM Arseny Yatseniuk, who moderated the panel at which Nuland spoke.
- Another panel was co-sponsored by the Atlantic Council, whose officials argued that “transatlantic unity and robust support can help Ukraine defeat Russia and renew European security.”
The government in Kiev had been heralding a major “counteroffensive” for months. President Vladimir Zelensky and other Ukrainian officials have argued that they didn’t have quite enough weapons, ammunition and equipment and needed the West to send more. As of Thursday, two of Zelensky’s advisers gave public statements implying the offensive hasn’t started yet, while a third insisted it was already underway along the 1,500-kilometer long frontline.
- Nuland famously traveled to Kiev to support the Maidan protests in December 2013, handing out pastries to the crowds demanding a pact with the EU. In a February 2014 phone call, she discussed the composition of the future Ukrainian government with US ambassador to Kiev Geoffrey Pyatt, infamously declaring “f**k the EU”.
- Three weeks later, nationalists would violently seize power from President Viktor Yanukovich, triggering events that would lead to Crimea rejoining Russia and clashes in the Donbass.
- Speaking at a Carnegie Foundation event in February, she said the conquest of Crimea and regime change in Moscow would be the ideal outcome of the current conflict.
- Her husband is Robert Kagan, a co-founder of the neoconservative Project for an American Century and her sister-in-law, Kimberly Kagan, runs the Institute for the Study of War (ISW), a Washington advocacy group frequently quoted by Western media about the situation on the Ukraine frontline."

The only way to ensure the security of the European continent is Ukraine's membership in NATO, Chairman of the Kyiv Security Forum Arseniy Yatsenyuk said.
"I support strategic certainty. It is absolutely clear that Ukraine must win this war. It is absolutely clear that Putin is a war criminal and must be brought to justice. It is absolutely clear that there is no other way to guarantee security for Ukrainian people and for the entire European continent, except for through Ukraine’s membership in NATO,” Yatsenyuk said during the 15th annual Kyiv Security Forum, founded by the Open Ukraine Arseniy Yatsenyuk Foundation.
Yatsenyuk emphasized the importance of the unity of all NATO member states at the summit in Vilnius.
“There should be no more vague and strange memoranda or declarations, as was the case in Bucharest back in 2008. There must be certainty and clarity,” Yatsenyuk said.
According to him, it's time to make concrete decisions.
Yatsenyuk was Prime Minister of Ukraine in 2014-2016.
As reported, the NATO summit will be held in Vilnius (Lithuania) on July 11-12.

A video of a leaked conversation between ‘Assistant Secretary of State Victoria Nuland,’ a former U.S. ambassador to NATO and State Department spokeswoman, talking to the U.S. ambassador to Ukraine, Geoffrey Pyatt, was removed from YouTube, but now has been restored.
Although during her three-decade-long career as a US Foreign Service officer Victoria Nuland has done many things, mostly in the shadows, unfortunately for her she was projected into the headlines, to become a household name in US foreign policy.
In the video, the two discuss changing the Ukrainian government weeks before the democratically-elected President Viktor Yanukovych was violently driven from power.
The video, posted on April 29, 2014, had 181,533 views before it was taken down on Wednesday, and was among the most viewed versions of the conversation on YouTube. Eight years’ worth of viewer comments on the video had also been removed.

It was also widely viewed on a Russian-language Web site, where it appeared online along with a photo montage of Nuland, Pyatt, and opposition figures. The Russian caption reads, “Puppets of the Maidan,” the colloquial name for Kiev’s Independence Square.
The background and implications of the 2014 far-right coup in Kiev, which overthrew the pro-Russian President Viktor Yanukovych, is critical for understanding the current Ukraine-Russia war. This coup was openly supported by the US and the European Union, implemented primarily by far-right shock troops such as the Right Sector and the neo-Nazi Svoboda Party.
It represented the temporary culmination of long-standing efforts by US imperialism to install a puppet regime on the borders of Russia and brought the world a major step closer to a war between the largest nuclear powers, the US and Russia. Ukraine has since been systematically built up as a launching pad for a NATO war against Russia.
