The Parliamentary Assembly of the Council of Europe (PACE) has decided to establish a platform for dialogue between the Assembly and "Russian democratic forces in exile".
Participants of the platform – whose composition is yet to be determined according to certain criteria – will be able to engage in bilateral exchanges with the Assembly on matters of common interest, as well as take part in meetings of specific committees during sessions.
Background:
- Earlier, PACE supported the creation of an International Claims Commission for Ukraine to consider Ukraine's claims against Russia.
- On 13 September, it was reported that the Council of Europe had completed work on a draft convention for such a commission.

The goal is to give a voice to those Russian figures in the West who are interested in ending the conflict in Ukraine and recognise Ukraine’s sovereignty and territorial integrity.
Zelensky expects long range weapons from the US after a discussion with Donald Trump, mainly Tomahawk missiles.
Vladimir Putin has responded and said that from his perspective, that would amount to a serious escalation because he doesn’t think that Kiev can launch those missiles themselves.
Vladimir Putin said that the launch of Tomahawk missiles would directly involve US military personnel.
Ukrainska Pravda nominated for Nobel Peace Prize

Estonian MP and former intelligence chief Eerik-Niiles Kross has nominated Ukrainska Pravda for the Nobel Peace Prize.

Details: Kross stated that the nomination is in recognition of Ukrainska Pravda's contribution to democratic transformation in Ukraine and its defence of freedom of speech, which he called "the cornerstone of the democratic world".

Volodymyr Zelenskyy is set to convene a meeting of the Servant of the People faction next week, though the exact date has not yet been determined, lawmaker Yaroslav Zheleznyak said on Oct. 3.
- He added there was no set date yet, but it would likely be held Tuesday through Thursday, when lawmakers convene for a session of parliament.
- Lawmakers were being asked to submit questions to the president in advance, he said.
