Operation Earnest Voice is an online influencing agency. During 10th – 13th we’re setting up our Brexit Division office on the third floor of The Photographers' Gallery in central London. Our office will be accessible to both Gallery visitors and a live online audience.
The mission of our Brexit Division office is to reverse Brexit.

1 Our Story
We take our name and inspiration from Operation Earnest Voice, the US-sponsored campaign, whose purpose is to spread pro-American propaganda on social networking sites. 
The campaign relies on sockpuppets to comment and derail online conversations, with the goal of influencing and swaying the public opinion in any particular topic or theme.
China has a similar operation called The 50th Party and Russia's is called The Internet Research Agency. Our office uses similar tools and strategies to influence and sway the public.

Over 4 days in January, the artist Jonas Lund will be transforming the 3rd Floor of the Gallery into an influencing office tasked with reversing Brexit.
Following an open recruitment call, twelve appointed staff members alongside guest experts will use their skills to collaboratively create a campaign using tactics that manipulate public opinion, and creating new narratives to disrupt the current political debate.

The office will be staffed between 10 – 6pm each day and open to the public. 
On offer will be a daily programme of events, strategy meetings and workshops critically reflecting on and subverting the strategies used by both the ‘Leave’ and ‘Remain’ campaigns as a way of exposing the machinations regularly deployed to sway opinion.

2 Operation Earnest Voice is an astroturfing campaign by the US government. The aim of the initiative is to use sockpuppets to spread pro-American propaganda on social networking sites based outside of the US.
HERE'S THE TRANSCRIPT:
The campaign is operated by the United States Military Central Command (CENTCOM).
According to CENTCOM, the US-based Facebook and Twitter networks are not targeted by the program because US laws prohibit US state agencies from spreading propaganda among US citizens as according to the Smith-Mundt Modernization Act of 2012. However, according to the Smith-Mundt Modernization Act of 2012, dissemination of foreign propaganda to domestic audiences is expressly allowed over the internet including social media networks. Isaac R. Porche, a researcher at the RAND corporation, claims it would not be easy to exclude US audiences when dealing with internet communications.
The US government signed a $2.8 million contract with the Ntrepid web-security company to develop a specialized software, allowing agents of the government to post propaganda on "foreign-language websites".
Main characteristics of the software, as stated in the software development request, are:
> 50 user "operator" licenses, 10 sockpuppets controllable by each user.
Sockpuppets are to be "replete with background, history, supporting details, and cyber presences that are technically, culturally and geographically consistent".

Sockpuppets are to "be able to appear to originate in nearly any part of the world."
> A special secure VPN, allowing sockpuppets to appear to be posting from "randomly selected IP addresses," in order to "hide the existence of the operation."
> 50 static IP addresses to enable government agencies to "manage their persistent online personas," with identities of government and enterprise organizations protected which will allow for different state agents to use the same sockpuppet, and easily switch between different sockpuppets to "look like ordinary users as opposed to one organization."
> 9 private servers, "based on the geographic area of operations the customer is operating within and which allow a customer's online persona(s) to appear to originate from." These servers should use commercial hosting centers around the world.
> Virtual machine environments, deleted after each session termination, to avoid interaction with "any virus, worm, or malicious software."
USCC commander David Petraeus, in his congressional testimony, stated that Operation Earnest Voice would "reach regional audiences through traditional media, as well as via Web sites and regional public-affairs blogging."

However, his successor, James Mattis, altered the program to have "regional blogging" fall under general USCC public-affairs activity.
On how they would operate on these blogs, Petraeus explained:
"We bring out the moderate voices. We amplify those. And in more detail, we detect and we flag if there is adversary, hostile, corrosive content in some open-source Web forum, we engage with the Web administrators to show that this violates Web site provider policies."

PHOENIX – During his inaugural address, Governor Doug Ducey urged elected officials from both parties to come together to tackle Arizona’s most pressing priorities, including securing our water future, continuing to grow our economy, building on our relationship with Mexico and protecting investments in public education. Governor Ducey also emphasized a continued focus on fiscal responsibility, noting that Arizona currently enjoys the largest projected budget surplus in a decade, and pledging to reject calls to raise taxes.
“Arizona has been a jobs magnet, but it’s time we become a jobs juggernaut -- where if you want to work, you can. Because here we won’t stand in the way of jobs; we welcome them with open arms. And we’re just getting started,” Governor Ducey said during the speech. 

Secretary of State Katie Hobbs, Attorney General Mark Brnovich, Treasurer Kimberly Yee, Superintendent of Public Instruction Kathy Hoffman and Mine Inspector Joe Hart also took the oath of office. Robert Uribe, Democrat Mayor of the City of Douglas, served as Master of Ceremonies while the grandchildren of the late Congressman Ed Pastor led the Pledge of Allegiance.
“Today I recommit to be governor for all the people,” Governor Ducey said.
“Civility and collaboration will carry us forward. This isn’t Washington, D.C. Here, we know each other. Name-calling and game playing don’t work. Good faith and good will, do.”
With the Governor of Sonora, Mexico, Claudia Pavlovich, also in attendance, Governor Ducey highlighted the continued partnership between Arizona and Sonora.
“Over the last four years, we’ve worked hard to build a relationship that’s founded on trust and mutual respect,” he said. “And today, I’m proud to say we’re more than just neighbors with Sonora - we’re partners, and that partnership is leading to more growth and prosperity for both our states.”

Niall Ferguson, "The Square and the Tower: Networks and Power, from the Freemasons to Facebook" (January 16) compares the old top-down method of government (the Tower), including both church and state, with the volunteer networking of people (the Square). America was mostly built with what Edmund Burke called "little platoons," from private mutual insurance groups to volunteer firemen. Ferguson relies a bit too heavily on the Tower and the need for heavy regulation, but I think the Square will likely prevail.
 
Charles Mann, "The Wizard and the Prophet: Two Remarkable Scientists and Their Dueling Visions to Shape Tomorrow's World" (January 23) compares the "Wizard," biologist Norman Borlaug, who saved the lives of billions with his Green Revolution, to the "Prophet" of doom, William Vogt, the first modern Malthusian to predict that the world's resources would soon run out due to over-population.
 
Steven Pinker, "Enlightenment Now! The Case for Reason, Science, Humanism, and Progress" (February 13) is a follow-up to his earlier book, "The Better Angels," about how human achievement is making life much better - lower crime rates, far lower death rates from war, lower deaths from disease or child mortality, and other risks, which formerly led to a much lower global life expectancy. He credits the scientific method for these advances and bemoans the many barriers some still erect against this progress.
 
Gregg Easterbrook, "It's Better than it Looks: Reasons for Optimism in an Age of Fear" (February 20) is similar to Pinker's book, but it's more political, opening with Donald Trump's inaugural address about the rise in crime, joblessness, poverty, and other ills - all of which are demonstrably not rising. Politicians and the media tend to tap into our fears to make money (or earn votes) instead of educating or inspiring us with accurate reporting on the positive trends that make life better. Fear makes big money for its abusers.
 
Ed Yardeni, "Predicting the Markets: A Professional Autobiography" (March 23) is the most important book on this list for our goal of analyzing this manic-depressive stock market. In his memoir, Yardeni begins with his entry into the business 40 years ago, followed by detailed examinations of various economic statistics. Keep this book nearby as a reference work for market statistics as they are released.

I'm partial to books that cover a large historical canvas with a point of view that ties these great ideas together.

These books will remind us of history's most powerful mega-trend: 7 billion people are working every day to make their lives better, and that will always be a bullish force.

One of the keys to becoming a successful investor is to realize that the strongest long-term trends will always transcend the ebb and flow of daily market gyrations and scary headlines. The media will forever focus on the worst-case scenario, but the one thing I would counsel investors to remember is that seven billion people are working every day to make their life better and that will always be a bullish force.

Last year offered a bumper crop of books that can remind us of that fact. For decades, I've read 100 good books a year, since I know that the Internet and Cable TV are trying to trivialize my mind with minutiae. Of the 105 books I read in 2018, these are the best 10. As I scan the Top 10 book lists of the New York Times and other venerable sources, I don't see these names listed. I see a lot of ephemera and opinion.

I was pessimistic for the first 25 years of my journalistic career (1965-89), but I wised up when the Berlin Wall fell. The world has made almost unbelievable progress since 1965. In fact, three of these 10 books (Pinker, Easterbrook, and especially Rosling) show that almost nobody believes this progress.

As you can see from these titles, I'm partial to books that cover a large historical canvas with a point of view that ties these great ideas together. I'll profile them briefly here, in publication order:

Hans Rosling, "Factfulness: Ten Reasons We're Wrong About the World - and Why Things are Better than You Think" (April 3) quantifies the level of ignorance among the general population as well as the most highly educated elite about the state of the earth's health, wealth, population, education, and other key issues. You may be shocked to see how much people have been programmed to believe the worst.

 

Jonah Goldberg, "The Suicide of the West: How the Rebirth of Tribalism, Populism, Nationalism, and Identity Politics is Destroying American Democracy" (April 24) is concerned that we are voluntarily dividing ourselves into warring camps, not listening to anyone else with different ideas. He is also concerned that we no longer believe the best about most of our fellow Americans. Jonah was a panelist with me in New Orleans this November, where we discussed several ideas emanating from this book.

 

Adam Tooze, "Crashed: How a Decade of Financial Crises Changed the World" (August 7) is the best book about the 2008 crash I've read. Though exhaustive in its research (to the point of statistical overkill at times), its main takeaway, to me, was how overloaded with U.S. subprime mortgage debt the leading European banks were, causing Europe to go into a second recession in 2011, followed by a new crisis in the euro-zone almost every year. Ironically, America came out of its own crisis healthier than Europe.

 

Greg Lukianoff & Jonathan Haidt, "The Coddling of the American Mind: How Good Intentions and Bad Ideas are Setting up a Generation for Failure" (September 4) identifies three great untruths prevalent on campuses for the iGen birth cohort (born 1996 and later, on campus since 2014): (1) "Fragility" or "That which doesn't kill me makes me weaker." (2) "Always trust your emotions" and (3) "The world is made up of good people vs. bad people." These untruths create most of our biggest conflicts these days

ADEQ issues Water Quality Advisory for unpermitted discharge of treated water from Pecan Water Reclamation Plant into Queen Creek

PHOENIX (January 11, 2019) – The Arizona Department of Environmental Quality (ADEQ) is issuing a Water Quality Advisory for the unpermitted discharge of recycled water into Queen Creek in the San Tan Valley area. Please avoid contact with the water in this area.
ADEQ is making this recommendation because a discharge of recycled water into Queen Creek occurred from the Pecan Water Reclamation Plant. Recycled water is treated but is not required to meet surface water quality standards associated with full or partial body contact and this area of Queen Creek has been previously exposed to sewer overflows. People and animals exposed to water in this environment are at risk of infection from microorganisms associated with human waste. 
Recycled water is typically used for non-potable applications, including for irrigation of golf courses and common areas within a community or in ponds at the facility to recharge the aquifer. The use of recycled water in a community is indicated by purple pipes and signage.
Recommended Actions:
  • Avoid contact with the water in this area. Do not allow people or pets to drink this water, wade through it or use it for washing. In the event of contact, thoroughly wash with soap and clean water as soon as possible.
  • Contact a medical professional if you have any questions or show symptoms such as vomiting or diarrhea.
This advisory will remain in effect until the discharge is stopped. ADEQ will lift the advisory by issuing an additional notice and contacting local officials.
The unpermitted discharge is due to high volume that exceeded the capacity of the Pecan Water Reclamation Plant to treat and process wastewater. The plant is located at 38539 N Gantzel Rd in San Tan Valley. The high volume may be due to increased residential use from homes occupied normally only during the cooler months and decreased evaporation due to recent cool, wet weather.
EPCOR was appointed by the Arizona Corporation Commission as the interim manager for Johnson Utilities in August 2018.
EPCOR is working to manage flows. This discharge may prevent an accidental release of untreated wastewater elsewhere in the system. ADEQ is assessing the discharge.

This afternoon City Clerk DeeAnn Mickelson officially swore in to office Councilmember Jen Duff, Vice Mayor David Luna and Councilmember Kevin Thompson to their new terms on the Mesa City Council. Tomorrow night, the three of them along with Councilmember Francisco Heredia, who was sworn in to the District 3 seat in November, will take part in the Swearing-In Celebration at the Mesa Arts Center.
