21-0870 Award of an Additional Vendor for the Purchase of Outdoor Wireless Access Points (Replacement) for the Department of Innovation and Technology (Smart Cities Initiative) (Citywide)
The City currently provides free public Wi-Fi in the downtown district, libraries, parks, and pools.
The current outdoor system has reached end-of-life and replacement is needed. With the new development in Downtown Mesa, the project will also expand the service area, as well as work with residents and businesses to ensure the service meets the needs of the community working in, living in, and visiting downtown, parks, and pool facilities.
The original vendor awarded, Sentinel Technologies, is unable to supply all of the necessary components.
Between the two vendors, the City will be able to acquire everything needed to complete the project.
Department of Innovation and Technology and Purchasing recommend authorizing the purchase using the State of Arizona contract with Enterprise Network Solutions; at $539,075, based on estimated requirements. This purchase is funded by Local Fiscal Recovery Funds. *4-a

21-0847 Dollar-Limit Increase to the Term Contract for Office Supplies and Products for Citywide Departments and Strategic Alliance for Volume Expenditures (SAVE) Cooperative Members (Citywide)
The City's contract spend from August 2020 through July 2021 is $1,056,262.
This spend included unique purchases such as $134,000 for Personal Protective Equipment, $31,000 in water, and $297,000 in furniture.
The dollar-limit increase of $210,000 for Year 1 is needed for the term ending 7/31/2021, and the dollar-limit increase of $200,000 for Years 2 through 5, will provide capacity for furniture and emergency purchases that were not included in the original estimated annual usage.
The Business Services Department and Purchasing recommend increasing the dollar-limit with Wist Business Supplies & Equipment by $210,000 for Year 1, from $850,000 to $1,060,000 annually; and by $200,000, Years 2 through 5, from $850,000 to $1,050,000 annually; with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index. *4-b
21-0788 Three-Year Term Contract with Two Years of Renewal Options for Gasoline and Diesel Fuel for the Fleet Services Department (Citywide)
The City bid this contract cooperatively as the lead agency.
This contract will provide gasoline and diesel fuel for the City, Mesa Unified School District, Town of Gilbert, Fowler Elementary School District, Tempe Union High School District, and the City of Glendale.
This solicitation was completed as a reverse auction.
The Fleet Services Department and Purchasing recommend awarding the contract to the overall lowest, responsive and responsible bidder Western States Petroleum, Inc., dba WSP, at $6,800,000 annually, based on estimated usage, with an annual increase allowance of up to 5%, or the adjusted OPIS Price Index. *4-c
21-0831 Three-Year Term Contract with Two Years of Renewal Options for Perennial Ryegrass Seed for the Parks, Recreation and Community Facilities Department (Citywide)
This contract will provide perennial ryegrass seed for planting during the fall and winter months at select City facilities for aesthetically pleasing turf year-round.
The Parks, Recreation and Community Facilities Department and Purchasing recommend awarding the contract to the lowest, responsive, and responsible bidder, Ewing Irrigation Products, at $65,000 annually, with an annual increase allowance of up to 5% or the adjusted Consumer Price Index. *4-d

21-0828 Ratification of the Emergency Purchases for Landscape Maintenance Services for City Facilities (Zone 7 and Secured Sites) for the Parks, Recreation and Community Facilities Department (Citywide)
The previous contractor was defaulted for failure to perform per the specifications in their contract.
The City terminated the contract effective 6/30/2021, and a new Request for Proposals has been issued, targeted to be awarded in October of 2021. The emergency purchases were necessary to ensure public health and safety, and solicitation for these services. The accumulation of trash and debris within these contracted areas if not maintained create health and safety issues to the public and City employees. The Parks, Recreation and Community Facilities Department and Purchasing recommend ratifying the purchase with Mariposa Landscape of Arizona Inc., at $236,000. *4-e
21-0791 Dollar-Limit Increase to the Term Contract for Plumbing Services for the Parks, Recreation and Community Facilities (PRCF) Department (Citywide)
This contract provides a non-exclusive, pre-qualified plumbing contractors list to perform plumbing services on various City facilities/projects on an as-needed basis.
PRCF recently bid a project for the Mesa City Plaza plumbing replacement, however with large plumbing projects at the Washington Activity Center, plus their day-to-day expenses, the project cost will exceed the current contract’s current threshold.
The Parks, Recreation and Community Facilities Department and Purchasing recommend increasing the dollar-limit with Mesa Energy Systems Inc., RKS Plumbing and Mechanical Inc., Sun Mechanical Inc., and W.D. Manor Mechanical Contractors, Inc., by $300,000 for Year 4, from $200,000 to $500,000; with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index. *4-f

21-0829 Three-Year Term Contract with Two Years of Renewal Options for Landscape Maintenance Services for Aquatic Facilities for the Parks, Recreation and Community Facilities Department (Citywide)
This contract will provide landscape maintenance services for City aquatic facilities located at junior high schools and high schools.
Facilities include Brimhall, Carson, Fremont, Kino, Shepherd, and Stapley Jr. High Schools; and Mesa and Skyline High Schools.
An evaluation committee recommends awarding the contract to the highest scored proposal from Agave Environmental Contracting, at $60,000 annually, with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index. *4-g
21-0804 Seven-Month Term Contract with Three Years of Renewal Options for Playground, Splash Pad, Outdoor Fitness, and Related Equipment for the Parks, Recreation and Community Facilities Department (Citywide)
This contract will provide playground components, equipment and hardware, for the maintenance and repair of existing proprietary playgrounds currently installed in multiple City parks.
The Parks, Recreation and Community Facilities Department and Purchasing recommend authorizing the purchase using the Mohave cooperative contract with Exerplay Inc., at $150,000 annually, with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index. *4-h
21-0843 Purchase of Acoustic Wall Panels (Replacement/Upgrade) for the Parks, Recreation and Community Facilities Department (Single Response) (Citywide)
Mesa Convention Center has been working on updating the finishes throughout the Mesa Convention Center.
The existing treatment on the walls for sound dampening is dated. The new acoustic wall panels will provide a more modern look and will also match the style of updates that have been applied in the Conference Theater.
Staff anticipates the upgrades will improve the customer experience as well as retain customers, and attract new and increased business in event bookings.
The Parks, Recreation and Community Facilities Department and Purchasing recommend awarding the contract to the responsive and responsible bidder, Continental Flooring Company, at $42,967.27. *4-i

21-0787 Purchase of 25 Replacement Personal Radiation Detectors and Accessories for the Mesa Fire and Medical Department (Citywide)
This equipment will detect and localize radiation sources generated by manmade devices such as nuclear weapons, improvised nuclear devices, or radiological dispersal devices.
The equipment being replaced has reached the end of the manufacturer recommended usage life.
The Mesa Fire and Medical Department and Purchasing recommend authorizing the purchase from the responsive and responsible bidder, Thermo Eberline, LLC, at $65,555.71. The purchase is funded through a Grant from the Arizona Department of Homeland Security. *4-j
21-0793 Purchase of Three, Chemical Warfare Agent and Toxic Industrial Chemical Detectors (Additions) for the Mesa Fire and Medical Department (Sole Source) (Citywide)
The Smiths Detection LCD 3.3 meter is a light and versatile chemical warfare agent (and toxic industrial chemical detector.
This meter is an advanced warning device, that alarms to gas and vapor threats detected and identified at or below immediately dangerous to life and health levels, by determining the agent or type, class, concentration, and dosage of chemical exposure. It can also be used as a screening and survey device. This meter is used by several of the regional Hazmat teams, and personnel are familiar with the operability.
The Mesa Fire and Medical Department and Purchasing recommend awarding the contract to the sole source vendor, FarrWest Environmental Supply, Inc., at $39,517.63. This purchase is funded by the Urban Areas Security Initiative Program - Rapid Response Team Grant. *4-k
21-0803 One-Year Term Contract for DNA Crime Lab Supplies for the Mesa Police Department (Sole Source) (Citywide)
The Biology Unit of the Forensic Services Division completes DNA analysis of samples from criminal investigations conducted by the Mesa and Gilbert Police Departments.
These supplies enable the division to process evidence and conduct forensic DNA testing for criminal investigations.
Supplies include reagents and consumables (plastics) to determine the quantity of DNA present, to make copies of the DNA, and to detect the DNA on genetic instruments.
The Police Department and Purchasing recommend authorizing the purchase using the sole source vendor ThermoFisher Scientific at $60,000 annually based on estimated usage, with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index. *4-l

The compressors and dryers are critical pieces of equipment used by Forensic Services to process evidence.

This contract will provide biochip kits for drug testing for Mesa’s forensic laboratory. The Police Department and Purchasing recommend awarding the contract to the sole source vendor, Randox Toxicology, at $140,000, based on estimated usage. *4-n
21-0839 Dollar-Limit Increase to the Term Contract for Traffic Control Sign Materials and Sign Imaging for the Transportation Department (Citywide)
This contract provides reflectorized sign sheeting, acrylic colored film and protective overlay film.
These materials are used to fabricate traffic control, street name, and wayfinding signs that are installed and maintained throughout the City.
The signs are fabricated out of aluminum or acrylic plastic substrates with directly applied transparent and opaque films, suitable for both daytime and nighttime visibility.
The Transportation Department and Purchasing recommend increasing the dollar-limit with Safeway Sign Company, by $24,300 for Year 4, from $235,700 to $260,000 annually; by $49,300 for Year 5, from $210,700 to $260,000 annually; and with an annual increase allowance of up to 5% or the adjusted Consumer Price Index. *4-o

21-0756 Endorsing the creation of the Don Jo Acres Irrigation Water Delivery District that is generally bound by West 7th Street on the north, West University Drive on the south, North Alma School Road on the west, and North Westwood on the east. (District 1)
The formation of an irrigation water delivery district allows the District to make improvements and perform maintenance and operations of their irrigation system.

Thank you for your continued support of the Greater Phoenix Economic Council (GPEC). Your community’s partnership with GPEC in advancing the region’s economy is invaluable and we look forward to working with you in the coming year.
The first meeting of the Board for fiscal year 2022 is on September 16, 2021, during which the new slate of officers and directors will be adopted by the Board. Directors of the Board hold office for a term of one year. In accordance with GPEC’s bylaws, a city or town having a population of 500,000 or more but less than 1 million may have five representatives on the Board, who shall be nominated by the mayor of that city.
Due to the recent population increase, the City of Mesa is permitted two additional seats. As such, the City of Mesa may have five representatives on the Board, one of which may be an elected official.
We encourage achieving a board with diverse perspectives and believe it is critically important. With a diversity of experience and expertise, we are strategically positioned for the future, manage risk, make pragmatic decisions, and take full advantage to attract opportunities. A diverse board has a stronger capacity to attract and retain talented board members - as well as to be in touch with community needs.
GPEC’s Board of Directors meets four times annually during the months of September, January, March, and May.
GPEC directors are also encouraged to participate on leadership councils, partake in the Ambassador program, and attend GPEC hosted events.
By July 23, 2021, please submit your nominations for the Board, in order of preference, for the Nominating Committee to consider.
You may submit up to three candidates per allotted seat. We request that you make a reasonable effort to nominate individuals who meet the following qualifications as set forth in Section 2.4 of the GPEC bylaws:
