BEIJING, March 17 (Reuters) - Dozens of foreign CEOs will visit Beijing this month for a flagship development conference where some are expected to meet President Xi Jinping, according to a draft agenda and three sources familiar with the matter.
The annual China Development Forum will take place on March 23-24 at Beijing's Diaoyutai State Guesthouse, two sources told Reuters.

Honeywell Awarded Contract To Deliver AUKUS Submarine Industrial Base Pilot Program

AUKUS program will focus on technology transfer that will help build the submarine supply base in Australia

Honeywell (NASDAQ: HON) today announced it has been awarded a contract to deliver the AUKUS Submarine Industrial Base (SIB) pilot program. For this program, Honeywell will establish an enhanced security framework that will underpin a safer, more secure, reliable and effective technology transfer to activate Australian Industry to support the conventionally armed, nuclear-powered Virginia–Class Submarine production, sustainment, and operational readiness. The contract was awarded by BlueForge Alliance on behalf of the AUKUS Acquisition and Integration Office of the U.S. Navy.

The AUKUS enhanced trilateral security partnership between Australia, the United Kingdom, and the United States was announced in 2021 and is designed to support security and stability in the Indo-Pacific region. The partnership strengthens the combined industrial capacity of the three countries, with increased cooperation making trilateral supply chains more robust and resilient.

One of the priorities for the AUKUS partnership is to develop the nuclear stewardship required to grow Australia’s ability to secure the supply chain for the Virginia–Class Submarine programs. This will involve a network of suppliers and partners powered by a local workforce of more than 30,000 people in Australia and 100,000 in the United States. Following the contract award, Honeywell will support the AUKUS SIB pilot program team by establishing a secure network of suppliers and partners to support production and operation submarine fleet.

GE Aerospace Secures $5Bn USAF Contract for F110 Engines

GE Aerospace (NYSE: GE) announced today an Indefinite Delivery/Indefinite Quantity (IDIQ) contract from the U.S. Air Force valued up to $5 billion. This contract supports Foreign Military Sales (FMS) for F110-GE-129 engines, which power F-15 and F-16 aircraft operated by allied nations worldwide.

The GE Aerospace F110 engine has more than 11 million flight hours under its wing, the most thrust in its class, and recently celebrated a milestone of 40 years of continuous production and improvement. Through this latest agreement, GE Aerospace reaffirms its commitment to supporting U.S. Air Force partnerships and enabling operational readiness for F-15 and F-16 platforms globally.

In July 2022, State OIG offered fourteen
recommendations to improve the management of

$164 million worth of nonexpendable U.S.
government personal property at Embassy Baghdad

> Of the fourteen recommendations offered, eleven have been
fully implemented, strengthening Embassy Baghdad’s
management processes and oversight for the Personal

> State OIG inspections continue to pay off long after
reports are issued. 

Recent examples of funds put to
better use at U.S. missions and embassies include:
• $731,939 was put to better use by Embassy
Brussels following our 2023 report (ISP-I-23-11)
which recommended reprogramming information
management positions to ICASS-funded positions.
• $85,020 was put to better use by Embassy Abuja
after our 2023 report (ISP-I-23-09) identified
overdue travel advances which were subsequently
cleared.
• $75,556 was put to better use by Embassy Warsaw
after our 2024 report (ISP-I-24-18), identified excess
inventory of nonexpendable property, which was
subsequently auctioned.
• $49,433 was put to better use by Embassy Kuala
Lumpur after inspectors recommended a review of
unliquidated obligations without activity for more
than one year.

the potential of up to $109,000 in invalid

summarizes U.S. Government support to Ukraine and
the broader response to Russia’s full-scale invasion,

NOTABLE OPEN RECOMMENDATION
In the September 2016 report, Audit of the
Department of State Travel Card Program
(AUD-CGI-16-48), State OIG found that by failing to
ensure that Department-issued travel card holders use
the charge card for all travel-related expenses, the
Travel Card Program may have indirectly reduced the
Department’s sales refund. 

For demonstration
purposes, OIG highlighted one category of official
travel expenses: total lodging expense paid for
Department travelers from October 1, 2013, through
March 31, 2015. 

If 100% of the $118 million in
expenses had been applied to Department-issued
travel cards, the Department could have earned up to
$47,291 in sales refunds. 

OIG recommended that the
Bureau of the Comptroller and Global Financial
Services (CGFS) develop and implement split
disbursement procedures as required by the Office of
Management and Budget for all Department-issued
travel card holders. 

In response, CGFS funded a project
to develop and implement split disbursement
procedures, but halted implementation in anticipation
of a planned transition to a travel service application,
ETSNext, in February 2027. 

As a result, CGFS remains
without split disbursement procedures more than 8
years after OIG issued its recommendation.
