PUBLIC NOTICE OF PUBLIC HEARINGS: Proposed Annual Action Plan FY20/21 + Five-Year Consolidated Plan 2020-2024

Another one of those public hearings nobody ever pays attention to????
This was posted late in the day yesterday - on a Friday when Holidays are the main preoccupation and everyone is suffering from information overload. The City of Mesa is hosting two meetings to provide information and get public input about the proposed 2020-2024 Five Year Consolidated Plan and a proposed Annual Action Plan for fiscal year 20/21 regarding community needs and funding priorities.
The meetings will be held:
  • Thursday, Jan. 9 at Catholic Charities Care Campus, 466 S. Bellview, Mesa 85204
  • Monday, Jan. 13 at Mesa Fire Department Station 220, 32 S. 58th St., Mesa 85206.
  • Both meetings begin at 6 p.m. 
The City is required to submit a multi-year Consolidated Plan and Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD) to receive funds from the following programs:
  • Community Development Block Grant (CDBG),
  • Home Investment Partnerships (HOME),
  • Emergency Solutions Grant (ESG)
  • Housing Opportunities for Persons with AIDS (HOPWA). 
The Consolidated Plan is a comprehensive planning document that identifies the City's overall needs in housing and community development for low and moderate-income residents and outlines a five year strategy to address those needs. 
The Annual Action Plan contains the City's short-term goals and strategies, including specific activities recommended for funding under the CDBG, HOME, ESG and HOPWA programs.
The funds are used to help qualifying residents and assist in the prevention or elimination of slum or blighting influences. 
The meeting will also allow for comment on the Analysis of Impediments, a review of impediments or barriers that affect the rights of fair housing choice.
The analysis is required by HUD as a condition to receive funds from the CDBG program.
