On Monday, President Joe Biden ordered federal assistance to Guam, authorizing the Department of Homeland Security and the Federal Emergency Management Agency to coordinate disaster relief efforts.
"FEMA is authorized to identify, mobilize and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency," the White House statement said. "Emergency protective measures, limited to direct federal assistance, under the Public Assistance program will be provided at 75% federal funding."
The Joint Region Marianas, Naval Base Guam, Andersen Air Force Base and the Marine Corps Base Camp Blaz will also stand at Tropical Cyclone Condition of Readiness as of Tuesday afternoon, officials said. . ."

Mawar now a super typhoon with potential for 'direct hit'
"It’s now Super Typhoon Mawar and it's already predicted to be a potentially catastrophic and devastating event for Guam.
The storm is a strong category 4, low-end category 5 storm, with potential to intensify.
As of 7 p.m., the Guam National Weather Service reported the storm strengthened with maximum sustained winds increasing to 155 mph..." KUAM News
Typhoon Mawar in the western Pacific Ocean is moving toward the U.S. territory of Guam and the Mariana Islands. On Saturday, was the equivalent of a tropical storm, and now is a CAT 3 with sustained winds to 110 knots (127 mph). Residents of Guam are bracing for impact from Mawar on Tuesday. Remember, the category of the storm only speaks to wind strength and not the additional threats the storm may bring. By Wednesday afternoon as the center passes near the island, winds could be CAT 4 strength up to 140mph.
We would refer to this system as a hurricane here in the United States. However in the Western Pacific, these are referred to as Typhoons. It's the same thing. Because this is in the Northern Hemisphere, the typhoon swirls in the same direction as our hurricanes, counter-clockwise. As a result, a Typhoon WARNING has been issued for Guam and a tropical storm warning for the Mariana Islands. People on the islands are being urged to rush preparations to completion. Storm surge could be up to 30 feet which would be devastating for the island nation.
