BIG FAIL >> Million$ $pent on Education That Fail$ Arizona $tudent$

More than 60 percent of Arizona students in most grade levels failed the state’s Common Core-based standardized test.
About two-thirds of the state's students failed the reading and math portions of the test last year, the first time it was administered.

This year, statewide reading and math scores in most grades increased by single digits. Test results in eighth-grade reading and math and 10th- and 11th-grade English language arts declined compared with last year.

"These are new, difficult tests that require students to think, ???? not memorize and regurgitate," said Joe O'Reillyn[seen in the image to the the right from a Rotary Club meeting last year], executive director for student-achievement support at Mesa Public Schools.
O’Reilly, executive director of Student Achievement Support from Mesa Public Schools and former president of the National Association of Test Directors, explained how AzMERIT performance levels were set.
The Arizona Department of Education had teachers develop Performance Level Descriptors, detailed descriptions that describe the skills and abilities that students must demonstrate for each performance level. Descriptors include four levels ranging from Minimally Proficient to Highly Proficient.
Teachers reviewed the Performance Level Descriptors, established the cut points and came to a consensus. The State Board of Education accepted the teachers’ recommendations with no changes,

  • Eighth-grade state math scores had the sharpest decline — 8 percentage points. This year, 26 percent of eighth-graders passed the math portion, down from 34 percent last year. 
  • Elementary students, particularly those in grades 3-5, maintained the highest passing rates in the state. Those were the only grade levels this year to have overall proficiency rates higher than 40 percent in reading and math.
  • Third-grade reading scores remained stagnant at a 41 percent passing rate. More of the state's third-graders — about 45 percent — scored in the lowest performance level of "minimally proficient" than in 2014-15.

    Eric Jay Toll had this to say [excerpts] recently in this report from Phoenix Business Journal
    • In the first months of 2016, CEOs of seven of the nine companies making major moves into the Valley said they saw Arizona as a staging platform for trade into Mexico and then to the rest of the globe. Mexico has trade agreements with 46 countries, some of which do not have agreements with the U.S. Moving U.S. products through Mexico provides access to those 18 additional countries, according to ProMexico, the Mexican economic development authority.
    • Ducey, a Republican governor, faces a challenge with both candidates disparaging the Trans-Pacific Partnership trade agreement and expected Republican presidential nominee Donald Trump proposing to build a wall between the U.S. and Mexico.
    • The governor was at the event to meet with Mexican secretaries of foreign affairs, agriculture and the economy. He and Sonora, Mexico, Gov. Claudia Pavlovich will be signing memoranda of agreements between the two states.

    I’ve been reading the blog 5 Kids 1 Condo for, I think, about a year now. It’s written by Adrian Crook who is a single dad of 5 kids, living in a 2 bedroom condo in downtown Vancouver. And his blog is about just that.
    A few days ago he posted a video of himself speaking at a public meeting in support of a new purpose-built rental building at 18th and Commercial Drive in Vancouver. The proposal includes 110 secured market rental units; 37% of which will be 2 or 3 bedroom apartments. (More information on the project, here.)
    It’s rare to see people come out in support of a project at a public meeting. Usually people only show up when they’re grouchy and upset. So today I’d like to share his speech (click here if you can’t see the video below).

    At last night's Vancouver City Council meeting, I spoke in favour of a development that would add 110 secured rental housing units at 18th and Commercial, 37% of which would be 2 and 3 bedroom units (the city only requires 25%).
    Vancouver needs more secured rental housing for families as freehold ownership of nearly any type of built form - home or condo - is now a pipe dream for most of us. Purpose-built rental housing (not private landlords) are one of the few remaining ways to achieve housing security.

    The contract was awarded during the fourth quarter of Harris’ 2016 fiscal year.

    MAG Welcomes New Officers, Launches 50th Anniversary Celebration

    PHOENIX (June 23, 2016) — Helping make businesses export ready is a key goal of the new chair of the Maricopa Association of Governments (MAG).
    At its Annual Meeting yesterday, the MAG Regional Council elected Phoenix Mayor Greg Stanton to lead the organization as chair over the coming year. Other officers selected during the MAG Annual Meeting held last night include Buckeye Mayor Jackie Meck as vice chair and Queen Creek Mayor Gail Barney as treasurer.
    No other organization is better suited to make a regional impact on exports than this one,” Mayor Stanton said of MAG during a Passing of the Gavel ceremony. “We don’t fit neatly into anyone else’s jurisdiction, so let’s make a positive change. Let’s become more relevant than ever before by taking our services directly to businesses, and let’s help build a more regional export-based economy,” he said.

    Specific proposals outlined by the mayor include:
    • Expand Phoenix’s successful ExporTech program by hosting a regional “exporting boot camp.” ExporTech is administered by the Arizona Commerce Authority (ACA) to help “export-curious” businesses become “export-ready.”
    • Host a regional export and trade summit. MAG would partner with Metro Phoenix Export Alliance, the Global Chamber of Commerce, ACA, Consulate offices, and stakeholders. The summit would help keep the region on track with regional goals to double global exports by 2025.
    • Team with the Pima Association of Governments to recognize “innovative and inspiring” export success stories through a new “Sun Corridor Global Excellence Award.”
    Stanton also will work to be more strategic in attracting foreign capital to our region. “We can define the target industries we most want to attract. We need to look at not only the most profitable industries, but also the industries that are the best fit for our region. Companies that share our values and have more than just a financial interest in seeing our region succeed,” he said.

    About MAG:
    MAG is a Council of Governments and Metropolitan Planning Organization that provides a regional forum for discussion, analysis, and resolution of regional issues, including transportation, air quality, economic development and human services. MAG prepares the 20-year Long Range Transportation Plan and five-year Transportation Improvement Program for the region.
    Founded in 1967, MAG will celebrate its 50th Anniversary on April 12, 2017.
    “It’s important to celebrate MAG’s 50-year legacy, but we must also adapt and innovate as an organization. I will continue to pursue MAG’s signature efforts to improve our air quality and make our region more climate resilient, to create the most forward-thinking regional transportation system in the nation, and to help support cutting-edge efforts to fight domestic violence in our communities,” he said.

    Officers are elected for one-year terms. Mayor Stanton will lead the organization for the next year and will preside over the MAG Executive Committee. The Executive Committee serves as MAG's finance committee and holds many administrative responsibilities, such as amendments to the budget and contract selections.
    Mayor Stanton has served on the MAG Regional Council and on the MAG Executive Committee since 2012, serving first as treasurer and then as vice chair. He also currently serves on the Transportation Policy Committee and the Economic Development Committee.
    In addition to the officers noted above, those nominated to serve as at-large members for the MAG Executive Committee are El Mirage Mayor Lana Mook, Glendale Mayor Jerry Weiers, and Tempe Mayor Mark Mitchell. Scottsdale Mayor W.J. “Jim” Lane remains on the committee as past chair.

    Also during the Annual Meeting, Mesa Mayor John Giles was elected to serve as chair of the MAG Transportation Policy Committee, and Avondale Mayor Kenneth Weise as vice chair.
