Question 1 Home Rule

Home Rule Question 1
Home Rule or Locally Controlled Alternative Expenditure Limitation allows the City of Mesa to maintain local control of the annual budget amount and determine the necessary expenditure limitation while remaining within available revenues and resources (i.e. maintaining a balanced budget).
The City has had a Home Rule expenditure limitation option in effect since FY 2000/01.
Renewal of Home Rule in November 2018 would be effective through FY 2022/23. Without the Home Rule option, the City would be subject to the State Expenditure Limitation which is based on the budget set in FY 1979/80 adjusted for inflation and population.


This would result in the City having to cut approximately $200M from the 2019/20 budget which represents 42% of the General Fund impacting every City department including public safety.

La Regla de Autogobierno o Alternativa al Límite de Gastos Controlada Localmente permite a la Ciudad de Mesa mantener el control local sobre la cantidad del presupuesto anual y determinar el límite necesario de gastos mientras que retiene dentro de la misma los ingresos y recursos disponibles (ejem.: manteniendo un presupuesto balanceado). Desde el año fiscal 2000/01 la Ciudad ha tenido en vigor una opción de limitación de gastos de la Regla de Autogobierno.
La renovación de la Regla de Autogobierno en noviembre de 2018 estaría vigente hasta el año fiscal 2022/23. Sin la opción de la Regla de Autogobierno, la Ciudad estaría sujeta a la Limitación de Gastos del Estado que está basada en el presupuesto establecido en el año fiscal 1979/80 ajustada por la inflación y la población. Esto resultaría en que la Ciudad tenga qué recortar aproximadamente $200M del presupuesto de 2019/20 lo cual representa el 42% del Fondo General impactando a todo departamento de la Ciudad, incluyendo seguridad pública.

Question 2 Public Safety Sales Tax

Public Safety Sales Tax Question 2 ($25.M annually) 
The Public Safety Sales Tax question would increase the City’s retail sales tax by .25% bringing the total City rate to 2.0%. This would put Mesa’s retail tax rate in the lower 50% of the valley municipalities. The revenues generated by the additional sales tax would go towards hiring new police and fire/medical personnel as well as ongoing expenses related to those positions. The funds would be allocated as follows:
Police Department – ($15M) – 65 positions and related expenses
Fire and Medical Department – ($10M) – 45 positions and related expenses

This question seeks authorization for the City to expend public funds greater than $1,500,000 to construct or aid in the construction of the Mesa Plays Youth Sports & Events Complex on City-owned land which may consist of a multi-purpose facility, lighted multi-purpose fields with seating, and related improvements.
The question deals specifically with the construction of tournament soccer fields at a cost of $30.0M and would be paid for primarily with bed tax, sales tax and concession revenues generated by the complex.

Filling In The Old Donut-Hole With A New Reclamation Project

Here's the latest attempt by your City of Mesa government for a public plaza with a water feature and a seasonal ice skating rink to take the place of an asphalt-heat island parking lot right next to the monstrously ugly uninspiring piece of bad architecture  8-story Mesa City Hall on Main Street across from the International Design Award-Winning Mesa Arts Center at the Center/Main Light Rail station platform. It's a mini-billboard promotion for a proposed bond project.

Your MesaZona blogger is puzzled seeing a sign behind City Hall Plaza for a landscape "revitalization" funded by a conversion grant from the Bureau of Reclamation > > > > Was this land contaminated or toxic sometime before to qualify for a conversion grant with remediation in the form of the scant landscaping on the perimeters on the north side parking lots behind City Hall fronting on Pepper Place? Mebbe it's a far better idea to either demolish ugly City Hall or convert it to luxury condos for those real estate speculators who can make millions in private wealth-creation??? 
This new Proposed Bond Project now in a big public relations push to get voters to approve the proposition for the 2018 General Election is a foil for the scheme to trick voters to approve $75,,000,000 in financing for the new construction of one 120,000 sq ft building on the other side of the parking lot aka "Public Plaza"  programs from ASU. ASU can well afford to finance its own new building, without hikes in transaction TPT sales taxes and utility fees
Two years ago VOTERS REJECTED IT. Let's just re-package that  $200,000,000 screw-up scheme for an satellite ASU campus on that parking lot space and say it's a "public plaza" --- is that what you see in the conceptual rendering by Perlman Architects for the proposed one building on a tree-lined public plaza??????????????
Before these schemes in 2018 and 2016 here was another for City Center circa 2014. The problem? They didn't know how to finance it, but take a look at all the plans for buildings in the parking lots next to and behind City Hall from Main Street to Pepper Place and 1st Street. . . and you might as well take a look on adjacent proposals east of Centennial Drive also at the bottom right-hand corner - there's land parcel there of three or more buildings ripe for development.

Mesa Police Caught-On-Cam Again: Use of Force Tactics

Just a few hours ago, a video posted on social media has once again gone viral. 
Perhaps we should all worry about public safety when all these incidents of force and excessive use-of-force and an officer-involved shooting resulting in the killing of Daniel Shaver more than two years ago. The public is losing trust in these strings of stories documented on police body cams that have also brought the FBI to review a number of cases. Some people may have second thoughts about approving a proposition on the November 2108 General Election ballot named Yes2Public Safety when members of public are seen in compromising cam videos, like this one of the most recent incident uploaded by Partners In Justice yesterday:

Antoya Wilson was stopped for driving with a headlight out.
Her vehicle smelled of marijuana and the Mesa Police turned it into a DUI stop.
She refused a blood test, but suggested a swab/urine test.
The Mesa Police Department did not like that.
During this altercation Officer Sandor Binkley punches the woman in the face repeatedly.
They then go and take Mrs. Wilsons blood without her permission.
This isn't the first time The Mesa Police Department has be proven to use excessive force and violate a persons rights.
