Mesa City Council May 17 + May 20 2021,,,What day was it?? What did they do?

All dressed up, some with new clothes and/or hairdos fluffier than before, all spiffed-up in some kind of new 'dress code' with shirts-and-ties for the guys - grabbing each other lines and all competing for some screen-time.
The only things that appear transparent are those Plexiglas safety screens that City Manager Chris Brady taps on at the end of the brief "Study Session" on Thursday, saying "These will soon go."
He also announces there will be a closed-door EXECUTIVE SESSION.
Why the Thursday session 07:30 a.m. was so short (less than 10 minutes) can be explained by the scheduling of a committee meeting in the same place at 08:00.

   Approving and authorizing the City Manager to enter into a Development Agreement and Sustainable Water Service Agreement with Redale LLC, for the development of approximately 396 acres of property generally located at the southeast corner of Elliot and Ellsworth Roads. 
The Agreements facilitate the phased development of a large data center that will generate economic benefits to the City of Mesa and authorize the development to be a MLM Customer (large water customer) under Title 8, Chapter 10 of the Mesa City Code.
