The Office of Management and Budget's (OMB) mission is to ensure the effective and efficient use of resources in order to sustain the delivery of quality services for the residents of Mesa.
The Office of Management and Budget develops and manages the annual operating budget and the five-year capital improvement program.
> It forecasts city-wide revenues, expenditures and fund balances; conducts special projects; and administers the City's performance excellence, which provides process improvement, performance management and strategic planning services to city organizations.
In addition, OMB is home to the Management Analyst Team, which recruits talented professionals interested in a career in public service.

The City of Mesa’s Management Analyst Team is designed for promising professionals that are interested in a career in public service. This is a permanent position that provides career development in local government while allowing individuals to develop and strengthen professional skills. This multi-year program is an opportunity to gain valuable experience in local government management and finance.
Management Analysts start in the Office of Management and Budget (OMB) helping to develop and manage the components of the City’s budget. After one to two years in OMB, Management Analysts spend the next two years rotating through various City departments and providing management assistance. Successful completion of the program may result in placement of the Management Analyst into another position within the City.
Spencer Houk
Spencer was born and raised in Sun Prairie, Wisconsin. He received his Bachelor(s) of Science in Public Administration and Political Science from the University of Wisconsin-Stevens Point. Somewhere along the way, Spencer developed a passion for local government and proceeded to earn an MPA from Missouri State University with an emphasis in Local Government Management.
Prior to serving the City of Mesa he interned for the City of Waupaca (WI) as a Management Intern, Town of Rib Mountain (WI) as a Planning and Zoning Intern, and the City of Republic (MO) as a Community Development Intern.
With the City of Mesa, Spencer has completed rotations within OMB on the Operations and Capital Improvements Project teams and served as the budget analyst to Development Service and City Clerk. He has worked with several City departments, including: Arts and Culture, Fire and Medical, Police, Development Services, and Transportation. He currently serves in a Project Management role for Mesa Fire & Medical and is also assigned to the Mesa Police Department.
Rachel grew up in Joliet, Illinois. She received a Bachelor of Arts in Sustainability from Arizona State University with a minor in Urban and Metropolitan Studies. Rachel continued her education by becoming a Marvin Andrews Fellow and earning a Master of Public Administration degree with a concentration in Urban Management and at ASU.
While in graduate school Rachel had the pleasure of serving the City of Phoenix Housing Department where she created a project management tool to track a newly awarded HUD grant, developed interactive community engagement tools, and promoted multimodal transportation options in the Edison-Eastlake community. While working as a management intern with the Alliance for Innovation Rachel did research on the use of artificial intelligence (A.I.) in local government with ASU’s Center for Urban Innovation. Her research and writing on A.I. is now featured in a Brookings Institute article. She also worked as a Management Intern in the Scottsdale City Manager’s Office where she met with stakeholders to develop management policies and managed the administration of Scottsdale’s biennial citizen survey.
Since joining the City of Mesa, Rachel has completed one budget cycle with the Capital Improvement Projects Team where she was the project manager for the creation of the City’s new Capital Project Explorer website (cip.mesaaz.gov) and assisted with the development of Mesa’s 8-year Capital Improvement Plan. She is now working with the Forecast Management team. She is currently preparing the utility rate book, facilitating process mapping meetings for the City’s Asset Management Project, and completing her certification in Performance Excellence.
Haylie Smith
At the University, she engaged with her community as a peer leader, research assistant, and outreach coordinator in the Body Project. Research Haylie conducted in this eating disorder prevention and body acceptance program is published in a psychological journal. She then took her passion for helping people to the public sector. Haylie interned with her hometown of Prescott in the areas of Fire, Economic Development, Communications, and Tourism.
Since joining the City of Mesa, she has completed a rotation on the Operations Team and started her rotation on the Capital Improvement Projects Team. Haylie is now on a rotation in the Parks, Recreation, and Community Facilities Department.
Ethan Gaye
Ethan was born and raised in Providence, Rhode Island. He earned his Bachelor of Social Work from Rhode Island College in 2013, where he was also a collegiate athlete. He then earned his Master of Public Administration from Arizona State University in 2015.
Ethan has a wide variety of experiences. During his undergraduate senior year, Ethan created an Academic Advising program for student-athletes and “at-risk" students at a local high school. Due to the success of the program, he was afforded the opportunity to present the program design and results to the Providence Public Schools District. His professional experience includes working as a Health Educator at Catholic Charities Community Services and as a Sr. Financial Analyst with the Arizona Department of Economic Security. As a Sr. Financial Analyst, Ethan created a program to equip Financial Analysts with needed skills and to empower them to reach their potential and improve service delivery. He prepared and facilitated department-wide training presentations, and was also invited to be in the Process Improvement and Supervisory Development focus groups. Ethan is also a licensed Realtor with HomeSmart.
Since joining the City of Mesa as a Management Analyst, Ethan has been assigned to the Operations Team where he has worked on things such as the FY 20/21 Budget Book and Monthly Revenue Reporting. He has also led special projects such as writing a grant proposal for a city-wide Smart Metering project. Ethan is passionate about meaningfully impacting people, organizations, and communities.
Mikayla Cutlip
Mikayla received her Bachelor of Science in Interior Design from NAU and then moved to Detroit, Michigan to work in construction project management and community impact work through the Challenge Detroit Fellowship.
She then returned to Arizona to earn a Master of Public Administration as a Marvin Andrews Fellow at ASU. During that time, she interned with the city manager’s offices in Scottsdale and Peoria, where she managed a redesign of budget interpretation documents and assisted in a citywide risk assessment.
At the City of Mesa, Mikayla works with the Center for Data and Performance on data analysis and governance where she applies her training in human centered design and Lean Six Sigma methodology to improve service delivery.
