A FEW GUIDELINES Mesa City Council

  A few guidelines for attending Mesa City Council meetings to help maintain a safe, accessible and orderly meeting environment for everyone.

Here’s what to know:
• Speakers for “Items from Citizens Present” will be selected at random (up to 3)
• NEW: Signs, flags, banners, posters, placards and other held or carried display materials are not permitted inside City Hall or during public meetings.
• Bags must follow our limited bag policy (Clear plastic, vinyl, or PVC bags up to 12″ × 6″ × 12″ and small clutches allowed)
• Basic attire is required (top, bottom, shoes)
• Certain activities like solicitation and leafletting are not permitted inside City Hall or near entrances
• Individuals speaking on an agendized item who wish to use presentation materials must submit them to the City Clerk's Office (20 E. Main Street) at least one business day before the meeting.



Effective July 9, 2026: City Hall’s meeting guidelines have been updated to support safe, accessible and orderly public meetings. Signs ARE NOT permitted inside City Hall or during public meetings held at City Hall.
The "No Shirt" rule was explicitly highlighted in a newly implemented dress code forThis update followed a period of heightening tensions and disruptions during public comment periods. Local outlets like EastValley.com noted that the city felt compelled to explicitly remind attendees to wear pants, shirts, and shoes. [1, 2]
New Mesa City Council Rules & Policy Changes
  • Explicit Dress Code: Visitors are now strictly required to wear basic attire, explicitly defined as a top, bottom, and footwear (such as a shirt, blouse, pants, shorts, skirt, and shoes). []
  • Ban on Signs: All signs, flags, banners, posters, and placards are banned inside City Hall and during public meetings to prevent attendees' views from being blocked. []
  • Public Speaking Lottery: Following intense council meetings where protesters disrupted proceedings, Mesa shifted its "open mic" format to a randomized lottery system, selecting only three speakers to address the council on non-agenda items. [1]
  • Protest Restrictions: Activities like protesting, petitioning, and leafletting are restricted inside City Hall and must stay clear of entrances and parking lots. []
