The following are my recommendations for appointments to City of Mesa Advisory Boards and Committees.  
Economic Development Advisory Board – Nine-member board plus up to six exofficio members including new appointments. 

Jennifer Zonneveld, (ex-officio) District 5. Ms. Zonneveld is the Director of Business Development at Northrop Grumman. She has more than 20 years’ experience in engineering, program management and business development. She earned a Bachelor’s Degree in Mechanical Engineering from Pennsylvania State University and an MBA from Arizona State University. She holds two US Patents and is a member of the Society of Women Engineers.  

Housing and Community Development – Eleven-member board including new appointments.    Dr. Nicolle Karantinos. District 5.

Dr. Karantinos is a Realtor with Realty Executives.

She has an extensive background in education as a Spanish Teacher, Assistant Principal, Director of STEAM and Chief Academic Officer. She earned a Bachelor’s Degree in Spanish and Communication from University of Northern Iowa, Master’s Degree in Secondary Education from Northern Arizona University and a Ph.D. in Educational Administration and Supervision from Arizona State University. Her term expires June 30, 2023.

Title: Mesa City Center - Fourth Guaranteed Maximum Price (GMP) - The Plaza @ Mesa City Center (District 4) This GMP is the fourth of the series of GMP’s relating to City Center work. It is the sole GMP for the Plaza @ Mesa City Center project. The scope of work includes all work needed to construct the proposed Plaza @ Mesa City Center site. Staff recommends awarding the contract for GMP No. 4 to the selected Construction Manager at Risk, DPR Construction, in the amount of $6,687,956, and authorizing a change order allowance in the amount of $318,474 (5%), for a total amount of $6,711,996. This project is funded by the 2018 General Obligation Bonds and the Capital General Fund.

RESOLUTION NO.  ___________   
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MESA, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE CITY MANAGER TO OBTAIN INSURANCE FOR THE CITY INCLUDING PROPERTY, LIABILITY, CYBER RISK, AND AVIATION INSURANCE AND AUTHORIZING ADDITIONAL INSURANCE PURCHASES AND RENEWALS.   
WHEREAS, the City obtains insurance for the City of Mesa through the City’s Property and Public Liability Trust Fund (“PPL Trust”) including property, liability, cyber risk, and aviation insurance annually in November of each year; and the City contracts with an experienced, national broker (“City’s Insurance Broker”) to assist and represent the City in procuring and selecting such insurance.    
WHEREAS, these insurance policies for municipalities generally can only be purchased on an annual basis with annual renewals.  
WHEREAS, Council previously authorized (in Resolution No. 11429) obtaining insurance with up to four additional years of renewing the insurance if the renewal rates were within certain parameters stated in the Resolution; and this year’s renewal was not within such parameters so Council action is needed to obtain insurance. 
WHEREAS, obtaining insurance for municipalities has become more complex and challenging in the last several years and obtaining or renewing insurance occurs near the renewal period or at other times of the year when additional policies may be needed; and therefore, Council finds it is appropriate to authorize the City Attorney and City Manager to purchase and renew insurance coverages (including the ability to change carriers, to add additional insurance or excess layers of insurance, to modify coverage amounts, and to modify deductibles as appropriate or as needed) with PPL Trust funds for the benefit of the City as provided in this Resolution.    
 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MESA, COUNTY OF MARICOPA, ARIZONA, AS FOLLOWS:  
Section 1: That the City Manager, or his designee, is authorized to enter into the new insurance agreements for property, liability, cyber risk, and aviation insurance coverages as recommended by the City Attorney’s Office; and that the City Manager and City Attorney are further authorized for the calendar years of 2020 and 2021, through the use of and with the recommendation by the City’s Insurance Broker, to purchase and renew insurance coverages (including the ability to change carriers, to add additional insurance or excess layers of insurance, to modify coverage amounts, and to modify deductibles as appropriate or as needed) with PPL Trust funds for the benefit of the City.  
 Section 2: That the City Manager, or his designee, is authorized for the calendar years of 2022 through 2024 to enter into new annual insurance agreements including insurance for property, liability, cyber risk, and aviation insurance coverages that are recommended by the City Attorney and City’s Insurance Broker if the rates for such insurance coverages do not exceed the previous year’s rates for a specific coverage/policy by more than 5% and/or the premium for such insurance coverages does not exceed

A renewal that exceeds such an increase may only be renewed upon City Council approval.

Study sessions of the 7-member board are not viewable nor are they streamed - that's an information gap for some unexplained reason.
What we do have are only so-called "Approved Minutes" that are submitted by Kusi Appiah (seen in the image to the left), as "Nana K. Appiah, AICP, Secretary Planning Director" - who is not the City Clerk usually in charge of providing "Approved Minutes".
Whether they are accurate and reliable as the acceptable public record is open to question. . .

1. Call meeting to order. 
Chair Astle declared a quorum present and the meeting was called to order at  3:00 p.m. 
2. Review items on the agenda for the August 26, 2020 Zoning Board Hearing

3. Receive and discuss a presentation on proposed text amendments to the Mesa 2040 General Plan including, but not limited to, Chapter 7 (i.e. Community Character Areas) and 16 (i.e. Plan Implementation and Amendment).
Planning Director, Nana Appiah, stated that staff previously discussed this item with the Board and made a presentation to the City Council in February. He further stated that the City’s General Plan requires staff conduct a 3-year evaluation of the General Plan and make recommendations to Council of any possible changes to the Plan. This requirement allows the City to continue to move towards achieving the goals of the General Plan. This year staff conducted the 3-year evaluation in

association with the annual report of the General Plan.   Through the evaluation, staff identified several issues to be addressed in the General Plan to allow the City to keep moving in a direction consistent with the goals of the community.  Through the evaluation process staff received feedback from other city departments as well.  
Senior Planner, Rachel Prelog, presented the proposed text amendments to the Mesa General Plan including, but not limited to, Chapters 7 and 16

The General Plan is the guiding policy document of the city that guides its physical development.  It also fulfills the requirement of state law and of the City charter.  As part of the comprehensive review, staff may make recommendations to policies and implementation tools. 
During this review, staff identified two areas for improvement, specifically Chapters 7 and 16 of the Plan.   Ms. Prelog stated Chapter 7 of the General Plan relates to community character with the purpose of guiding land use policy within the City. 

 

Rather than focusing on individual parcels and specific land uses, the General Plan focuses on the character, look and feel of an area.  The goal is to create a sense of place and this chapter combines concepts of land use, building form, and intensity to define the character of an area. In the presentation,
Ms. Prelog showed the 8 different character areas contained within the General Plan. Ms. Prelog stated when staff presented to the Council in February, they shared data from the Maricopa Association of Governments of existing land use in Mesa compared with other valley cities.  Ms. Prelog further stated that while we may hear concern from the community regarding an overabundance of residential development and not enough commercial uses, that Mesa is actually well positioned within the land use percentages of other surrounding jurisdictions, and by comparison, does not have an over concentration of residential uses but it is critical to ensure commercial land use designations are protect from conversion to residential. 
Ms. Prelog stated that there has been a slight increase in the composition in single family uses since the 2017 data was review with Council.

COMMUNITY CHARACTER: A "Special Board Meeting" of the City of Mesa's Planning & Zoning Board Mon 11.09.2020

What gives a community something called character? That's A BIG QUESTION any way we we look at it. It takes more than less half-an-hour to agree on that complex item. For example, in the case of downtown Mesa some people might say it's historic, vibrant and exciting. At the same time others can say it's abandoned, neglected and distressed. Quite obviously "character" changes over time - downtown Mesa today is NOT the grid plan nor what Mormon prophet Joseph Smith had in mind for the original Original One-Square Mile.

Monday's meeting, with two board members absent, took place to approve and approve changes to the City of Mesa 2040 GENERAL PLAN in a remote Power Point Slide Presentation by Staff Planner Rachel Prolog. Some enterprising city legislators are narrowing the gap between cops and homeowners' cameras. A trial program is underway in Mississippi that would give police direct access to cameras, as Edward Ongweso Jr. reports for Vice. (h/t FourthAmendment.com]

On Tuesday, Jackson, Mississippi's city council signed off on a 45-day pilot program that would let police access Ring surveillance cameras in real time.

In partnership with technology companies PILEUM and Fūsus, the pilot program will run through the police department’s surveillance hub, the Real Time Crime Center, from which Jackson’s police department can stream Ring surveillance camera footage.

Mississippi City Trying To Turn Residents' Doorbell Cameras Into Law Enforcement Surveillance Network

"The Ring doorbell/camera has become a fixture of American life, thanks in part to Ring's partnership with law enforcement agencies. In exchange for steering people towards Ring's snitch app, the company has been giving deeply discounted doorbell cameras to police, who then hand them out to homeowners with the implied assumption homeowners will return the favor by handing footage over to cops any time they ask. . .

The police feel this would be a boon for their "Real Time Crime Center," allowing them to seamlessly access any footage instantly near scenes of reported crimes. According to the mayor, this is a net win for everyone, but it provides the most benefit to the local government, which won't have to spend money to purchase more CCTV cameras.

None of this is mandatory. Businesses and private citizens have to sign a waiver to grant the police real-time access to their cameras. But this move towards more pervasive surveillance comes at a strange time for the city, which recently took steps to limit local law enforcement's access to surveillance tech.

This may come as a surprise to those who remember that just a few months ago, Jackson was the first city in the South to ban police from using facial recognition technology.

That might explain why this surveillance hub isn't much of a hub at this point. According to Vice's report, there are only five private participants in this program. As for Ring, it's distancing itself from this co-opting of its cameras, stating that this isn't a Ring program and the company has had no participation in this program. And while that may be true in this case, the company hasn't been shy about pushing cameras on citizens via law enforcement and encouraging law enforcement to lean on recipients for camera footage.

This may not be Ring's doing, but that's always been the implicit promise of its hundreds of partnerships with law enforcement agencies: an expanded surveillance network that costs cops almost nothing. It hasn't always worked out the way Ring suggests it will, but this trial program makes it clear others will step up to create a network of their own if Ring can't or won't help out."
