Mesa City Council Calendar Year Wrap-Up

....and only one more meeting-to-go into the record books after December 10,2018 in three 4-day work weeks Monday-Thursday only until the New Year 2019.
Looks like a long stretch is ahead for The Holidays. Nice work if you can get it, huh?
Keep in mind that elected city officials are there to work for you - it's their job!
If you have no idea what's on the agenda for them, don't complain. Who's been naughty and who's been nice?

One of the things the Mesa City Council does is to spend your money; probably more than what you know. For example, just two days ago, there was an item on one of the study session's agendas (there were two agendas on 03 December so the council could have an extra week off) to spend over $_______ on traffic violations enforcement. They don't like to call it that, but there's a company located here in Mesa, American Traffic Solutions at Riverview, that could benefit from contracts that most of the public in other cities state-wide oppose . . . just in case you missed that one. After the Invocation and The Boy Scout-led Pledge of Allegiance, the mayor decides to pull out his own Youth Committee for recognition and a photo opp. Sounds like his voice hasn't recovered, and the silver-throated fast-talking Kevin Christopher reads all the items on the Consent Agenda. . . The council votes and that's that!

This is the upcoming Tentative Agenda Draft for the Mesa City Council meeting this coming Monday on December 3rd; there is no agenda or meeting details posted for the Study Session before that. There are 16 List items for Contracts to be awarded - one for over $8,000,000, as well as discussion if you ask to approve increases in spending limits on existing contracts. One of the contracts is Item 4-b at $425,000 annually for a 3-Year Contract to supply new uniforms for the Fire & Medical Department. Total contract award: $1,275,000. Item 4-a might be of interest - it's a Dollar-Limit increase in Year 4 of a contract for Industrial Supplies city-wide, noting that "Water Resources expenses were unusual this term with $60,000 more needed before 12/31/2018 on that one Item.

These are underlying agreements made before to permit two new Master-Planned real estate development areas in East Mesa: Eastmark and Cadence @ Gateway. The city has recently annexed another additional 3,600 acres east of the former General Motors Proving Grounds. If you have any questions or concerns or do not understand the consequences of the special considerations for CFDs, please contact your City Council District representatives . . . it's not something you should let fly under-the-radar.

18-1433 4-dContractPurchase of Automatic Dependent Surveillance Broadcast Equipment for Avionics Upgrade for the Police Department (Citywide) The Federal Aviation Administration is requiring aircraft that operate in a certain class to be equipped with the Automatic Dependent Surveillance Broadcast (ADS-B). The ADS-B data contains information about the identity, position, altitude, and velocity of the aircraft. The goal of this required upgrade is to improve safety in the air. All five of the City’s aircraft would be upgraded, including three helicopters and two fixed wings. The Air Support Unit currently operates in areas where this equipment would be required and specifically, without this equipment, the City would not be able to operate in Phoenix Class B Mode C veil (within 30 NM of the geographical center of Sky Harbor). 18-1374 4-nContractGreenfield Water Reclamation Plant Phase III Expansion, Guaranteed Maximum Price (GMP) No. 4 Electrical Reliability Improvements (Citywide) The Greenfield Water Reclamation Plant (GWRP) is currently undergoing an expansion from 16 million gallons per day (MGD) to 30 MGD, with the project slated to be completed in fall 2020. During the design phase, staff identified additional points of the existing plant’s electrical system that could potentially fail under certain conditions, warranting the addition of certain electrically redundant features, and was agreed to by the GWRP members: City of Mesa, Town of Gilbert, and Town of Queen Creek. Staff recommends awarding the contract for this project to McCarthy Building Companies in the amount of $641,696, and authorizing a change order allowance of $32,085 (5%), for a total of $673,781. This project is funded by the Greenfield Water Reclamation Plant Joint Venture Fund, with contributions coming from its members based on usage.
