The Housing and Community Development Advisory Board (HCDAB) of the City of Mesa met on September 3, 2020, at 6:00 p.m. via a telephonic conferencing platform, with some staff attending telephonically and some staff attending at the Lower-Level Council Chambers, 57 E. First Street, Mesa, AZ 85201.

I. Chair’s Call to Order 

Johanna Richards called the meeting to order at 6:04 p.m.

II. Introductions of New and Current Board Member All members of the Board gave an introduction and welcomed the two new members.

III. Approval of Minutes It was moved by Susan Brenton, seconded by Chad Cluff, to approve the HCDAB minutes from the May 7, 2020 meeting. 
Upon tabulation of votes, it showed: 
AYES – Benson-Brenton-Brosemann-Cluff-Humphrey-Koval-Powell-Richards

NAYS – None

V. Discussion and Action Items 
A. Role and Responsibilities of the Board  Housing and Community Development

Director Michelle Albanese gave an overview of purpose and responsibilities of the Board. 
B. Election of Officers 

It was moved by Mark Powell to nominate Derek Brosemann as Chair, but Derek Brosemann declined. It was moved by Derek Brosemann, seconded by Mark Powell, to

nominate Johanna Richards as the new Chair of the Housing and Community Development Advisory Board for 2020/2021.  
Upon tabulation of votes, it showed: 
AYES – Benson-Brenton-Brosemann-Cluff-Humphrey-Koval-Powell-Richards

NAYS – None  
It was moved by Kevin Humphrey, seconded by Mark Powell, to nominate Mara Benson as the new Vice-Chair of the Housing and Community Development Advisory Board for 2020/2021. 


Upon tabulation of votes, it showed: 
AYES – Benson-Brenton-Brosemann-Cluff-Humphrey-Koval-Powell-Richards

NAYS – None  


C. Legal Requirements of the Board 

Assistant City Attorney Kelly Gregan presented on the

>Legal Requirements of the Board,

>Arizona Open Meeting Law, and

> Conflict of Interest. 

D. Title VI Recommendations  

Housing and Community Development Director Michelle Albanese presented an overview  on the responsibilities and requirements of Title VI and how they are applied to our local government


E. Programs Overview  Housing and Community Development

Director Michelle Albanese presented an overview of the following programs:

Housing Choice Voucher (HCV), Veterans Affair Supporting Affairs (VASH), Shelter Plus Care Vouchers, Family Unification Program (FUP), Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program, and Human Services (non-grant General funds).

Also due to the pandemic, ESG and CDBG received additional funding through the Coronavirus Aid, Relief, and Economic Security Act (CARES).

  
F. Review of the FY20/21 Funding Process

It was moved by Johanna Richards, seconded by Mark Powell, to approve the proposed five questions for the FY21/22 funding application (four questions were unaltered from FY20/21, one question was modified).  
Upon tabulation of votes, it showed: 
AYES – Brenton-Brosemann-Cluff-Humphrey-Koval-Powell-Richards

NAYS – None  
Mara Benson was not present for the vote.
