Cuba to Host Secret Chinese Spy Base Focusing on U.S.

The agreement between the two U.S. rivals, both ruled by communist governments, has caused alarm in President Joe Biden's administration,,, posing a new threat close to America's shores. 



However, the U.S. has a long history of spying on China in its own neighborhood. It is widely reported to have used Taiwan as a listening post for the mainland and regularly flies spy planes in the South China Sea, angering Beijing.

'China and Cuba have agreed to terms on a deal that would allow China to establish an electronic eavesdropping base on the island with the purpose of spying on American communications.

Agreed on in principle, the deal involves China paying Cuba billions of dollars in exchange for room to build and operate the facility, the Wall Street Journal reported Thursday.

“While I cannot speak to this specific report, we are well aware of—and have spoken many times to—the People’s Republic of China’s efforts to invest in infrastructure around the world that may have military purposes, including in this hemisphere,” John Kirby, spokesman for the National Security Council, told the Journal. “We monitor it closely, take steps to counter it, and remain confident that we are able to meet all our security commitments at home, in the region, and around the world.”

The news comes amidst rising tension between the United States and China. In recent months China has rejected a meeting between U.S. and Chinese military officials and aggressively postured its military forces in the South China Sea, leading to confrontations with U.S. deployments in the region. 

The facility would enable China to monitor signal intelligence, including emails, phone calls, and satellite communications.

It remains unclear whether this development will impact Secretary of State Antony Blinken’s visit to Beijing later this month. His visit will be the latest in a string of American overtures to the Chinese, including a secret trip by CIA Director William Burns last month. WASHINGTON—China and Cuba have reached a secret agreement for China to establish an electronic eavesdropping facility on the island, in a brash new geopolitical challenge by Beijing to the U.S., according to U.S. officials familiar with highly classified intelligence.

WASHINGTON/HAVANA, June 8 (Reuters) - China has reached a secret deal with Cuba to establish an electronic eavesdropping facility on the island roughly 100 miles (160 km) from Florida, the Wall Street Journal said on Thursday, but the U.S. and Cuban governments cast strong doubt on the report.
Such a spy installation would allow Beijing to gather electronic communications from the southeastern U.S., which houses many U.S. military bases, as well as monitor ship traffic, the newspaper reported, citing U.S. officials familiar with classified intelligence. . ..
"We have had real concerns about the China’s relationship with Cuba, and we have been concerned since day one of the administration about China’s activities in our hemisphere and around the world," the White House's Kirby said.
The countries have reached an agreement in principle, the officials said, with China to pay Cuba "several billion dollars" to allow the eavesdropping station, according to the Journal.“We have seen the report. It's not accurate," John Kirby, spokesperson for the White House National Security Council, told Reuters. But he did not specify what he thought was incorrect.
