Mesa City Council Steps Out: Men-In-Black or FBI Goof

Last year Mesa Mayor John Giles ran in from the back of the Mesa Con Center, this you whoever plans and stage-manages these stunts for the annual State-Of-The-City went all out - what is it?
A riff on the FBI? An audition for Chippendale's? ...is it just a trick of the camera or does the mayor appear larger-than-life above them all in the center of everything?

Whoa! Gotta admit that it looks like they've practicing their steps to stay-in-synch and gotten the same suits for the stage props. This is what the dress rehearsal looked like a couple of weeks ago trying different takes on poses and attitudes - shades of gray, black and blue.
Cool they are not, but hey nice try, guys.
