  • 17-0732 One-Year Renewal Contract for Fire Protection Equipment Maintenance and Repair Services for Citywide Locations as Requested by the Parks, Recreation and Community Facilities Department (Citywide)
This contract provides a certified contractor to install, repair and service fire sprinkler and fire alarm systems at approximately 84 City locations.  Equipment and materials include sprinkler systems, main drain valves, water supply systems, flow switches, tampers, pre-action systems, backflow preventers, Halon/FM200 systems, fire pumps, fire hoses, and fixed wet systems.  City buildings cannot be occupied without these Fire Protection systems and equipment.
The Parks, Recreation and Community Facilities Department and Purchasing recommend authorizing the renewal with Metro Fire Equipment, Inc., at $151,680, based on estimated requirements.

  • 17-0738 One-Year Renewal Contract for Tree Pruning, Removal and Other Services for the Parks, Recreation and Community Facilities and Transportation Departments (Citywide)
This contract provides consistent quality urban tree care service including tree pruning, removal and other related services at the City's aquatics, parks and sport field facilities (approximately 13,000 trees) for Parks, Recreation & Community Facilities and annual street tree maintenance for Transportation on an as-needed basis.
The Parks, Recreation and Community Facilities, and Transportation Departments, and Purchasing recommend authorizing the renewal with West Coast Arborists, Inc., at $510,000 annually, based on estimated requirements.

  • 17-0731 One-Year Renewal Contract for Uniform Garments for the Fire and Medical Department (Citywide)
This contract provides Fire and Medical station/work uniforms (various shirts, hats, outerwear, pants, shorts, dress uniform items, etc.) worn by Fire personnel during their normal daily job duties.  All services and supplies necessary to provide new garments including measuring, tailoring/alterations, screen printing, embroidering and returns/exchanges are provided.
The Fire and Medical Department and Purchasing recommend authorizing a one-year renewal with Matlick Enterprises, Inc., dba United Fire Equipment Company, at $307,000, based on estimated requirements.

  • 17-0737 One-Year Term Contract for Recycling Services for Cathode Ray Tube (CRT) Devices for the Environmental Management and Sustainability Department (Citywide)
This contract will provide recycling services for large quantities of CRT devices, including computer monitors and televisions collected during the City’s Household Hazardous Waste events.
The evaluation committee recommends awarding the contract to the most advantageous and lowest-priced proposal from Electronic Responsible Recyclers, dba ER2 (a Mesa business), at $55,000 annually, based on estimated requirements.

  • 17-0733 One-Year Renewal Contract for Juniper Network Technical Support Services for the Information Technology Department - Communications and Infrastructure (Citywide)
This contract provides technical support services with an extended warranty to assist City staff in the maintenance and engineering of the microwave core network consisting of Juniper routers and switches.  This equipment is used to transport City network data including fire station alerting, telephone, utilities, and other digital communications over the City’s private microwave radio network.  
Information Technology - Communications and Infrastructure and Purchasing recommend authorizing the renewal with Enterprise Networks Solutions (a Mesa business), at $41,560.35 annually, based on estimated requirements.

  • 17-0735 Three-Month Contract Extension and Dollar-Limit Increase for Landscape Maintenance Services for Parkway Medians and Right-of-Way, Sections III (Districts 1, 2 and 5) and IV (Districts 2 and 5) for the Transportation Department
Transportation has opted to rebid this contract and is requesting a contract extension and dollar-limit increase to allow time for the new solicitation.
The Transportation Department and Purchasing recommend authorizing the contract extension and dollar-limit increase with Reyes & Sons Landscaping, LLC, increasing the Section III contract amount from $230,742.68 to $287,742.68, and Section IV from $137,639.25 to $172,049.25; for the total annual contract amount of $459,791.93.

  • 17-0736 One-Year Term Contract for Sludge Grinder Repairs and Replacements for the Water Resources, and Parks, Recreation and Community Facilities Departments (PRCF) (Sole Source) (Citywide)
This contract will provide sludge grinder cutter cartridges for rotational repairs to the grinders located at the Greenfield and Southeast Water Reclamation Plants.  PRCF will use the contract for replacement parts, refurbishment and potential replacement of their grinder at Red Mountain Lake.
The Water Resources and Parks, Recreation and Community Facilities Departments, and Purchasing recommend awarding the contract to the sole source vendor, JWC Environmental, LLC, at $160,000, based on estimated requirements.

  • - One-Year Term Contract for Replacement and Stock Filter Membrane Panels for the Water Resources Department (Sole Source) (Citywide)
This contract will provide replacement and stock, filter panels, miscellaneous filter parts and hardware for the Greenfield Water Reclamation Plant Tertiary Disc Filters including spare filter elements and hardware.
The Water Resources Department and Purchasing recommend awarding the contract to the sole source vendor, Kruger, Inc., at $85,000, based on estimated requirements.  This project is funded by the Greenfield Water Reclamation Plant Partners - Mesa 41.8%, Gilbert 39.8% and Queen Creek 18.4%.

5 Take action on the following resolutions:
  • 17-0701 Approving and authorizing the City Manager to enter into an Intergovernmental Agreement with the Phoenix-Mesa Gateway Airport Authority.  The Intergovernmental Agreement will provide reimbursement for three years of maintenance and repair services for certain airport firefighting vehicles and equipment by the Mesa Fire and Medical Department. (District 6) *5-a 17-0708 Authorizing and supporting the submittal of a grant application by AZMen to the Ak-Chin Indian Community in the amount of $100,000 for their PROJECT 25 anti-sex and -human trafficking program, and authorizing the City Manager to accept and administer subsequent awarded funds as a pass-through grant. *5-b

  • 17-0717 Approving and authorizing the sale of approximately 21,750 square feet of City-owned property located at 425 South Bellview, and authorizing the City Manager to execute the necessary documents. (District 4)
This property was purchased in the 1950’s for the use of an above ground water storage tank.  The storage tank was demolished in 1998 and the property is no longer needed.

  •  17-0658 Z17-020 (District 1)  The 2400 to 2800 blocks of East Thomas Road (north side).  Located north of Thomas Road and west of Lindsay Road alignment (13.3 ± acres).  Rezone from Maricopa County RU-43 to City of Mesa RS-43.  This request will establish City zoning on recently annexed property.  City of Mesa, applicant; City of Mesa, owner.
